But why do people erect structures while approval is yet to come? All I have seen in that industry is get a land. Go to the necessary office that approves structures, tip them off and start work. That is why buildings are collapsing left-right-center with Lagos as the worse case. You can bribe the officials, but you cannot bribe structural integrity. If a certain mm of rod is required to reinforce a particular pillar or beam, you can't bribe structural integrity to use a lesser inch. So at all times, do the right thing. This is commendable. But more can still be done. The children in those schools complex have a right to pipe-borne water. They have a right to healthcare facilities with doctors working.
