The record for Borno and Benue states are misleading...

Benue actually has 5 that is with inclusion of one private university which is not indicated there.

Borno also have at least 4 UNIVERSITIES Federal universities should be two if you include the Army university

Borno have 2 federal 1 state and 1 private at least
