It is the second time in less than a year that ISIS has succeeded in using a time bomb to down a passenger plane linked to Egypt.

The first one was a Russian Airbus A321 that took off from Sharm al-Sheikh and blew up over the Sinai Peninsula on October 31. All 224 passengers and crew were killed.

One of the main questions in the investigation of the latest air disaster will be whether the explosive device was planted in Cairo or Paris. If it did happen in Paris, it would raise the question of whether an ISIS cell penetrated the ground crews at Charles de Gaulle airport.

If confirmed, it would be a serious escalation by ISIS following the terrorist organization’s November 2015 attacks in Paris in which 130 people were killed and hundreds were wounded.

A sign of an escalation was that it was the second terrorist attack within three months on a civilian aviation target in a Western European capital, following the bombing of Brussels international airport in March in which 31 people were killed and about 200 were wounded.

But if the investigation finds that the bomb was planted on the plane in Cairo before it departed for Paris, it would mark a serious and dangerous escalation of the infiltration and operational abilities of ISIS in the Egyptian capital, and a major threat to the stability of the regime of President Abel Fattah al-Sisi.

Earlier this week Buhari dramatically cut all petroleum subsidies and hiked domestic fuel prices by almost 70% to reflect the sharp drop in global oil prices and the concomitant rise in USD dollar value of domestic refined fuel imports. (As late as 2015 Buhari’s ruling All Progressives Congress (APC) had opposed the removal of petroleum subsidies).

The adoption of any IMF program and a forced devaluation of the overvalued Naira will consequently rise the domestic price level and devalue the real value of domestic wages.

Moreover an IMF program will restrain the government from pursuing the aggressive multibillion dollar fiscal programs it promised in its 2015 elections manifesto. Bola Ahmed Tinubu, the party’s chief theoretician and national leader is vehemently opposed to the IMF and its sundry programs.

Nigeria’s President Muhammadu Buhari risks splintering the ruling party over a move to adopt an IMF program and devalue the Naira following an abrupt removal of petroleum subsidies leading to a 69% hike in domestic petrol prices.

The party’s chief theoretician and national leader Bola Tinubu is vehemently opposed to an IMF-led economic program and the attendant austerity measures it will engender.

Formed in 2013, Nigeria’s ruling party is an alliance of four centrist/leftist opposition parties – the Action Congress of Nigeria (ACN), the Congress for Progressive Change (CPC), the All Nigeria Peoples Party (ANPP) and a faction of the All Progressives Grand Alliance (APGA).

Buhari’s rightward economic policy turn to the IMF could unravel the ruling coalition and engender the president’s ability to pass new laws through a fractured National Assembly.

Buhari, who took office in 2015 is beset with growing fiscal difficulties, a $10 – $15 billion annual revenue shortfall as global oil prices have sagged and falling oil production in the Niger Delta.

Unable to quickly ramp up domestic revenue collection due to a porous tax collection system or quickly source significant donor funds despite various high foreign trips, Buhari is now set to turn to the IMF for a bailout.

"They took milk, pasta, flour, oil, and milk powder. There were 5,000 people" one witness told Venezuela outlet El Estímulo.


People from across the entire state came to the supermarket because there were rumors that some products not found anywhere else would be sold there.

As a result of the massive crowd, the authorities were unable to preserve the peace. "There were 250 people for each National Guard officer… lots of people and few soldiers. At least one officer was beat up because he tried to stop the crowd,” another source told El Estímulo.

Other food dispensaries run by the government were also looted by the people.

Far from the promised socialist paradise, as the massive group of people moved, an entrance gate collapsed under the weight of the crowd, leaving several wounded.

With dire shortages of basic goods, a looming foreign debt payment, horrific street crime and intransigent political divisions, Venezuela is in danger of collapsing into waves of deadly violence, U.S. intelligence officials warned Friday.

Venezuela, which controls the world's largest reserves of crude oil, is in the throes of a potentially explosive political stalemate
after opposition parties gained a majority in the national congress in elections late last year.

President Nicolas Maduro, a leftist, faces a possible recall vote sponsored by the opposition that he is maneuvering to block. On Friday, Maduro decreed a 60-day "state of exception and economic emergency" giving him expanded powers to deal with the nation's economic crisis. In granting himself expanded decree authority, he said he was seeking to protect Venezuelans from foreign aggression, including from the United States.

However he didn't say how he intended to use the power.

"Washington is activating measures at the request of Venezuela's fascist right, who are emboldened by the coup in Brazil," Maduro said Friday during a televised broadcast.

All portends a dilemma for U.S. policy makers concerned about the ripples of more violence, but with few options to change the course of events.

"The goal now is to mitigate the crisis that is unfolding," a senior U.S. intelligence official said Friday, briefing a small group of reporters on condition of anonymity to discuss internal assessments. "You can hear the ice cracking."

Former President Olusegun Obasanjo says President Muhammadu Buhari may not do well in economy and foreign affairs, except in military matters.

“Buhari is not a very hot person on the economy and foreign affairs,” Obasanjo said.

The former President stated this on Monday at the third International Conference on African Development Issues — themed, “Driving inclusive and sustainable development in Africa: Models, methods and policies” — organised by Covenant University, Ota, Ogun State.

While reacting to a question posed to him by a member of the audience: “Is there any hope for Nigeria under the administration of President Muhammadu Buhari?”, Obasanjo replied, “Is there any hope for Nigeria under this administration? I came back from Geneva, Switzerland a few days ago to attend a conference titled, ‘Are elections giving democracy a bad name?’ We had an election, we elected a leader and the good thing about democracy is that the power you have to elect a leader is also the power you have to remove him. I am saying this because I said earlier that if you don’t see any leader that has done well in the 56 years of Nigeria’s independence, then let us forget about Nigeria.

“I will tell you what I know and I will tell you what I don’t know. I know Gen. Muhammadu Buhari. He served under me in the military. His characteristics that I know, his behaviour that I know, he has not deviated from them. He was never a perfect man, he is not a perfect man and no leader can ever be a perfect man because they are human beings. But if you read my book, what I said about him is correct. He is not a hot person when it comes to economy. He is not a very hot person when it comes to foreign affairs. But he will do well in matters of military and he will do well in fighting Boko Haram.”

The former president also said he tried his best in fighting corruption, especially in the recovery of funds looted by the late Gen. Sani Abacha and that as of the time he left the government, about $1bn was still to be recovered.

Obasanjo said, “For me, we have no hope if we have no future. I am an optimist as far as Nigeria is concerned. If somebody doesn’t get it all right for now, we will get somebody who will come up and fix whatever is missing. The administration before this had no clue on how to deal with Boko Haram, there is no doubt about that.

“You may not like the way he (Buhari) is fighting corruption. I fought corruption. We recovered over $1.25bn from Abacha and his men. We didn’t make noise. Also, we recovered £100m and about N30m and those who were helping us, the lawyers and the rest said there was still at least $1bn to be recovered at that time. I put it in my handover notes. But rather than encourage scrupulous persons, we had another spate of corruption.”

Obasanjo added that fighting corruption would not be effective if it did not translate to better life for the citizens.

He said, “Fighting corruption is not a one-day or a one-regime affair. If where we left it, they continued, we would have gone far. For me, the questions are: Is corruption being fought? And if it is being fought, is it being effectively fought? Are we getting the desired results? And if we are getting the desired results, what impact is it having on our society and on our nation?”

Other speakers at the event included Nigeria’s Permanent Representative to the United Nations, Prof. Joy Ogwu, and the Associate Vice-President, Research, McMaster University, Canada, Prof. Bonny Ibhawoh.

They both said if Africa was to experience any development, leaders must match their words or policies with action.

Another round of devaluation of the naira will compound the woes of First Bank Plc as over 50 percent of the lender’s spiralling non performing loans (NPLs) are dollar denominated, analysts at Ren Cap say.

First Bank has suffered a significant drop in profit caused by huge impairments on financial assets otherwise known as loan loss expense.

NPLs increased to 22 percent in the first quarter of the year, fuelled by exposure to the oil and gas.

This figure crosses the 5 percent threshold questioning the risk management strategy and portfolio management of the bank.

The bank’s risk assets managers failed to diversify or minimise risk and maximise return.

A possible devaluation of the currency is inevitable given the continued depletion of the external reserves and rising inflation.


“Another related asset quality concern is that 56% of the bank’s NPLs are FX, which implies that if devaluation occurs, coverage levels would fall, with the bank needing to set aside more naira earnings to cover these greenback NPLs. In light of this, it is quite difficult for us to get comfortable with a coverage ratio of 37 percent”, said analysts at Rencap.

A day after the Buhari administration increased the price of the pump price of fuel by 67%, from N86.5 to N145 a liter, our sources disclosed that Mr. Buhari has also agreed to demands by the International Monetary Fund (IMF) that he significantly devalues the Nigerian currency. Our sources indicated that the naira would be pegged at N290 to one dollar. The current official rate is about N200 to a dollar.

Our sources said Mr. Buhari and his economic team took the decision to accept the IMF’s terms for funds that the Nigerian government wants to access to bridge a critical shortfall in revenue occasioned by a drastic decline in oil revenues. An administration insider told SaharaReporters that Nigeria could receive as much as $3 billion in credit facilities from the IMF.

“The truth is that Nigeria cannot operate without sourcing credit from the IMF,” said one of our sources, an economic adviser to Mr. Buhari, who spoke on condition of anonymity. “And the IMF was adamant that we must devalue before they can discuss extending credit to us,” he added.

Curiously, administration officials took the decision to devalue the naira without the input of the Governor of the Central Bank of Nigeria (CBN), Godwin Emefiele, another source revealed. An official of the CBN confirmed to Saharareporters that bank executives were kept in the dark about the discussions that led to the Buhari administration’s decision to devalue the naira.

“Some of us here [the CBN] are not opposed to devaluation, given our country’s present circumstances,” the source said, adding that it was the CBN’s function to pilot Nigeria’s monetary policies.

The Federal Government has said the introduction of a new price regime for Premium Motor Spirit (petrol) has become inevitable in order to halt the crippling fuel scarcity in the country and ensure availability of the product.

The Minister of Information and Culture, Alhaji Lai Mohammed, who stated this at the inauguration of the Advertisers Association of Nigeria (ADVAN) Marketers Conference in Lagos on Friday, said only the liberalization of petrol supply will ensure the availability of the products.

“Distinguished ladies and gentlemen, I can tell you that that decision is inevitable, if we are to end the crippling fuel scarcity that has enveloped the country, ensure the availability of the products and end the suffering that our people have been subjected to,” he said.

He said the crash in the price of crude oil, which has impacted negatively on foreign exchange earnings, has further compounded the crisis in fuel supply.

“With the drastic fall in the price of crude oil, which is the nation’s main foreign exchange earner, there has also been a drastic reduction in the amount of foreign exchange available. The unavailability offorex and the inability to open letters of credit haveforced marketers to stop product importation and imposed over 90% supply on the NNPC since October 2015, in contrast to the past where NNPC supplies 48% of the national requirement,” the Minister said.

He further elaborated that in the absence of available forex lines or crude volumes to continue massive importation of PMS, it is clear that unless immediate action is taken to liberalize the petroleum supply and distribution, the queues will persist, diversion will worsen and the current prices will spiral out of control.

Alhaji Mohammed, however, said the liberalization of petrol supply and distribution will allowmarketers and any Nigerian entity willing to supply PMS to source for their forex and import PMS to ensure availability of products in all locations of the country.

He noted that the resultant fuel scarcity has created an abnormal increase in price, resulting in Nigerians paying between N150 and N300 per litre as prevalent hoarding, smuggling and diversion of products have reduced volumes made available tocitizens.

The Minister explained that the new fuel price regime should not be misconstrued as the removal of subsidy since there is no provision for subsidy in the 2016 Appropriation, saying the erstwhile PMS price of N86.50 gives an estimate subsidy claim of N13.7per litre which translates to N16.4 billionmonthly.

“There is neither funding nor appropriation to cover this,” he explained.

Alhaji Mohammed used the occasion to draw the attention of Nigerians to the renewed insurgency and pipeline vandalism in the Niger Delta, which have drastically reduced national crude oil production to 1.65 million barrels per day, against 2.2 million barrels per day planned in the 2016 budget thereby reducing income to Federation account and also affecting crude volumes for PMS conversion.

Listing the benefits of the new price regime, he said it would end the recurrent fuel scarcity by ensuring product availability across the country, reduce hoarding, smuggling and diversion of products substantially, improves fuel supply situation through private sector participation, creates labour market stability, as this will potentially create additional 200,000 jobs through new investments in refineries and retails and prevents potential loss of 400,000 jobs in existing investments”.

Alhaji Mohammed gave the assurance that underthe new price regime, the Petroleum Products Pricing Regulatory Agency (PPPRA) and the Department of Petroleum Resources (DPR) will be further empowered to ensure a level playing fieldand strict compliance with market rules by all stakeholders and consumer protection.

The Economic and Financial Crimes Commission has detained a former Minister of Finance, Amb. Bashir Yuguda, over his alleged involvement in the $115m (N23bn) bribe which was distributed by a former Minister of Petroleum Resources, Diezani Alison-Madueke.

The EFCC said in a statement that the ex-minister who is a chieftain of the Peoples Democratic Party, allegedly diverted N450m out of the money.

If you throw it open to people across the world to bring petrol to Nigeria and sell at any price, you will discover that within a year, the price of petrol will be lower than the government’s fixed price today.

“You (Buhari) set up a committee called transition committee. It suggested that you deregulate the whole thing about crude oil, but no, you won’t. [b]Your ideas go back 30 years and they are irrelevant to this world. Open up your mind and listen to people and you can make progres[/b]s. To lead is to serve.

“To lead, you must be knowledgeable. People don’t follow somebody who doesn’t know where he is going. Otherwise, you fall into a ditch.”

The statement read: “The Defence Headquarters (DHQ) is not unaware of the emergence of a group in the Niger Delta region who have vowed to cripple economic activities through pipeline vandalism, oil theft and kidnap of expatriate workers in that region; it will not hesitate to deploy every available resources to deal decisively with any threats to economic lifeline of the nation.

“The military will employ all available means and measures within its rule of engagement to crush any individual or group that engages in the destruction of strategic assets and facilities of the government in the Niger Delta or any other location and they will stand to regret the consequences of their actions. The whole world has seen what they are causing in terms of economic terrorism against the nation and would be treated as criminals in line with the laws of the land.

“While the military and other security agencies would continue to put in place more proactive measures within the creeks and other places to fish out those responsible for the heinous crime, it will remain focused and assure oil companies and law abiding community members of their safety and protection of their sanctity.
