There are proper structures for a referendum in place.. viz... a legislature, a political platform, elections by way of voting, a consittuency. Whatever he wants, a referendum or even two seats for Nigeria at the Ùnited Nations, can be done through his elected representative. If such is not done, blame him and his representative.
