House of Representatives on Monday unveiled plans to roll out stiffer penalties on various traffic offenders as part of efforts geared towards reducing loss of lives on major highways across the country.

Under the new arrangement, driving without headlights or one of them attracts a fine of N20,000, refusal to use pedestrian bridge where one is provided attracts a fine of N20,000.

Hawking on the pedestrian bridge and its precincts attracts a fine of N25,000, violation of traffic lights attracts a fine of N60,000, driving on walkway attracts a fine of N50,000, hitting a pedestrian at zebra crossing attracts a fine of N50,000.

The lawmakers disclosed this at the public hearing on Federal Road Safety Corps (FRSC) Act amendment and a motion on non-enforcement of the establishment, registration and operation of driving schools by the Commission held at the National Assembly complex, Abuja.

Speaker Yakubu Dogara, who declared the public hearing opened, said the legislative framework covered the provision of roads, vehicles and post-crash care as well as increased budgetary allocation to the various sectors.

Dogara, who was represented by Yunusa Abubakar, chairman, House Committee on Road Safety, said: “I am pleased to state here that as legislature of change, we have put in place deliberate measures to achieve a vision of becoming one of the 20th safest countries.

“This is in terms of road transportation and mobility by 2020 and meeting the UN Decade of Action of reducing 2009 crash record by at least half by 2020.”

The speaker, who emphasised the need to evolve appropriate strategies for implementation of relevant laws on safety, said “the bill seeks to amend the FRSC Act to establish some offenses that were hitherto discounted.”

He said until recently, Nigeria had one of the highest fatalities in Africa with 33.7 deaths per 100,000 people yearly, thereby making road accident the third cause of deaths in the country.

“These offenses are common traffic violations that have resulted in the death, injuries, loss of property and have caused monumental hardship and trauma to many families.

“I wish to assure all that your views and opinions will count in evolving the legal framework and implementation strategies for ensuring safety on our roads,” Dogara observed.

In his remarks, Yunusa Abubakar, chairman, House Committee on Road Safety, called for attitudinal change towards road safety administration by all road users.

John Mikel Obi became the 21st player to make 350 appearances for Chelsea in the Blues’ 2-2 draw against Watford in Saturday’s English Premier League fixture.

The Nigerian was a 46th minute substitute for Cesc Fabregas as Guus Hiddink’s team failed to subdue the Hornets at the Stamford Bridge.

Also, the feat makes him become the club’s third-highest overseas appearance maker since his move from Lyn Oslo in 2006.

“Personally it is going to be great for me if I can achieve that number,’ Mikel told Chelsea website before the game against Quique Sanchez Flores’ team.

“I also want to push on and see how many more appearances I can get. For me it has been a great time here, I still enjoy it and ever since I walked into this football club I knew this was the place for me.

“I am so happy and so proud of the amount of games I have played for this club and at the same time using these games to win trophies and medals. This is the most important thing.

“For the past 10 years we have helped build the reputation of this club and Chelsea is up there in world football. I am so proud of what I have achieved and I still want to keep going.”

John Obi Mikel has nothing but praise for Guus Hiddink and is delighted to see the Dutchman back in charge of Chelsea.
Chelsea midfielder John Obi Mikel is loving life under new manager Guus Hiddink and is confident the Dutchman can get the reigning Premier League champions back on track.

Hiddink was brought in to replace Jose Mourinho after the Portuguese was fired following Chelsea's dismal start to the season.

Former Netherlands boss Hiddink was in the stands to watch Chelsea's 3-1 victory over Sunderland last weekend and Mikel is pleased to be reunited with the 69-year-old after his previous tenure in 2009.

"He is still the same man. He likes to get involved in training, have a bit of banter with the players but at the same time it is all serious business and that is what we need," Mikel told the official Chelsea website.

"He is always like a father figure to the team, speaking to the players individually, putting an arm around them and getting feedback from the team on what we think problems are and then trying to fix them.

"He knows exactly what he wants to do and he did it last time he was here and I think it is going to go the same way. He is going to demand a lot from the players, push everyone to the maximum in training so that when we get to the games we can perform well.

"In matches he wants his teams to react when you lose the ball, to press and recover it and then play and create chances, and create a lot of them to win games.

"Also to finish the chances because we have been playing some good football but not getting the goals we deserve so that is one thing the manager will want to bring into the team.

"He will want us to get into the box and make sure we get onto those crosses that are coming in. I think he is going to bring changes to the play and everyone is on board so we achieve those."
