What is this one even saying? The points are just flying over your head. In Nigeria today, how many people can afford to pay that 2.5 per annum from their legit business? To build a single storey building in Nigeria today requires a minimum of 110million Naira, this does not include cost of buying land.

Now tell me how you want a house owner to recover his investment if after using such exorbitant amount to erect an upstairs and he collects say 800,000 naira per year as rent? It may take him 50 years or more to recover the money he used to build the house?
