These are supposed to be top civil servants, yet they failed a basic qualifying test. What were they expecting? That they’d just walk in and get the job without proving they’re competent?

What is embarrassing. There is at the moment 11 vacancies for permanent secretary.

If all 29 pass, where will they be deployed to.
