It's a thing that has to do with national defense and only kept for citizens of developed countries in america and Europe.

Even if you get a masters in a developed country, you can't still work there when you aren't a citizen. If you are yet to go to the University change to something else.

This is what I do but sometimes you change to a location that has history of good light and on getting there, The light stops being as good as every one as described. This has happened to me twice.

@Op I have a luminous inverter that lasts me 8 hours ( charging my laptop and powering my two monitors). The light here is not so bad, So most times, The light comes back on before the inverter battery goes low. The last time I ran on generator was a month ago
