App unlock is the main unlock for v40 for now, which has been down for a while. When back on there is hope for blacklisted devices too. Until then I don't have a solution for that.

Put it on the LTE/3G/2G (auto-connect) option.
Toggle Data Roaming to OFF (you don't need it. Not that it has anything to do with the issue on ground o).

That's not the problem of the device, "MIPI DEVICE FAIL" is the issue.
