aefunai department of political science holds 1st international conference on democracy, security and sustainable development The Department of Political Science, Alex Ekwueme Federal University Ndufu-Alike, Ebonyi State, has held its first international hybrid conference focused on democracy, security and sustainable development in Nigeria. The Chairman of the occasion, Professor Smart Otuu in his opening remarks argued that Nigeria must make significant efforts towards achieving lasting progress in both democracy and security in other to achieve sustainable development. He asserted that a strong democracy requires accountability and a voice for the people. Additionally, he highlighted that security is also essential for stability. He emphasized that sustainable development fosters progress by addressing the root causes of insecurity and weaknesses in democracy, adding that this approach promotes equity, opportunity, and resilience. The Professor of Criminology concluded his remarks by urging leaders, policymakers, and citizens to collaborate in building a peaceful, democratic, and prosperous Nigeria. While welcoming he participants and invited guests to the conference, the Dean, Faculty of Social Sciences, Professor Kalu E. Uma, stated that the conference provides an opportunity for scholars to shape opinions, share Insights, and communicate new developments in research policy, adding that the knowledge sharing can help resolve ongoing social, economic, and political complexities in the country. He stressed the need for a distinct form of democracy in the country and called for a fresh approach to securing the lives and property of citizens. He further advocated for exploration of new strategies to confront security challenges and the adoption of a suitable form of democracy that benefits the nation. Professor Uma firmly believes that the interconnectedness of democracy, security, and sustainable development are the cornerstones of a thriving society, and stressed the importance of strengthening democratic systems through inclusive governance and respect for the rule of law, noting that if security challenges are not effectively addressed, they will continue to obstruct progress and destabilize the country. Therefore, he urged all participants, including academics and stakeholders, to advocate for policies that promote critical thinking and collaborative solutions to ensure a secure future for Nigeria. In his welcome address, the Head, Department of the Political Science, Dr. Gilbert Aro, emphasized that the conference provides a valuable opportunity for scholars and practitioners from various intellectual backgrounds to collaborate on creating a roadmap for democracy and security in Nigeria. He opined that Nigeria stands at a critical crossroads where democracy, security, and sustainable development require urgent and coordinated attention, noting that the strengthening of democratic institutions is essential to promote accountability. He highlighted the importance of stability, civic engagement, and the rule of law in advancing democracy in the country, and called for investment in intelligence, and regional cooperation to address the root causes of conflicts. He equally, noted that empowering the youth and creating employment opportunities through education and skills development can attract investments and foster innovation, geared towards sustainable development. Concluding, Dr. Aro asserted that Nigeria’s path to sustainable development lies in the consolidation of democracy and the stabilization of its security environment, and urged the department to remain committed to supporting national objectives through research, advocacy and policy engagement to contribute meaningfully to the realization of a secure, democratic, and prosperous Nigeria. Professor Gerald Ekenedirichukwu Ezirim of the University of Nigeria, Nsukka, while presenting the lead paper espoused the concept of democracy as a double-edged sword, addressing its implications for political practices, insecurity, and underdevelopment in Nigeria. He stated that democracy can provide both opportunities for reform and threats to national stability. The theme of his presentation highlighted how Nigeria’s democratic experience has contributed to political malpractice, rising insecurity, and persistent underdevelopment. He argues that while democracy offers opportunities for positive change, it also presents challenges that must be addressed, adding that Nigeria’s political landscape has often exploited these challenges, resulting in electoral violence, elite capture, and systemic insecurity which hinder sustainable development. Professor Ezirim contended that Nigeria’s democratic experiment is characterized with both promise and paradox. This dual nature, according to him, creates a framework for progress, but also allows for the manipulation of the democratic system for selfish interests, further exacerbating the insecurity that obstructs the country’s development. He emphasized that Nigeria’s future depends on a deliberate effort to reform democratic practices, strengthen institutions, and ensure that the benefits of democracy are accessible to all citizens. Additionally, Professor Dickson Uduma of Abia State University, Uturu who talked on the theme, “State Responsibility and Civilian Self-protection within Nigeria’s Democratic Securitization Paradigm” noted that the ongoing insecurity in the country has exposed the limitations of the state capacity to ensure public safety. He also addressed the limitations of the state in providing security, emphasizing the increasing rate of insecurity that has prompted civilians to adopt self-protection strategies. This includes the formation of vigilante and community-based armed groups. He explained that such developments affect state authority within the securitization framework and governance. Professor Uduma further explained the importance of creating a legal framework to train, monitor, and integrate civilian groups into a national security structure, stressing the need for collaborative efforts to enhance overall security and governance in Nigeria and the need to rebuild trust by improving the professionalism and responsiveness of security agencies. He also called for community policing through a decentralized approach to bridge the gap between state forces and local communities, ensuring adherence to human rights. He argued that the increasing reliance on civilian self-protection in Nigeria is a symptom of the state’s failure to meet its security obligations. Therefore, he urged the development of balanced, rights-based, and inclusive security architecture to address Nigeria’s complex security challenges within a democratic governance framework. Highlight of the conference was the presentation of awards to 6 individuals in recognition of their outstanding contributions to the development of mankind.

While declaring the event open, the Vice-Chancellor of the event, Professor Sunday Elom who was represented by the Deputy Vice-Chancellor, Academic, Professor Romanus Ejaga, noted that the theme of the conference emphasized the truth and morality that are subjective, leading to difficulties in establishing universal standard. He described post-modernism as a broad intellectual movement that emerged as a reaction against the established narrative of modernism, and it involves questioning grand theories, ideologies and universal truth. The Vice-Chancellor encouraged the participants and students to engage with philosophical questions that embrace intellectual diversity and contribute in shaping a future where philosophical insights guide solutions to the complex issues of the post-modern world. He therefore, urged them to take advantage of the lecture that blend reality with media and technology which can further complicate the search for meaning. Earlier in his opening remarks, the Acting Dean, Faculty of Humanities, Dr. Arua Oko, noted that the conference was timely and relevant to the department, stressing that the theme, “Challenges of Post–modernism and Emerging Philosophical Issues” would address emerging philosophical issues in a forward-thinking and interdisciplinary approach. He added that it was crucial that people engage in critical discussions that integrate ethical considerations, technological advancement and social justice, and thereafter reiterated the importance of equipping students with the tools to critically engage with the issues, ensuring they were prepared to navigate and contribute to shape a rapidly changing world. Dr. Francis Ofoegbu, the Acting Head, Department of Philosophy, in his welcome address, noted that the 1st academic conference hosted by the department was a significant milestone that marks both celebration of intellectual pursuit and a commitment to critical engagement with the world today. He further stated that post-modernism was a complexity concept that has redefined how to interpret truth, knowledge, identity and power. The Chairman of the occasion, Prof. Grace Umezurike, the Secretary to Ebonyi State Government, who was represented by Dr. Stephen Nwinya, in her remarks, stated that post-modernism with its critical stance towards absolute truths, centralized authority and grand historical narratives, has reshaped intellectual discourse across the globe. She added that post-modernism has opened up space for marginalized voices, fostered diversity of thought and encouraged people to question inherited assumptions and further noted that as Africans, they must be a critical engagement with global ideas, task as thinkers, leaders and builders to strike a thoughtful balance between questioning and affirming between tradition, progress and cultivated shared values. She further urged the participants never to forget that the successful nations depend not only on the philosophies they adopt, but more importantly, on the values they live by. The keynote speaker, Dr. Sam Amadi said that post-modernism and wokism in the West present both valuable insights and cautionary tales for African nations as they navigate their own paths towards inclusive development and nation-building. He said that post-modernism has encouraged critical thinking and the deconstruction of historical power structures in the West, adding that wokism is rooted in awareness of social injustice that has further pushed for racial, gender, and cultural equity and the movement have fostered inclusion that sparked intense cultural and political polarization. Amadi added that post-modernism and wokism offer frameworks for social justice and critical reflection, helping Africa to engage ideas through indigenous lens, ensuring they serve local needs and reinforce rather than weaken national unity. While concluding his lecture, he noted that post-modernism and wokism offer important critiques of power and identity, and their direct importation may pose challenges for African development, adding that thoughtful contextualization and homegrown strategies remain the key to meaningful progress in nation-building. Prof. Maurice Izunwa, while presenting the lead paper of the conference noted that post-modernity challenges traditional conceptions of law by questioning the existence of absolute truths, universal values and fixed meanings. He maintained that today’s world marked by rapid technological, cultural, social change, law-making and interpretation must adopt the fluid realities, diverse perspectives and emerging forms of power and identity. He stated that post modernity urges lawmakers to move beyond rigidity to being more participatory, inclusive and responsive to marginalized voices and also anticipate fast-changing dynamics as digital transformation, climate change and global interconnectedness that outpace traditional legislative processes. He maintained that post-modernity does not reject the rule of law but it compels people to reimagining it as a static system of rules, evolving framework that responds to the uncertainties and pluralities of contemporary life, which pushes legal system towards greater inclusiveness, adaptability and relevance in an ever- changing world.
