Op, it's normal for people to develop cold feet when making important decisions like marriage, relocation etc. So I understand you perfectly.
The are critical questions your write up fails to address.
1. Who is about to de-emphasize dollars?
2. How will it happen ie which policy have been initiated to achieve this?
3. What's the probability it will work if such policy already exist ?
4. What if the policy worsens the situation?

From my personal experience,you can't make long term significant decision based on government policies and pronouncements, policy summersault is a constant feature of government in Nigeria. Seek the face of God or make decision based on verifiable facts.
