Reserves is not a savings account where you save and withdraw at will as you're implying.
It is instead a store of the value of foreign currency that's coming into the economy primarily from trade and sometimes from loans and other sources. So you don't "withdraw" and "save" into the reserve account as you wish. It's rather a current account that reflects the level of foreign currency entering the economy. So you saying reserves were used to fund budget deficits is the height of ignorance.
That you don't know that there's an opportunity cost decision to be made in either shoring up your reserves with foreign receipts from say oil to run the economy or saving it in sovereign wealth for future yield also shows you're discussing what you know little to nothing about.
And where did you get the funny cost of producing crude that you're brandishing? And may I ask what factors you think are responsible for change in cost of production?

States not being able to pay salaries was a direct result of the reversal of subsidy removal.
