It's actually both, not either or.


1) Nigeria needs to make its ports and methods of transporting goods more efficient. We've all seen the long line of trucks that took over all the approaches to Apapa and Tin Can Island ports. People should be able to easily move goods to and from the ports. In this regard, the return of the rail lines into the port (via the new Lagos-Ibadan standard gauge line) will help.


2) The bureaucratic bottlenecks that hamper clearing of goods from the ports is another issue. Hopefully this will be tackled with the Ease of Doing Business policy.

3) The reform of the Customs Service is absolutely important, particularly with regards to improving aerial surveillance and reducing corruption.

4) But it's also important that there's cooperation between both governments, particularly in the area of the repackaging of goods from Asia. I think that Nigeria should also get Ecowas involved because it is a violation of the Ecowas protocol. I don't think that either Obasanjo or Buhari believes that closure of the border is the solution to the problem (it isn't). Rather they both closed the border as a means to force Benin Republic to the negotiation table. In Obasanjo's case, the closure of the border forced Benin to hand over Amani Tidjani and the agree to a joint border force.

Thanks Durchmann ......I agree absolutely but its because the government made it that way. If they can decongest the ports, make clearing faster and stress-free, trust me no amount of reduction the Togolese or Beninoise make to their port charges will make our businessmen still embrace their ports.

The savings made from the reduction at Togo/Benin end is spent on transporting by road to the final destination in Nigeria. This would be cheaper if Nigeria make port clearing seamless and stress-free like Togo and Benin offers. The government is the main enabler of smuggling in Nigeria. Review your policies and see if smuggling would be attractive.
I agree with your suggestions but we have to look at the situation on ground.

Benin and Togo can actually adapt to whatever measures we place to provide better port services. It's just like an army fighting against a militant unit using guerrilla warfare. It's difficult to curtail such strategies.

In my opinion, I would advise Government to reform the Customs Services with new and better work regulations and ethics.

There should be a carrot and stick approach to how customs officers are administered. I don't see why contraband goods should still be found in our markets and officers and men of the Customs guarding a certain border get their take home pay intact. We need to change the working rules of the Customs Service (and even the civil service at large) in order to effectively challenge and gradually stifle the crooked nature of the system. Prosecution is not enough.

On a good day, I will drop practical measures we can utilise to do this.

Another major reason for the closure of the border was smuggling and the unethical practices of the Beninoise.

Convoys of tankers laden with petroleum products were often smuggled across the border at that time. Many Asian countries and companies avoided paying import tax in Nigeria by exporting their product to Benin and Togo and repackaging them as if they were made in those countries. Benin and Togo are Ecowas countries and therefore, goods from those countries do not attract import tax. Furthermore, lots of cars, including Amani Tidjani's cars, were often smuggled into Nigeria.


President Obasanjo closed the border and President Kereku quickly rushed to Abuja to find a way to reopen the border. President Obasanjo gave him his conditions:

1) The arrest and extradition of Amani Tidjani (Tafa Balogun had sent detectives into Benin to find out who was stealing cars from Nigeria and smuggling them back to Nigeria. They identified Amani Tidjani as the brains behind the operation).

2) The creation of a joint border force to tackle smuggling.

3) Goods imported into Benin should not be unsealed and repackaged.


Presidents Obasanjo and Kereku later met at Seme Border to inaugurate the joint border force, The force was commanded by former world champion athlete, Sunday Bada.


Benin and Togo have always been a problem for Nigeria. Their economies rely on the transhipment of goods to Nigeria and they protect that business aggressively. Whenever Nigeria reduces its port charges, Togo and Benin will immediately reduce their to match the reduction in Nigeria.
