One, it’s Biggie’s game, he can flip it any way he wants (especially when utilizing any available entertainment potential)
Two, and more importantly, the viewers voted to save their favs, and not to evict.

That is why Biggie could do that twist. If we had voted to evict, Biggie would never have insulted viewers by letting voted- out HMs stay on in the game…
