There's absolutely nothing wrong with the freezer. It's clear you don't know how freezers work based on the arrangement of the contents in them.

For as long you have items especially, water in it you shouldn't expect the lower parts where you have such stuffs that requires ice to form immediately, compared to the upper parts which has nothing. If you doubt me, just remove the bags of sachet water and leave it empty for at least an hour or two and see the transformation of ice all over the base. That's the major reason most manufacturers always ask you to power it on for at least two hours without putting any thing inside.
