President Muhammadu Buhari on Friday
appointed Mohammed Dikwa as Nigeria’s new
acting Accountant-General of the Federation
(AGF).
The appointment, which takes immediate effect
from June 12, 2015, followed the retirement from
service of Jonas Otunla.
Until his appointment, Mr. Dikwa was the
Director, Funds Department in the Office of the
Accountant-General of the Federation.
Mr. Dikwa would hold the office until a
substantive Accountant-General is appointed by
the president.
Mr. Dikwa, who holds a Bachelor of Science
degree in Accountancy and a Masters in Business
Administration and Finance, attended the Senior
Executive Course 34, 2014 at the National
Institute of for Policy and Strategic Studies
(NIPSS), Kuru.
He was awarded Certificates in Public Finance
Management Reforms, Leadership and
Governance, High Performance Leadership
Programme and Treasury Management at the
Harvard University, USA; University of Cambridge,
Oxford University in the UK, and Thames Valley
University UK respectively.
A professional Accountant and Member of many
Professional Bodies, Mr. Dikwa is a Fellow
Certified National Accountant; Fellow Charted
Institute of Taxation of Nigeria, among others.
Apart from serving as a facilitator in many
courses, workshops, seminars and conferences he
attended both within and outside Nigeria, Mr.
Dikwa served as Borno State Accountant-General
and Permanent Secretary, Ministry of Finance
between 1999 and 2004 and Chairman, Technical
Board Bank of Industries (BOI), Bank of
Agriculture (BOA).
He also served on the Board of Transcorp Hilton
Hotel, Defence Industry Corporation; Distribution
Company of Nigeria (DISCO), Nigerian
Telecommunications Limited (NITEL), Royal
Swaziland Sugar Company, etc.
He was also the Director in-charge of Ministry of
Finance Incorporated (MOFI) and later Revenue
and Investment. He is happily married with
children.

President Muhammadu Buhari has directed state
governors across the country to ensure the
reduction of the number of prison inmates in their
various states.
Kaduna State Governor Malam Nasir el-Rufai,
who disclosed this while on a working visit to
the Kaduna convict prison, said the president’s
directive was in the spirit of decongesting the
prisons across the country.
El-Rufai said, “Our leader, President Muhammadu
Buhari, has directed all governors to visit prisons
and ensure that we reduce to the barest minimum
those that have spent many years awaiting trial
in our courts.
“It is injustice for a person to be kept for a long
time in the name of awaiting trial. This is why
President Buhari directed all governors to
undertake such visits so that, working together
with the Ministry of Justices and the Prison
authorities, we’ll ensure we do something about
it.”
He assured that the state government, despite its
financial challenges, would do its best to ensure
that the people prison for wrong reasons and are
awaiting trial get justice.
Receiving the governor, the state controller of
prison, Mr. Abubakar Garba, noted that the
convict prison, established in 1915 with the
capacity of 547, is now housing over 1,000
inmates.
Disclosing that about 114 inmates were
condemned criminals, with 11 of them citizens of
Kaduna State, he appealed to the governor to
commute the death sentences of 11 inmates of
Kaduna State origin to life imprisonment. He also
revealed that the prison had only two functional
vans for conveying about 800 awaiting trial
inmates, which he said, portends danger to
people of the state.

Lagos state government has alerted residents,
especially those residing in flood-prone areas
to relocate immediately as the water table has
risen due to high intensity of rainfall.
Flood-plain areas highlighted include Ajegunle,
Owode-Onirin axis, Owode-Elelede, Kuramo
Beach, Alpha Beach, Okun-Mapo, Okun Ajah,
Mende-Maryland, Ijora-Badia, Iwaya, among
others.
Speaking with newsmen, Engr. Ayodeji
Adenekan, permanent secretary, office of
drainage services, ministry of the environment
explained that, the heavy rainfall being
experienced since March has increased the
water level of the lagoons and rivers, resulting
in back-flow into adjoining low line areas.
According to him, this has led to the inability
of the various channels and drains to
discharge.
The permanent secretary advised residents to
vacate these areas temporarily once they
notice gradual accumulation of rising water.
“People living in low line areas are vulnerable
to flooding because the low line areas are
natural flood plains which ought not to be
converted to residential abodes. However, we
expect the water to recede with time.
“As the intensity of the rain increases,
Lagosians are advised not to panic whenever it
rains as they will start to experience
accumulated water concentrated in some parts
of the roads and highways. Lagosians are
however assured that the accumulated water
will recede in no time,” he said.

President Muhammadu Buhari has prioritised the
issue of insecurity in his first weeks as president,
visiting Niger and Chad last week and focusing on
insecurity and Boko Haram during his discussion
with G7 leaders in Germany this week.
On Thursday, the president will host a meeting of
the Heads of states and Government of the
Lake Chad Basin Commission.
Those who will attend the meeting which will
hold at the presidential lounge of the Nnamdi
Azikiwe International Airport are Paul Biya of
Cameroon, Mohammadou Issoufou of Niger, Idriss
Deby of Chad and the President of Benin Republic,
Boni Yayi. (Benin Republic is, however, not a
member of the commission.)
To prepare and harmonise Nigeria’s position for
the meeting, Buhari yesterday held a closed door
meeting with the Chief of Defence Staff, Air Chief
Marshall Alex Badeh and the Chief of Naval Staff,
Usman Jubrin, at Defence House.
Briefing State House correspondents at the end of
the meeting, Permanent Secretary, Ministry of
Defence, Mr Ismali Aliyu, said they came to brief
the president on preparations for a scheduled
meeting of Heads of State and Presidents today
in Abuja to discuss on the Lake Chad Basin
Commission.
The defence chiefs and Ministers of Defence of
the member countries of the commission had
earlier met this week preparing the ground for
today’s meeting of presidents.
According to him, “the meeting held between the
Chiefs of Defence Staff of the Lake Chad Basin
and Ministers of Defence culminated in the
presidents’ meeting tomorrow (today).
“We discussed the issue of the operationalization
of the Multi National Joint Task Force and the
siting of its headquarters in N’Djamena and the
contribution from various states. The objective
was to fight the insurgency within that region for
the purpose of peace, security and prosperity.
