Japan had already built an industrialised westernized military even before WW2 because it was the first country in Asia to adopt the western culture fully and having been forced to open its borders through a gun boat diplomacy by America, China was just coming out of Feudalism and had no sophisticated military unlike Capitalist Japan that had forged a relationship with the west and learned how to built military equipment what did you expect.

What dealt the blow was that austria and Prussia that allied with him against Russia turned against him the following year. If they were still allies, I doubt if Russia would have attempted to attack.
