It is true (although started towards the last 2 years of Buhari), our fuel vaporises on its own. Just keep it aside and it would be reducing. May be why the Americans calls it 'gas'. I literally buy 500 chemical in a small tube from petrol station to put inside it to reduce how fast it burns.
