Raid on Nigerian Military Base Shows Boko Haram Threat Growing

An attack by suspected Islamist militants on a Nigerian air force base indicates the Boko Haram group retains its military capacity even after a seven-month offensive by government forces.

“It is a big deal, it shows the capability of Boko Haram is growing,” Murtala Touray, senior Africa analyst at IHS Country Risk in London, said today by phone. “For Boko Haram to plan this attack, it shows they are a force to be reckoned with, they can take on the Nigerian army.”

The pre-dawn raid took place yesterday in Maiduguri, the capital of Borno state, about 860 kilometers (535 miles) northeast of the capital, Abuja. Two air force personnel were wounded, 24 attackers were killed and three military aircraft and two helicopters were damaged, military spokesman Chris Olukolade said in a statement e-mailed to journalists yesterday.

Boko Haram, which means “Western education is a sin” in the Hausa language, has carried out gun and bomb attacks for the past four years in a campaign to impose Islamic law in Africa’s biggest oil producer. President Goodluck Jonathan declared a state of emergency in May in Borno and two other northeastern states where Boko Haram is most active.

The Borno state government imposed a curfew on Maiduguri after yesterday’s attack. Flights into and out of the city’s airport have resumed, Olukolade said.

It seems as if the military is on the back foot, rather than Boko Haram,” Touray said. “It’s a big embarrassment for the Nigerian security forces. It shows their intelligence-gathering capability is very poor.”

‘Terrorist’ Organization

The U.S. named the militant group a Foreign Terrorist Organization on Nov. 13, a move analysts said may strengthen the Nigerian authorities’ determination to crush Boko Haram, as well as herald greater international involvement in the conflict.

“It will make regional and international bodies sit up and pay attention, and show that the reports from the Nigerian army about killing Boko Haram members and destroying their capabilities, much of it does not actually reflect the reality on the ground,” Touray said.

The Nigerian military frequently reports that it has killed dozens of insurgents in skirmishes and raids.

Boko Haram has used children as young as 12 and abducted and raped women, while the government has not accounted for hundreds of men and boys detained, New York-based Human Rights Watch said on Nov. 29.

Sorry, but this report is very innacurate, stupid and illogical.
I am not even going to waste my time disproving anything other than the one i highlighted in green.
O.k., so this Touray guy, is basically the only human source in this story, funny thing is he did not even witness the events that took place, or have taken place. Second, if the Nigerian Airforce has not been dislodging the terrorists as touray claims, then why would they attack the air force base..for the past four years they have attacked police bases and army barracks, this was before the Nigerian military started the major offensive against them. In their entire history, they have never attacked an airforce base.But now when the 'claims' of airstrikes have been made by the military..they attack the airforce base. My point is they had to have been provoked by something to attack an airforce base. This just proves that indeed they have been taking huge and major losses, which provoked them to attack an airforce base sort of as a reprisal attack.
It simple logic and common sense man.

Maiduguri attacks: Military suspects insider collaboration
The military authorities have commenced investigations into the attacks on the Nigerian Air Force Base and other military formations by the Boko Haram insurgents in the early hours on Monday .

A security source disclosed this to our correspondent in Abuja on Tuesday, just as the Nigerian Air Force deployed more fighter jets in Maiduguri, the Borno State capital.

The military leadership and investigators are working on the suspicion that the daring attacks carried may have been facilitated by insider’s in collusion with the insurgents.

Investigations revealed that the leadership of the military was deeply concerned with the realisation that the incident took place at a time the Special Forces were planning one of the biggest offensives against the insurgents.

The security source, who confided in our correspondent, said that the motive of the attack was to weaken the operation or make it impossible.

The military authorities were said to have doubts that the timing of the attack could just be a coincidence.

It was further gathered that the Air Force Base and other targets of the Monday morning attacks were too strategic and fortified for insurgents to attack without information.

The military leadership, it was learnt, was further shocked by the discovery that the suspected terrorists planted Improvised Explosive Devices around the Air Force base and the 333 Artillery Regiment with the intent to ambush troops from carrying out rescue operations.

The source said that suspicion about insiders’ collaboration was further deepened by the puzzle over how the insurgents successfully planted the IEDs, which they exploded without being caught.

The military high command on Tuesday dispatched a high powered team of military strategists led by the Chief of Air Staff, Air Marshal Alex Badeh, to ascertain the extent of the attack on the Nigerian Air Force base and other security formations and to report back to Abuja.

The team has not returned to Abuja as of the time of filing this report.

The source said, “We are believing strongly that this incident was made possible by insiders’ collaboration in terms of giving them information.

“You know, that place is very strategic. Another thing is that some final operations were being planned, which would have dealt a devastating blow on them and weakened them seriously.

“We believe that the aim was to distract and slow down that mission.

“The issue is: How did they get to the place to plant the IEDs, which they planted with the aim of preventing intervention and to ambush troops that tried to intervene.

“From the realm of information, there is a lot of what insiders could have done. It appears to be a well planned attack.”

Meanwhile, the authorities of the Nigerian Air Force on Tuesday deployed more fighter jets in Maiduguri to intensify the pursuit of the fleeing insurgents.

A security source who spoke to our correspondent on the condition of anonymity because he was not authorised to speak on the issue, said that the Special Forces spotted and killed some of the insurgents between Benisheik and Maiduguri.

The source said that the military had not collated the number of people killed as the operation involved mainly air strikes.

It was further learnt that the Boko Haram attack affected two helicopters with transparent floor considered critical to the surveillance activities of the Special Forces, especially along the long Maiduguri-Potiskum-Damaturu-Bauchi Road.

The attack also affected three unserviceable MIG fighter jets that were awaiting evacuation to the archives.

Calls to the telephone line of the Director of Defence Information, Brig. Gen Chris Olukolade, did not connect.

But the Director of Air Force Information, Air Commodore Yusuf Anas, told our correspondents on the telephone that the Air Force had replaced the damaged helicopters with a new helicopter and an MI35 fighter jet on Tuesday.

He added that an additional helicopter would be deployed by Friday.

Four out of every five policemen in the Federal Capital Territory do not have a walkie-talkie or other means of communicating with the control room of the FCT Police Command during emergencies, investigations by The PUNCH have shown.

Checks by our correspondent also indicates that most police personnel on active duty do not wear bullet-proof vests despite the dangers they are daily exposed to in the course of their engagements with law breakers.

Yet, the Federal Government appropriated N57 bn for the police reform programme between 2011 and 2013. The impact of the reform is yet to be felt as the Force is still grappling with numerous inadequacies, including lack of enough accommodation, lack of communication facilities and operational vehicles, among others.

Although the Ministry of Police Affairs claimed that police formations and commands across the country enjoyed full self-accounting status, checks revealed that the formations either hardly received budgetary allocations or what they received was grossly inadequate to meet their needs.

A senior ministry official, who did not want his name in print, claimed that budgetary allocations for Police Formations and Commands were released directly to the Force Headquarters by the Ministry of Finance.

The source, who absolved the ministry of any blame in the poor kitting of policemen, claimed that the authority for the distribution, approval and disbursements of all appropriations for the Police lied with the IG, who is the Accounting Officer of the Nigeria Police Force.

He said, “The ministry does not tamper with approvals and disbursements of police budgetary allocations and only carries out its supervisory roles of ensuring that all financial regulations and statutory due-processes are followed in the award and execution of contracts and fund allocations.

“The IG as the Accounting Officer superintends the FHQ accounts while the Assistant Inspectors-General of Police and the Commissioners of Police, who head police formations and commands, act as the vote controllers or spending officers for police budgetary allocations.”

According to him, the budget section of the IG’s office handles all budgetary matters of the police, including allocation of funds and distribution to vote heads and sub-heads.

He added that capital budget allocation, distribution and utilisation were the sole responsibility of the Force headquarters, where approvals and contract awards are carried out in line with extant rules on thresholds (approval limits).

He said that payments were processed at the FHQ accounts after due approvals by the IG, who he said issued fund allocation instructions on overhead and personnel costs, which are decentralised to formations and commands through the budget section of his office.

The ministry official explained that the approval limits for FHQ Tenders Boardweare N50m for Goods; N250m for Works; and N50m for Non-Consultant and Consultant Services, stressing that these thresholds were in line with SGF Circular no. SGF/OP/1/S.3/VIII/57 of March 11, 2009.

It was learnt that all capital and recurrent expenditures carried out by the ministry directly were interventions under the reform programme, which is domiciled in the ministry and these are done on advice and requests from the FHQ.

But the Senate, which was piqued by the poor funding of the police and their lack of essential facilities, had on November 12, 2013 directed its Committee on Police Affairs to investigate the N135bn so far released by the Federal Government to carry out a comprehensive reform in the Nigerian Police Force between 2010 and 2013.

The Force Public Relations Officer, Frank Mba, could not be reached for comments on Monday as his mobile phone was not reachable.
