Group urges NJC action Against Abuja judge who issued order to seal Lagos property Says judge overreached his bounds, seeks sanction A civil society group, Africa Centre for Good Governance and Corruption Free Communities has called on the National Judicial Council, NJC, to, probe a judge of the High Court of the Federal Capital Territory, Justice Othman Usman. The group, in a statement wondered why the judge overreached his bounds by issuing an order to seal up a property in Lagos, while sitting as a judge in Abuja. Convener of the group, Comrade Temitope Olubunmi Joseph, called for thorough probe and possible sanction if found wanting. The group said it had watched with keen. Interest, proceedings in a property dispute located in Lagos State before the Abuja court. He said, "We have watched with keen interest proceedings in Suit No. FCT/HC/CV/4636/2025, a case for the enforcement of Fundamental Rights instituted by Mr. Henry Ugonna Orabuchi Vs Nigeria Police Force and Others. "Ordinarily, we, as an organisation and stakeholder in the Nigeria project are not supposed to dabble into the matter because it is before a competent court of law and may amount to subjudice but we feel a responsibility is placed on us to draw the attention of the leadership of the judiciary, particularly, the Chief Justice of Nigeria, Honourable Justice Kudirat Kelere-Ekun and the National Judicil Council, NJC, to events and occurrence that are not going on well in our courts, particularly, when the courts are being used to take away the rights of ordinary Nigerians". According to him, the plaintiff in the matter, Mr. Orabuchi is seeking an enforcement of his fundamental rights and asking the court to stop the Nigeria Police from inviting, harassing and intimidating him over a property dispute in Lagos State. He said the disputed property is located at the back of Plot No A Block 12, Lekki Peninsula Scheme, Lagos State Mr. Orabuchi had approached a High Court of Justice of the Federal Capital Territory, through fundamental rights enforcement suit, seeking an order to stop the police from inviting, harassing and intimidating him. Comrade Joseph said, "Mr. Elvis Emecheta, a Lagos businessman and owner of the disputed property reported the unlawful activities of Mr. Orabuchi, who resorted to self help by forcefully occupying the property and destroying parts of it. "Mr. Orabuchi was invited by the police to state his own side of the story, rather than honour police invitation, he ran to the FCT High court to stop the police from doing their job by inviting him. In the suit, Mr. Orabuchi had alleged that his fundamental Rights as guaranteed under Sections 34, 35, 36, 37, 41, and 44 of the Constitution of the Federal Republic of Nigeria, 1999 (as amended), and Articles 9 and 14 of the African Charter on Human and Peoples' Rights (Ratification and Enforcement) Act, have been breached. "He claimed that he purchased 3,000 square meters of reclaimed land at the back of the above address from the Landlord, Mr. Emecheta Elvis Eze, which has nothing to do with the premises where the affected business entities are located. Mr. Orabuchi filed the suit to shield him from honouring invitation of the Nigeria Police Force, following a Petition against him by Mr. Emecheta, alleging conduct that amounts to criminal trespass, damage to property and threat to life. "Mr. Orabuchi, in the fundamental rights enforcement suit filed by his Counsel, Chikaosolu Ojukwu, SAN, said the police invitation infringes on his fundamental rights and is aimed at compelling him into relinquishing his lawful proprietary and contractual rights over the 3,000square meters of reclaimed land behind the sealed up property. In his Exparte application before the Court, Ojukwu urged the Court to grant an Exparte Order to seal up the Lagos property. "The court presided over by Justice Othman Musa granted the order on on November 24, 2025 to seal and secure the entire property, including the reclaimed land at the back of the property measuring 3,000 square meters He also ordered the immediate stoppage of all construction works, activities, actions, or steps on the said property while ensuring that no person, authority, or entity howsoever described is permitted access to or entry upon the property pending the hearing and determination of the substantive suit pending before the court. "Following the Exparte order of the court which was supposed to have been vacated, having elapsed, on December 30, 2025,, all the occupants of the property and their workers were forcefully chased out of their business premises and the property was sealed up by people who introduced themselves as officers of the FCT High Court, from Abuja. "All efforts by the various business owners to explain to the FCT Court officials that their business premises is different from the 3,000square meters of the reclaimed land behind it was rebuffed as they were sent out of their business premises without any notice or justification". The group demanded into the activities of the judge, saying he clearly lacked the jurisdiction to. Issue an order to. Deal up a property in Lagos while he sits in Abuja. According to the group, only a Lagos court has such powers. "We, as an organisation are demanding a probe into the activities of Justice Othman Musa, regarding the case and possible sanction. We cannot explain a situation where a judge of the High Court of the Federal Capital Territory, Abuja will give an Exparte order to seal up a property in Lagos, where his jurisdiction does not extend to. "To us, clearly, the judge does not have the jurisdiction to do that. The disputed property is outside his jurisdiction and should not have made the order he issued. Moreso, the order was made, on November 24, 2025 and should have elapsed, yet, it was not vacated. We are calling on relevant bodies in the Judiciary to call Justice Othman to order and we make bold to say that, if this trend continues in the case, we will have no option than to write a FORMAL PETITION to the NJC to report the Honourable judge for sanction. "If the action of Justice Othman Musa is left unchecked, other judges may want to do the same, therefore, we are calling, on the leadership of the judiciary to call Justice Musa to order to protect the integrity and sanctity of the Judiciary. "We believe the institution of this case in FCT High Court Abuja and the grant of the Exparte Order is a calculated scheme aimed at causing mischief and hardship on the Landlord of the Premises and the innocent occupants who have been deprived of access to their business premises. The Business owners are not parties to the alleged agreement between Mr. Henry Ugonna Orabuchi, and Mr. Elvis Emecheta, over the 3,000 square meters of the reclaimed land behind their business premises and are not parties to the fundamental rights case before the Abuja Court. The judiciary should not be used to abuse its own process and to aid those with means to oppress innocent citizens."

The governments of Oyo, Rivers, Bauchi, Yobe, Cross River, Bayelsa and Sokoto states have formally adopted the Proof of Address (PoA) system for statewide documentation, marking a major step toward establishing a unified and verifiable address framework in Nigeria. With the adoption, the governors of the seven states have signed on to a data-driven identification system that ensures the proper documentation of residents and businesses. The initiative, being implemented for the first time on a national scale, is expected to significantly improve access to essential services, strengthen security, and enhance governance. The development represents a major boost to the Local Government Proof of Address policy approved by Federal Government which seeks to replace Nigeria’s long-standing reliance on informal and non-standard address descriptions with a credible, standardised system that can be uniformly verified across the country. Under the framework, a standardised proof of address becomes a foundational element of identity verification, enabling residents to access critical services such as electricity, water, internet connectivity, healthcare, insurance, and mobile phone services. It also strengthens financial inclusion by supporting Know-Your-Customer (KYC) and Anti-Money Laundering (AML) requirements needed to open bank accounts, access credit, carry out secure transactions, and participate fully in the formal financial system. The PoA initiative is also expected to improve compliance with government and legal requirements, including voter registration, issuance of official documents, employment verification, and school enrolment. By linking individuals and businesses to verifiable locations, the system adds a crucial layer of protection against fraud, identity theft, and other financial crimes, while supporting more efficient logistics, e-commerce, emergency response, and service delivery. The project is supervised by the Office of the Secretary to the Government of the Federation (OSGF), which provides overall policy direction and coordination, and issues directives mandating the adoption of PoA across Ministries, Departments and Agencies, as well as sub-national governments. The Nigerian Postal Service (NIPOST) serves as the federal coordinating agency and operational backbone, leveraging its nationwide infrastructure to standardise addresses, conduct physical address verification, and manage address data in line with national standards. At the grassroots level, the 774 Local Governments of Nigeria enacts bye-laws to administer and mobilise residents in the communities with robust sensitisation to ensure effective implementation across board With Oyo, Rivers, Bauchi, Yobe, Cross River, Bayelsa and Sokoto states already on board, the Proof of Address initiative is gaining momentum as a foundational national reform aimed at improving service delivery, enhancing security, and supporting sustainable economic growth, while positioning Nigeria closer to a unified, reliable and verifiable national address system.

FG Launches LG Proof of Address to Strengthen Security, End Utility Bill Verification The federal government has officially rolled out the Local Government Proof of Address (POA) project, a landmark initiative designed to strengthen national security, improve citizen identification, and enhance service delivery across the country. The project, initiated by the Association of Local Governments of Nigeria (ALGON), was formally approved through a circular issued by the Office of the Secretary to the Government of the Federation (OSGF) dated October 29, 2025, with reference number 5964B/S,13/VBA/T.IIIA/704. According to the circular, the POA scheme took effect from October 1, 2025. Under the new directive, all federal and state Ministries, Departments and Agencies (MDAs), government-owned corporations, and public institutions are mandated to replace the long-standing use of utility bills as proof of residence with the standardized Proof of Address issued at the local government level. The POA project aligns with President Bola Ahmed Tinubu’s eight-point development agenda, particularly, in the areas of governance reform, security enhancement, and institutional efficiency. It is domiciled in the Office of the Secretary to the Government of the Federation, with the Nigerian Postal Service (NIPOST) serving as the coordinating federal agency. For years, the reliance on utility bills as proof of residence has posed major challenges. Many Nigerians do not have utility bills in their names, while others rely on outdated or shared documents that do not accurately reflect their current place of residence. In addition, the increasing use of digital services and prepaid utilities has further reduced the reliability of utility bills as a credible verification tool. Similarly, while the National Identification Number (NIN) remains a critical component of Nigeria’s identity management framework, a significant number of NIN records do not capture current or accurate residential addresses, limiting their effectiveness for residency verification, security profiling, and service planning. The POA is therefore designed to fill this critical gap by providing verified, location-specific, and up-to-date address information directly linked to local governments. The POA framework places residency verification at the grassroots, where local authorities have better knowledge of their communities. By anchoring address verification at the local government level, the initiative is expected to improve community-level intelligence, crime prevention, emergency response, and population data accuracy. Beyond security, the Proof of Address data is expected to deliver wide-ranging benefits, including improved public service delivery, equitable resource allocation, disaster management planning, urban development, and social intervention targeting. Accurate address data will also support financial inclusion, electoral planning, and national statistics. Implementation of the POA project is currently at varying stages across federal and state institutions. The circular directs state governments to lead awareness and sensitisation efforts within their jurisdictions, with technical and institutional support from the OSGF, NIPOST, and ALGON. Stakeholders believe that as adoption gains momentum nationwide, the Proof of Address system will become a foundational pillar for governance, helping to restore integrity to public documentation processes while strengthening Nigeria’s overall security architecture and administrative efficiency

He went further to assure the residents of more developmental projects in the coming year "Today we are celebrating modest achievements,by this time next year,we shall be celebrating giants stride through the execution of various elephants projects that would spread across the 9 political wards in Odi-Olowo Ojuwoye LCDA " The Director General, Lagos State Sports Commission,Hon Lekan Fatodu applauded the Executive Chairman for doing an exceptional and great developmental projects that are rooted and potentially profitable and rewarding for the community especially the youths. Fatodu said "When we have a community that is peaceful and united,we must understand that their is a role that sports is playing to direct wrong ideology into the right ideology so as to shape talents in such a way that it can turn to socio economic benefits not to individuals who are involved in sports but to the community in general " "We have seen young people who would have gone into the wrong place but because of the sports infrastructure being provided by the local government and leadership by Hon Seyi Jakande,we have come to realize that talents is identified, nurtured, repositioned for greater things,so the Sports Commission is a saying a big thank you to Hon Jakande for keeping the feat and also we encourage him to more in this trajectory." Lending his voice,the Lagos State Coordinator National Youth Council of Nigeria,Engr Adigun Olalekan Ibrahim said that the commissioning of the sports complex is a tactical demonstration, purpose empowerment of engaging young people of Odi-Olowo Ojuwoye LCDA. Adigun who is also the Chairman of all Chairmen National Youth Council of Nigeria said,"one of the fastest making economic machine in the country is sports and football is something that drives the youth and what the Chairman has done is to build the stadium for the greater youths of young people people in Odi-Olowo Ojuwoye so that together we can build, create and develop youths to be like the Osimhen,Jay Jay Okocha,Iheanacho and the likes and because the Chairman believes in the strength and energy of young people,it must be converted into a purposeful engagement and empowerment for them." He went further to commend the Chairman for building the sports edifice within his six months into office, organized ICT trainings to over 500 youths, organized the sports fiesta that accommodated over 10,000 youths and scholarships bursary to university students in Odi-Olowo Ojuwoye LCDA. The State Secretary of All Progressive Congress, Lagos State,Dr Adeola Jokomba who led 18 members of the State Exco to the event representing the State Chairman,Hon Cornelius Ojelabi thanked the Chairman for not putting the party into shame as he has made the party and the good people of Odi-Olowo Ojuwoye LCDA proud. He went further to sensitize the residents of Odi-Olowo Ojuwoye LCDA on the importance of securing their permanent voters card PVCs, while appealing to the people to continually support the Chairman,Hon Jakande,Mr Babajide Sanwo Olu, Executive Governor of Lagos State and the President Bola Ahmed Tinubu so that more dividends of democracy would be greatly seen in the local government. Earlier, the Head of Department for Works and infrastructure noted that the projects are not just structures but game changers for the community, thereby boosting connectivity service and quality of life. He commended the Chairman for putting up such edifice, praying that God will continually grant him more wisdom to pilot the affairs of Odi-Olowo Ojuwoye LCDA, while urging the residents of Odi-Olowo Ojuwoye to always pray for the administration. Highlight of the event was the commissioning of the sports complex, assisted by the former chairman,Hon Ajala,his mom (former wife of the Executive Governor) Mrs Jakande and Prince Abiodun Ogunleye; Asiwaju Olorunfunmi Basorun (GAC Member). Dignitaries in attendance included Prince Abiodun Ogunleye; Asiwaju Olorunfunmi Basorun (GAC Member); Oba Fatai Aileru (Olu of Mushinland); Dr. Adeola Jokomba, Secretary to the Lagos APC party who led 18 members of the state Exco to represent the state party chairman Pastor Cornelius Ojelabi; Hon. Kehinde Ajinni; MHR Hon. Deji Jakande; Hon. Nurain Akinsanya; Dr Mrs. Ayoola (Special Adviser to Lagos State Governor); Hon. Lekan Fatodu; Mrs. Beatrice Tugbobo; Apostle Odele “Pawpaw”; and the LGA Party Chairman, Mr Tunkaz,Ex Footballers among others. The pitch hosted the grand finale of the Odi-Olowo/Ojuwoye Sports Fiesta Season 4, where Odi-Olowo FC defeated Alakara FC 4–2 to claim the trophy for the third consecutive time.
