Adamawa govt to pay civil servants N32,000 minimum wage from November

The Adamawa state Head of Service, Dr Edgar Amos, on Wednesday said the state government would pay a new N32, 000 minimum wage to its workers at the end of November. Amos said the state government would pay N32,000, which was more than the N30,000 approved by the federal government, in fulfillment of Governor Ahmadu Fintiri’s campaign promise to pay N32,000 minimum wage if elected. “The national minimum wage is N30,000 but the governor is going to pay N32,000 because that is his promise,” Amos said. The head of service, however, said that the issue of consequential adjustment for other workers earning above the minimum wage was still being discussed with labour unions.(NAN)

Following the agreement reached between the Lagos State Joint Public Service Negotiating Council, JNC, and Lagos State Government, led by Babajide Sanwo-olu, Friday, November 15, all arrangements have been concluded to commence the payment of the new minimum wage and the consequential adjustment rates to public workers in the November 2019 salary cycle.
State Chairman of JNC, comrade Rasaq Adio Falade, disclosed this in a statement made public at the end of the meeting witnessed by representatives of the Nigeria Labour Congress, NLC and Trade Union Congress, TUC, in Alausa, Ikeja.

The statement, titled, “Conclusion of negotiations on the minimum wage and consequential adjustment of salaries for Lagos State public sector workers,” read in part: “Consequent upon series of meetings and discussions held between the Lagos State JNC on the payment of the new minimum wage to Lagos State public sector workers, necessary terms of settlement and agreement was reached today 15th November 2019.”
Falade recalled that the National Joint Public Service Negotiating Council, NJPSNC, and the Federal Government’s Negotiations and consequential adjustment of salaries produced the following figures on Consolidated Public Service Salary Structure, CONPSS: Grade Level, GL. 01-06=N30,000, GL. 07=23.2 per cent, GL. 08=20 per cent, GL. 09=19 per cent, GL.10-14=16 per cent, GL. 15-17=14 per cent.
He continued, ” Comparatively and in consonance with the pronouncements of the Lagos State Governor, Mr Babajide Olusola Sanwo-Olu, find below the product of the process of negotiations that were painstakingly undertaken and concluded with the Lagos State Government by the labour movement for the public sector workers.
“Lagos State Salaries Consequential Adjustment/Increase, GL. 01-06=N35,000.09
b. GL. 07=30 per cent, GL. 08-10=25 per cent,
GL. 12-14=22.5 per cent, GL. 15-17=20 per cent.”
Falade stated that payment of allowances peculiar to certain professions/sectors such as Health Workers, Medical Personnel, Teachers, among other embedded in their respective Consolidated Salary Structures, ‘”such as CONHESS, CONMESS, CONTISS, shall be paid for those stated items ( Hazard, Call, Shift, and others) at such rates as provided in the various salaries of government approved in 2011.
“On payment of arrears the new Minimum Wage Act came into effect on the 18th April 2019 as such, it was agreed that payment of the six and half months arrears shall be made and concluded by the first quarter of the Year 2020.”

please let us be careful with this kind of rumour. Personally I was at TRCN office to inquire about our results and remind them of the need to consider some PGDE students who since writing exams in 2017 at NTI are still awaiting their result. The officer that attended to me said, there is nothing to be worried about since the federal government won't be enforcing their December deadline. That we should calm down as in due time everybody's results will be out even if it's not this year.

Are you talking about the form given out to teachers by UBE board for the 3 months computer programme? A form was given out for teachers to fill for a 3 months computer programme.

Now that you've reminded me, we were given the form today, the form says we are to pay for training workbooks... I don't understand, you invite me for training I attend you still ask me to pay for the workbook?
And are we to be given one computer each after the training?

The consequential adjustment was 20% increase of 18k. Now for level 8 step 3. it would be 18k multiply by 20 divided by 100= 3600. Then add the 3600 each to all items that the minimum wage would affect such as basic salary, utilities, housing, transportation and medical. that is 3600 multiply by 5=18000. Finally add the 18k to your current take home pay. example for level 8 step 3. it is 60k+18k= 78000. Note: You have 27% of your basic salary added to your salary, (If state Govt would maintain that) that's make our salary higher than those who work in the ministries (core -civil servants ). now the the basic salary is 24k +3600=27600. The 27% of your basic is 7452. Finally, your take home salary would be 78000+7452=85452k. Note: I worked it with Net pay since Labour agreed with FG not to increase Personal Income Tax.
please apart from medical, utilities, housing and transportation... Will the percentage increase also affect other aspects of our salary as shown in this payslip?

In the Federal Civil service it means all workers except those in paramilitary and military but in the State civil service it means all workers including Teachers....but for simplicity a core civil servant is an officer who works directly with the Ministry .In this regard, a teacher/lecturer is not a core civil servant.Teachers are on CONPSS plus 27% of basic salary .

CORE CIVIL SERVANTS are those who are dependedly under the direct payroll of government. Include teachers and those in government ministries. OTHERS include the private sectors, the military, para military, government department and parastatals such as NNPC, NDDC, NDLA and so on.
thank you... But someone else said core civil servants are those that work directly in the ministries... Such as ministry of education or health while others refers to those that work in the agencies of these ministries such as UBE or PPSB which are all agencies under ministry of education

Abuja – The Trade Union Congress of Nigeria (TUC) has commended the Federal Government and organised labour for their patience while the National Minimum Wage negotiations lasted.
The leadership of the Labour Centre added that although it was a rough road they are happy that an agreement has finally been signed.
In a press statement, President of the Congress, Comrade Quadri Olaleye, FCIA and Secretary-General, Comrade (Barrister) Musa-Lawal Ozigi, mni, said it was not an easy journey but it is now over, adding that government’s team should be appreciated for their wisdom and sincerity.
“We commend the Head of Service of the Federation, Dr Folashade Yemi-Esan and her team for their sincerity. Though they argued that government cannot afford to meet our earlier demand of N30,000 minimum wage across the board because of the economic situation in the country, we made them understand that some people cannot be more Nigerian than others. If we are tightening our belts, the government should also do so.”
By the agreement reached, the core civil servants:- GL 7 (23.2%), GL 8 – (20%), GL 9 – (19%), GL 10-14 – (16%) and GL 15-17 (14%).
Others, GL -7 (23.2%) like above; 8-14 shall earn (16%) and 15-17 (10.5).

Nigeria’s Organised Labour suspended its planned strike as both sides agreed to continue negotiations on Wednesday.

The Minister of Labour and Employment, Dr Chris Ngige, at the opening of the meeting, said the demand of the workers before the negotiation would shut down the economy.



But a source at the five hours meeting, which started at 2.45pm, said the labour leaders and the government’s representatives made concessions. He added that they failed to reach a definite agreement on the salary adjustments.

Before the meeting, labour was demanding 29 per cent salary increase for officers at salary grade levels 07 to 14 and 24 per cent adjustment for officers at salary grade levels 15 to 17, while the Federal Government proposed an 11 per cent increase for officers at grade level 07 to 14 and 6.5 per cent adjustment for workers at grade level 15 to 17.

The meeting broke into sessions on a few occasions when labour and government teams had to leave the general session to meet their teams separately before continuing with the joint session.

It was learnt that the labour team demanded a number of documents from government’s team to verify claims made by the Federal Government during the negotiation.

According to a source, who was part of the workers’ team at the meeting, labour lowered its position to 20 and 25 per cent, while government increased its offer to 17 per cent for workers at grade levels 07 to 09, 15 per cent for those at grade levels 10 to 14 and 12 per cent for workers at grade level 15 to 17.



The source said, “The two sides made concessions but in addition to the Federal Government concession, the team also introduced innovations which is strange to us. But we have asked for documents to back that position.

“However, whatever figures presented now at the meeting are mere proposals that labour is going home to examine critically before tomorrow’s (today) meeting.”
latest update placed the new percentage increment for our level at 20 percent. Let's just be positive.
This isn't too bad, since it will affect all our gross salary and not just basic salary

Hello, have you filled the form for promotion? From level 8 step 4 we should now be on level 9.0 when six steps is added but my school head said its level 8 step 9 or level 8 step 10 that she will place us on the form, insisting that increments only affects steps and not levels, that it's only promotion that can take you to a new level ... Is this the same with yours?

I got a new job not long ago. I negotiated for 300k as my take-home (net pay). The company added a little above what I demanded for. I was discussing with somebody we came in together and discovered I under negotiated. The company was ready to pay up to 500k for the role. Even though is far more than where I was, I wish to get get at least close to the 500k. How do i approach them? Will this not be too early?
Can't concentrate on my work since making the discovery.

Nigeria Minister for Labour and Productivity. Dr. Chris Ngige said that junior workers in the employment of the Federal Government have started receiving the N30,000 minimum wage, Igberetv reports.

Ngige, who spoke in Enugu, this weekend said the payment to levels 1 to 6 commenced last month.

His claim was corroborated by the National President of the Nigeria Civil Service Union (NCSU) and a member of the Joint Public Service Negotiating Council Mr. Lawrence Amaechi.

According to Amaechi, the junior workers received the new wage as their August salary.

The minister dismissed the claim by the Nigerian Labour Congress (NLC) that the Federal Government was reluctant to pay the new minimum wage, which was signed into law in April by President Muhammadu Buhari.

The minister said the only issue at stake was the executive cadre of Grades level 7 to 17, which required consequential adjustment that is still being negotiated.

The Federal Government, 36 States and 774 Local Government Councils shared a total of N720.880 billion for the month of August 2019.

This was disclosed at the monthly meeting of Federation Accounts Allocation Committee (FAAC) on Thursday,

The N720.880 billion comprised revenue from Value Added Tax (VAT), exchange Gain and gross statutory revenue.

The gross statutory revenue for the month of August 2019 was N631.796 billion. It was lower than the N674.365 billion received in the previous month by N42.569 billion.

Revenue from Value Added Tax (VAT) was N88.082 billion as against N94.159 billion in the previous month, resulting in a decrease of N6.077 billion.

Exchange Gain yielded a total revenue of N1.002 billion.

A communique issued by the Federation Account Allocation Committee (FAAC) indicated that from the total revenue of N720.880 billion, the Federal Government received N301.804 billion, the States received N188.925 billion, and the Local Government Councils received N142.654 billion.

The Oil Producing States received N43.513 billion as 13% derivation revenue and the Revenue Generating Agencies received N43.984 billion as cost of revenue collection. In addition, the meeting agreed to share N20 billion from Forex Equalization fund.

A breakdown of the distribution showed that from the gross statutory revenue of N631.796 billion, the Federal Government received N288.638 billion, the States received N146.401 billion, the Local Government Councils received N112.869 billion, the Oil Producing States received N43.426 billion as 13% derivation revenue and the Revenue Collecting Agencies received N40.461billion as cost of collection.

From the Value Added Tax (VAT) revenue of N88.082 billion, the Federal Government received N12.684 billion, the States received N42.280 billion, the Local Government Councils received N29.596 billion and the Revenue Generating Agencies received N3.523 billion.

The communiqué stated that for the month of August 2019, revenues from Petroleum Profit Tax (PPT) and Companies Income Tax (CIT) recorded significant increases while Royalties, Import and Excise Duties and Value Added Tax (VAT) decreased substantially.

However, the N20 billion naira from forex Equalization fund will be added to the N720.880 billion and share accordingly and will bring the Gross to N740,880

The balance in the Excess Crude Account is $328.122 million as at 19th September 2019.

The Organized Labour in Nigeria has threatened to embark on an indefinite strike over the non-implementation of the N30,000 New National Minimum Wage structure, Igbere TV reports.

This is coming after a meeting between the President Muhammadu Buhari led federal government and the labour unions on Monday, in Abuja, ended in deadlock; as both party failed to reach an agreement.

Igbere TV recalls that President Buhari had signed the new minimum wage structure into law in April, 2019, during his first tenure, but six months down the line, the policy is yet to take effect.

The workers’ are threatening to embark on strike against the federal government over discrepancies in the National Minimum Wage Scheme implementation.

Chairman of the Labour team, Simon Anchaver said the team has taken a resolution to write to the leaderships of the Nigeria Labour Congress (NLC) and Trade Union Congress (TUC) to proceed on indefinite strike as a means of putting government in checks.

He described government’s foot dragging on the new minimum wage implementation as an invitation for strike action, noting that workers were already agitated on whether their accumulated arrears will be paid when talks are finally concluded.

He said at a meeting between the Joint Negotiating Team which was chaired by the Head of Civil Service of the Federation, Mrs Winifred Oyo-Ita, both parties only succeeded in making minor adjustments in their earlier positions.

According to Anchaver, while the government team stepped up from 9.5 percent to 11 percent for grade levels 7 to 14 and 6.5 percent from 5.5 percent for levels 15 to 17, workers stepped down to 29 percent from 30 percent for grade levels 7 to 14 and 24 from 25 percent for levels 15 to 17.

long overdue, if university professors who do relatively more difficult work are allowed to stay still 70 years, why should teachers be sent out at the young old age of 60?
