In Southeast, most businesses are run by individuals, enterprises, etc who are mostly informal sector, they don't take VAT collection serious. The Ankara seller, the Aba tailor sewing millions of clothes being exported to even neighboring countries dont care about collecting VAT from his customers to remit to government. He collects only his profit.
But in Lagos for instance, it's a different ball game, my small company has been pushed into collecting VAT for the criminal Nigerian government, which we remit back to them. Southeast government don't bother Eastern businesses about that.
So most businesses in Southeast dont care about collecting VAT as much as Lagos LIRS care about taxing Lagosians to death to enrich Bola Tinubu, his family and political goons.

There was a thread on the front page of Nairaland yesterday that explained this and also made comparison with foreign nations that collect huge tax from their citizens and those that made their nation a tax haven.

After the civil war ended in 1970, Northern Nigeria and Southwest entered into a secret political alliance/agreement never to allow Igbos near power; be it Presidency, military, Police, Judiciary, etc as a way of keeping them away from making another attempt of seceding from Nigeria. That was why they never appointed an Igbo man CJN or COAS or IGP, except the Igbos from Niger Delta who saw the handwriting on the wall and started to deny and distance themselves from Southeast Igbos so as not to limit themselves politically and in civil service in Nigeria after the civil war.
From there, Northern Military guys held sway in Nigeria unchallenged because it was Igbos that kept them at bay, with Igbos now defeated after the civil war, they had no challenger or threat again, Yorubas are good in pretentious worship and followership to get what they want, so they followed the North judiciously as these Northern Military guys used the opportunity to balkanize Old Eastern Nigeria and only the super corrupt Igbo politicians who damned the consequences and joined them in holding Igbos down were exalted to federal political limelight, making it seem like Igbos lacked quality politicians.
Infrastructures in Southeast were neglected, crude oil sites in Southeast were ceded to neighboring Southsouth states like Rivers, Akwa Ibom just to make sure Southeast remained economically defeated.
Every tangible federal government agency, bodies, infrastructure were being concentrated in Lagos, Abuja and few in Portharcourt to spite Igbos as they made sure they created an identity crises and enmity between Niger Delta Igbos and Southeast Igbos.
All these and more made Southeast a forgotten region despite Igbo peoples resilience. It was mostly on self development and community development headed by Igbo sons who managed to breakthrough abroad and outside Southeast via trade, business and industry that Southeast region and communities started witnessing progress in road construction, community healthcare, markets, townhall, etc.
This is the beginning of Igbo peoples problem and why Southeast does not have much developmental prospect compared to Southwest, North and Southsouth.
Nigeria is not a manufacturing nation, we are mostly a consuming and import dependent nation, and the most viable seaports were in Southwest and Southsouth which the Northern Military guys made sure they destroyed the Southsouth seaports viability to sabotage Igbos and gradually Lagos ports became the all in all, making it compulsory for every serious business person in Nigeria to site his business in Lagos as those critical government infrastructures, agencies and embassies concentrated in Lagos, so you need to site your business close to the market and where there is population to patronize you.
From the overpopulation happening in Lagos, it began to trickle down to Ogun state the neighboring state, down to Oyo naturally. This was how Southwest became the epicenter of trade and commerce in Nigeria till date and now it's not going to be easy to dismantle unless Nigeria completely disintegrates and that is why Yorubas abhor the idea of Nigeria dividing even though some of them dont like Fulani people and their violent ways and political dominance, but they prefer a united Nigeria where they still use cunning and treacherous politics of gangup to outshine the Southeast than have their own independent nation which they fear of its future.
Now saying Southeast have never had good Governors is not true. We have had wonderful Governors but not consistently, all thanks to the corrupt Nigerian electoral and judiciary system controlled by the corrupt Northern leaders and some Yorubas that never wished Igbos well. You saw what happened in Imo state.
I can name some wonderful Governors that once ruled Southeast states.
Ogbonnaya Onu Onunaka Mbakwe Peter Obi Alex Otti is doing well currently Peter Mbah of Enugu is trying Sullivan Chime was not too bad Dave Umahi tried until he became too foolish in his desperate move to become President after he got deceived by Buhari that he was going to hand over to him.
How then can Southeast develop like Southwest and North when North and Yorubas have used politics to destroy Southeast economic viability, reduced the crude oil sites using wicked boundary adjustments, no critical federal infrastructures to attract businesses and investments, always using federal might to elevate the worst of Igbos as Igbo leaders to sabotage Igbos, how and where will the revenue to develop Southeast come from if not through self help by successful Igbo sons and daughters like us going home to build good houses, pave community roads, build markets, healthcare centers, townhalls, etc. Or what else did you expect from us? Bede2u: To the person asking why we are obsessed about lagos, it was Nigeria's capital for over 100 years and still holds several national offices and institutions, which means one thing must bring an upward mobile Nigerian to lagos one dey. Every time I come into nigeria, I have to come through lagos or pay double to land directly in enugu, so we all have stake in Lagos, it's not a Yoruba state, even though you guys want to pocket it.
The guy naming what my state doesn't have, my state doesn't have skyscrapers but it has places that look as beautiful as the most beautiful parts of lagos and it has infrastructure that it needs. European cities dont have skyscrapers but still look better than most cities. Our airport wasn't built by federal government but by us, unlike lagos. Why would enugu need metro? We are functioning well and doing so with far less money than lagos.

Read this explanation below ...written by fellow Nairalander From what I know of the bill, let me give you my own explanation. VAT is tax paid on finished goods/services that reach the final consumer (e.g. turkey eventually consumed, hotel bills eventually settled, construction materials eventually used), it is based on 15% of retail price. Some add it to the price that final consumers are to see and so on. Final consumers then pay the retail price plus that tax. Normally, this tax is to be remitted by the retailer. However, in Nigeria, because of some acute lack of organization in its part, it is even remitted by the manufacturers/distributors. And because of that, VAT is remitted by Lagos State (hq of the manufacturer) instead of in the various states in Nigeria and by the retailers. FG wants to better organize the VAT taxing structure, and at that, wouldn't be collected by FIRS (FG tax collector), but by each state's IRS (each state's tax collectors) instead. And further, rather than FG pooling the VAT tax revenue, and then sharing it to the states using the FAAC sharing formula, FG says the states having collected it by themselves would then take 85% of it and give the FG 15%. This is equitable, right? In almost all countries of the world, sales tax is the state's responsibility. The North opposes it for these: If your state's people are poor, and do not consume plenty things, or expensive items, or luxurious items, your state's VAT revenue would be low. Also, if your state's tax collection is inefficient or sharia no tax-bound, your state's VAT revenue would be low. So, the North believes that their people consume poorly and their VAT would be low compared to if Lagos State or River state share theirs with them for example. Also, they don't collect taxes, except maybe Kano, and even so, little compared to other ever-tax-ready states of the South, so they believe their revenue would be low compared to if the inefficient VAT'ing system still sticks. The FG continues to say that, no, eventually, there'd be benefits to those Northern states inasmuch as they encourage productivity and developments in their states, and in which increases incomes and increase consumption, hence high VAT revenue, but apparently, that seems like death sentence to some of those state's governor. With the above, I hope I have been able to explain the tax reform bill, in the simplest way. And PS: states like Ekiti state in South may also be badly affected by it, and that's the point, each state's government should also work on developments from the grassroot in order for them to reap high state revenues. |
