So NNPCL is paying subsidy and we are still buying fuel for over #700?

When FG was paying for subsidy fuel was sold below #150 and then they removed subsidy and started selling for over #600. How come we are still paying over #600 for a litre and NNPCL claims they are paying for subsidy?
