Could be a really old android device or an Oppo device meant for China that is region locked. A lot of apps will never work on a region locked device until it the restriction is removed

It's not the "panel" that was used to give the device an identity.It is simply that the IMEI of an extinct device was used to give the device an identity.There are a lot of androids tools that can be used to achieve this . In short, Android IMEI numbers can be changed or rewritten.

LG has 5g bands that can at least pick up MTN 5g. Issue is if you have a factory unlocked V60. If it is those ones from AliExpress that are locked to American carriers and later unlocked you will almost never get 5g
