The third class communities, camps and settlements are mainly the Counties(Wards).
They will all be well developed to be large and very well developed.
Developments must get to all nook and crannies of Ijaw.
No unemployment rate
No poverty level.


The 3 Regional Capitals are like Federal Capital Territories in all ways especially developments but in reality they are just Regional Capitals.
