The United States says it has announced a $5 billion contribution to the Multinational Joint Task Force to boost the military operation against the Boko Haram insurgency. The U.S. Assistant Secretary, Bureau of African Affairs, Linda Thomas-Greenfield, announced this at news briefing via telephone from the African Union Summit on Monday. “We have been working with Nigeria as well as the African countries to address their concerns about Boko Haram because we don’t see this as just a Nigerian problem. “We are having discussions with President Buhari on how we might bolster our support. We have already been working with them and providing information. “We are providing some training and support and we’ll love to work with the new administration to see how we might increase the level of support to Nigeria. “At the same time, we’ve just announced at the venue of the AU, five billion dollars contribution to the Multinational Task Force. “We are also providing some equipment and support and we have a number of meetings with the countries who are members of the Multinational Joint Task Force to look at other areas we might support.” Mr. Thomas-Greenfield said that Africa had faced “some really horrendous terrorist attacks” over the past two years. He listed the West Gate and Garissa University attacks in Kenya, and the Boko Haram attacks particularly, the kidnapping of the Chibok girls among others. “While I would not say Africa is under siege, Africa has some major security challenges. “That requires a very strong and very concerted strategic effort by African countries and partners to address the security concerns of Africa.” She said the U.S. is providing a strong support to AU on security as the U.S. has a strong partnership with the continent on security. “We are working closely with the Lake Chad Basin countries: Nigeria, Chad, Niger and Cameroon to address the issues of Boko Haram,” she said. She said that U.S. had so far trained about 250,000 African peacekeepers, saying U.S. highest priority in Africa remained security. The U.S. envoy expressed support to the warrant of arrest issued by the International Criminal Court against Sudan President Omar Al-Bashir. She said that the U.S. frowned at plans by some African leaders to subvert the constitution to extend their terms in office, saying U.S. supports two-term limit in office. The Speaker of the House of Representatives, Aminu Tambuwal, has picked the notice of intent and nomination forms to run for the office of president of Nigeria on the platform of the All Progressives Congress, APC. Mr. Tambuwal recently defected from the ruling Peoples Democratic Party, PDP. In response, the federal government withdrew his security detail. Mr. Tambuwal was earlier tipped to run as governor in his home state, Sokoto. But the speaker received the presidential nomination forms Thursday, his spokesperson, Imam Imam, told PREMIUM TIMES. “Earlier today, some friends and political associates of the Speaker notified him that they have bought the forms for him,” Mr. Imam said. PREMIUM TIMES understands that several APC members in the House of Representatives trooped to the party’s Abuja office to purchase the forms on Mr. Tambuwal’s behalf. Sources in the APC say Mr. Tambuwal is in the presidential race at the prompting of one of the leaders of the party, Bola Tinubu, who is a former governor of Lagos State. Mr. Tambuwal’s indication of interest brings to five the number of persons who vying for the nation’s top job on the platform of the party. Others who had earlier picked the forms are former Head of State, Muhammadu Buhari, former Vice President Atiku Abubakar, Governor Rabiu Kwankwaso of Kano state, and newspaper publisher, Sam Nda-Isiah. The federal government has declared that there is no ceasefire deal yet with Boko Haram insurgents. The National Security Adviser Sambo Dasuki disclosed this to the Council of State meeting held yesterday inside th Council Chamber of the Presidential Villa, Abuja. This was contrary to the government’s earlier announcement on October 17 that leaders of the sect had accepted its proposals an agreed to a ceasefire. Akwa Ibom State Governor Godswill Akpabio while addressing State House journalists after the meeting quoted the NSA as having told the Council that there was no ceasefire and that the media misunderstood the issue. On the fate of the Chibok schoolgirls Akpabio also quoted the NSA as having told the Council that discussions on ceasefire were still going on. He said: “The NSA was of the opinion that high level contact with the Republic of Chad was made and that there were some persons who acted on behalf of Boko Haram and who claimed to have authority also had discussions with them and there are some Nigerian officials with them. And, of course, no agreement has been reached yet, it is just that the press probably misunderstood what was reported. The discussions are ongoing. “What came out of the NSA’s briefing was that the president will do everything possible to ensure the release of those young girls and to ensure protection of lives and property. “A major issue discussed today was the issue of the security of the nation. We received a report from the National Security Adviser on the security of the nation. He briefed the Council on the current war on insurgency and explanations were given on issue of Chibok girls.” Akpabio added: “The Council was satisfied that the Defence Ministry and all the agencies have taken the right steps and the president is on course, and sooner or later, Nigerians will hear good news; but we urge Nigerians to be patient and that the issues of terrorism are not issues that could be finished within a day or two.” Our correspondent reports that former Heads of State Generals Muhammad Buhari, Ibrahim Babangida and Abdulsalami Abubakar as well as the Speaker of the House of Representatives, Aminu Tambuwal were absent at the meeting. The former leaders present at the meeting were Chief Olusegun Obasanjo, General Yakubu Gowon, Alhaji Shehu Shagari and Chief Ernest Shoneka, Senate President David Mark as well as former Chief Justices Mohammed Lawal Uwais and Idris Kutigi were also present. Edo State Governor Adams Oshiomhole was the only All Progressives Congress (APC) governor that later joined the meeting. The South African government is ready to return the seized two tranches of money totaling $15million belonging to Nigeria meant for arms purchase in South Africa, thereby putting to rest the controversy in and outside the country surrounding the seizures. The South African Ambassador to Nigeria, Lulu Mnguni, who made the revelation on African Independent Television (AIT) news programme last night, said his country was willing to talk to Nigeria in order to resolve the imbroglio, adding that Pretoria was not willing to keep Nigeria’s money as it is only interested in due process. South African operatives had confiscated $ 9.3m stashed in three suitcases on September 5, 2014 at Lanseria International Airport, Johannesburg, in a private jet which flew in from Nigeria, accusing the occupants of attempting to smuggle the undeclared cash into their country. While the controversy on the propriety of the botched transaction was ongoing, the South African authorities seized yet another $ 5.7million cash belong to Nigeria for arms purchase. The envoy said: “Well, obviously we also in South Africa don’t want to keep Nigeria’s money, but we want to follow due process to address it. It’s their money and so they would like to have their money back.” He also disclosed that his country was willing to sell arms to Nigeria in order to contain the Boko Hara insurgency facing the country, adding South Africa was a long-time supplier of arms to Nigeria. “We’ve been selling arms to Nigeria for many years, so we don’t have a problem. Why should we not sell arms to Nigeria? If Nigeria needs arms to protect its citizens and its peoples, so we have to assist them,” Monaisa added. Ahead of the 2015 general elections, over 20 senior advocates of Nigeria (SANs) have concluded plans to drag President Goodluck Jonathan to court and seek relevant legal interpretation over his legibility to contest in the presidential race. The action of the SANs is part of a security report to be presented to Jonathan this week, said a security source, who pleaded anonymity because he was not authorised to speak on the matter. He said, “Over 20 SANs are set to take the president to court. The president will be briefed on this development this week. We hope the president will act quickly on the report.” It had been reported that some powerful politicians and groups in the country have assembled a team of lawyers to challenge him whenever he declares his intention to take a shot at the nation’s No. 1 job. The constitution provides that a president can only serve two terms, and opposition to Jonathan’s re-election ambition argue that he has served already. Checks by LEADERSHIP further show that some top politicians are waiting for the president to declare to enable them embark on the legal battle, as any move in that direction now would amount to a wild goose chase. Consequently, Jonathan is reportedly having serious thoughts over his 2015 re-election ambition because of the constitutional obstacles in his way. Lawyers across the country have also started debating the issue. The source, who spoke on condition of anonymity, said: “There are two constitutional provisions that are in question. The first is section 135 (1) and (2) of the Constitution of the Federal Republic of Nigeria, 1999, which states that no president can take the oath of office of the president of Nigeria more than twice. “You will recall that on May 6, 2010, President Jonathan was sworn in by Justice Aloysius Katsina-Alu as the fifth president of Nigeria after the death of then president Umaru Musa Yar’Adua. Upon winning the presidential election in 2011, he was again sworn in and took the oath of office as the sixth president of the Federal Republic of Nigeria. This means he has been sworn in twice already, not as acting president but with full powers as commander- in-chief.” The contentious Section 135 (1) & (2) of the Constitution provide thus: “(1) Subject to the provisions of this Constitution, a person shall hold the office of President until – (a) his successor in office takes the oath of office; (b) he dies whilst holding such office; or (c) the date when his resignation from office takes effect; or (d) he otherwise ceases to hold office in accordance with the provisions of this Constitution. (2) Subject to the provisions of subsection (1) of this section, the President shall vacate his office at the expiration of a period of four years commencing from the date, when – (a) in the case of a person first elected as President under this Constitution, he took the Oath of Allegiance and the Oath of office; and (b) in any case, the person last elected to that office under this Constitution took the Oath of Allegiance and the Oath of office but, for his death, has taken such oaths”.
