Fayose said President Buhari has become incapacitated due to ill-health. Governor Ayodele Fayose has advised President Muhammadu Buhari to resign for the love of Nigeria. Fayose said the country has remained in stagnation due to President Buhari’s ill-health. He said despite the discovery of huge sums of monies in the country, Nigerians have continued to experience hardship. Addressing journalists in Lagos on Tuesday, 30 May 2017, Fayose said Buhari has not been able to effectively discharge his constitutional duties due to ill health. The governor said the All Progressives Congress (APC) government had failed to deliver on its promises. “So far, the APC-led federal government has been a government of misadventure and Nigerians are worse for it,” he said. “They say they are fighting corruption but are shielding corrupt elements within their fold. Members of the opposition defect to the APC for protection. Fighting corruption is more than discovering huge sums of money all over the place, with nobody being traced to be the owners, moral corruption too is bad. ”He can do us the great help by resigning. Not resigning bothers on his integrity. His absence allows others to suppress and oppress others and that means he is allowing others to suppress their fellow human beings. There are many governments in one and they are clueless. We need an active president going by our numerous challenges. ”How long will Nigerians wait for an incapacitated president? We cannot wait again for somebody to hold us to ransom. I don’t have any bad blood against Buhari. “Osinbajo has no powers without the president. The acting President, Yemi Osinbajo, has said President Muhammadu Buhari treats him like a son. According to a series of tweets posted on the Twitter handle of his spokesman, Laolu Akande, @akandeoj, on Thursday, the acting President spoke at the palace of the Emir of Katsina, Abdulmumin Usman, during his visit to the state for the inauguration of the Micro, Small and Medium Enterprises Clinic. “I feel very much at home in Katsina. More so, because this is the state of the President who has taken me as a brother. “In fact, the President has taken me as a son in the way he treats me,” Akande quoted the 60-year-old Osinbajo as saying about the 74-year-old Nigerian leader. Osinbajo was reported to have also said with the kind of responsibilities assigned to him, Buhari had left no one in doubt that both of them could live and work together as brothers. While saying that the President believes in the unity of the country, the acting President prayed that God would preserve Buhari who is currently on medical vacation in London, the United Kingdom. “The amount of responsibilities President Buhari has given me shows he seriously believes we can live together as brothers. “I pray the Lord will preserve our President to continue to lead as the nation has voted him to do. He seriously believes in Nigeria’s unity,” he added. Osinbajo was further quoted to have restated the Federal Government’s commitment to the ease of doing business in the country. He disclosed that even on Thursday, the Corporate Affairs Commission succeeded in registering three companies within two hours. This, he said, was an evidence of government’s commitment. Navy Commander Dennis Omessa (retd.), in this interview with BAYO AKINLOYE, talks about how he was framed by Gen. Ishaya Bamaiyi and his goons in the 1995 phantom coup. He also speaks about how former Presidents Olusegun Obasanjo and Goodluck Jonathan scuttled the implementation of the Oputa panel recommendation When did you join the army? I joined the Army on June 28, 1970 as a Regular Corps 12 Officer. I was the chief instructor of the naval faculty in Jaji. What do you know about the 1995 coup? I am sure you mean the 1995 phantom coup. On March 2, 1995, I was in my residence when one Lt.-Col. Aka came to me saying that I was wanted at headquarters in Kaduna by Gen. Ahmed Abdullahi. I asked him why he would want to see me. I explained to Aka that I was not an armed robber but a naval officer. I followed him. They took me to Kaduna and kept me in a guest house and I was wondering what the problem was. I met another military officer and asked why I was brought to the guest house. He said they were arresting people involved in a coup. I told them that, as far as I was concerned, there was no coup. In the evening of that same day, they moved me to another guest house, ‘Kangaroo’ I was kept in an air-conditioned big room with a television and radio. I had all I needed. I was wondering if they were sure there was a coup and I was arrested based on that. In the room, I was listening to a radio commentary. If there was a coup, would I be allowed to listen to the radio? A military officer came to me saying, ‘Oga, I know you.’ I replied him, ‘You know me for what? I don’t know you.’ He further explained how he got to know me and I eventually recalled having met him. He said to me, ‘Oga, let me tell you the truth, there was no coup. Na lie.’ So, later they came for me, put me in handcuffs and I was led away to another place. Then the investigation started; I was called in for interrogation one Saturday night. What did they say was your offence? The panel said I was charged with a coup for making a comment. I asked them what the comment was. They said that when one Lt.-Col. Bamgbose was arrested, I was complaining. But I didn’t know any Bamgbose. They asked me to go out. Later, they told me that I was displeased with the arrest of Bamgbose and claimed that I made a comment calling for his release. The truth is that I never made any comment like that. I didn’t know the officer and the officer didn’t know me. That alleged coup was a blatant lie. Eventually, all of us that were framed in the phantom coup were freed, with people like Col. (Gabriel) Ajayi and Col. (Olusegun) Oloruntoba severely tortured. Col. Ajayi went through hell. I was not tortured. Nobody touched me. People like Gwadabe and Emokpae were tortured. Bamaiyi and his cohorts were too wicked. We learnt you were not happy with former Presidents Olusegun Obasanjo and Goodluck Jonathan. Ex-President Olusegun Obasanjo set up a panel but failed to implement the recommendation of the panel, despite spending eight years in power. He was succeeded by President Umaru Yar’Adua, who tried to implement the recommendation of the panel in 2009; unfortunately, he died. When he died, I think our file was handed over to his successor, ex-President Goodluck Jonathan. But Jonathan was dilly-dallying with the document. He was busy adding other names like (that of former Bayelsa State Governor, Diepreye) Alamieyeseigha and Gen. (Oladipo) Diya. These ones enjoyed all benefits approved by the Federal Government; they were cleared of every wrongdoing. It is not fair. This is selective justice. We call on the government to give us justice. Up to this moment, there is no implementation of the recommendation made by the Oputa panel. Our case should even be more pathetic than Diya’s own; we didn’t plan any coup. It was a set-up. Can you imagine the government clearing people like Diya, Alamieyeseigha and Gen. Adisa, and we are left to languish? It is not fair. I am appealing to the Federal Government to implement the recommendations of the Oputa panel. We need to reach some form of closure on this matter. They must realise that what goes around comes around. Obasanjo’s attitude towards us represents the kind of leadership we have in this country. He was a victim of the phantom coup and I expected him as the commander-in-chief to have issued a directive that we should be restored to our positions and duly compensated. He didn’t do that. Instead, he set up the Oputa panel. Do you call that one a leader? No, he’s not a good example of a leader. I do not respect him again. He is not a good leader. He was an eyewitness to the fact that we were all victims of injustice and power play. Could Obasanjo be worried that some of you might have been actually involved in the coup? That’s incorrect. Obasanjo knew there was no coup. Even though he invited us to his office, he failed to do the needful; to ensure that we all got the benefits that we deserved. He called us to apologise that the Federal Government had not looked into the Oputa panel recommendation. He promised to look into it and implement the document. But he never did till he left. It is fair enough to credit the Oputa panel to him. It showed he meant well. But good intentions are not enough in bringing justice to those who have been treated unjustly. Yar’Adua meant well; he wanted to implement the recommendation but died in the process. It was Jonathan who messed up the whole thing (implementation of the Oputa panel recommendations). As I am talking to you now, the file of the recommendations is with the Ministry of Justice. If you go to the ministry, they will tell you more about the file. You should let them know that justice delayed sometimes can be justice denied. Some of us have died, while some are gravely incapacitated. That’s where we are right now. The Nigerian Navy’s motto says, ‘Onward together.’ When we are in the same ship or boat, if we land safely, it’s the captain that goes ashore first. But when disaster strikes, it’s the duty of the captain to see to the safety of his crew and be the last person to abandon the ship. The contrary was the case in the 1995 phantom coup saga as the captain (Obasanjo) abandoned his ‘crew’ to drown. It’s unfortunate. Why do you think you were framed as one of the people planning to overthrow Gen. Sani Abacha in the 1995 phantom coup? Let me tell you what I think could have led to being roped into the coup plot that never was. At that time, there were rumours that I was being considered as a military governor of a state. Some officers were saying I should be prepared that I would soon become a military administrator of a state – that was all. What are some of the Oputa panel recommendations? The recommendations including quashing of all charges and sentences; paying due compensations to victims and their families; promotion of the victims to appropriate higher ranks, whether serving or retired; medical examination for those who were physically and mentally traumatised as a result of torture by Abacha’s men. What have I done to deserve this injustice? I know where my colleagues are now. Why has the government failed to look into our plights? Why are we being treated unfairly? Our pains and frustrations have been allowed to go on for more than 20 years. Why? Why should we be treated callously by those who should have known better? We dedicated our lives to serve our fatherland and what did we get in return? A thankless disengagement from the military service? We joined the military to give our best to the nation. We were falsely accused of a coup that never existed in the first place and the government, since 1999, has not deemed it fit to bring about justice in our case. Why do we repay honest people with injustice? There are people who participated in a coup attempt and were granted state pardon and enjoy their full benefits after leaving the service. Once again, I am appealing to the Buhari administration to look into our case and let justice be done. We can’t wait forever. Some of us have died while waiting for justice. Some of us are battling with bad health due to the torture they went through in the hands of those who framed us. So, will those of us alive get justice before we die? Something has to be done to correct the evil that happened under Gen. Abacha. What else can we ask for? The 1995 phantom coup allegation was senseless. Why would the regime lock people for nothing? I think justice must be carried out swiftly now before it is too late. I have no regret serving in the military though. I have pride in the Nigerian military. It was an honour to serve my fatherland. But nobody should be repaid with injustice for serving the nation meritoriously. A former spokesperson of the All Progressives Congress, Mr Timi Frank, has appealed to President Muhammadu Buhari, Vice President Yemi Osinbajo and National Assembly leadership to rescue the party from collapse. Other party leaders Frank appealed to in a statement on Friday in Abuja, included Sen. Bola Tinubu and former Vice President, Atiku Abubakar. He pleaded with the leaders and other stakeholders to urgently salvage the party. Frank was reacting to the postponement of the party`s National Caucus and National Executive Committee meetings by its National Working Council. The party’s NWC through a statement by the National Publicity Secretary, Malam Bolaji Abdullahi, on Thursday, announced the postponement of the meetings citing “unexpected developments” as reason. It said that new dates for the meetings would be announced in due course. Frank, however, blamed the postponement of the meetings on the lack of trust from the party leaders on Chief John Odigie-Oyegun, the party’s National Chairman and his leadership style. He said the party under its current leadership, was not bringing anything on the table to support President Muhammadu Buhari’s administration contrary to expectations. Fresh anxiety is mounting over the state of health of President Muhammadu Buhari, who returned to the country on March 10 after a 49-day medical sojourn in London, United Kingdom. The 74-year-old Nigerian leader was only seen in public once throughout last week, when he joined other Muslim faithful for a Juma’at service on Friday at a mosque located near his office inside the Presidential Villa, Abuja. The service lasted less than one hour after which Buhari returned to his residence. Before Friday’s brief appearance, the last time he was seen in public was penultimate Friday when he attended the same service at the same venue. Presidency sources attributed the President’s continuous non-appearance at public events to his ailing health and the need to take further rest. “It is no longer news that the President has been sick. His ill health coupled with his age is responsible for the scaling down of his activities,” one of the sources said on Saturday. In the Presidential Villa, there have been continuous whispers among workers over Buhari’s continued absence. The concern was further heightened when it was observed that many of the President’s assignments were transferred to the Vice President. During the week, a delegation of the Arewa Consultative Forum had met with the vice president and told him they were welcoming Buhari from his medical vacation through him (Yemi Osinbajo). “Was it that they were denied access to the President himself due to his ill health?” some workers wondered aloud. One of our correspondents reported that, although some government officials were reported to have met with Buhari in his office during the week, to update him of developments in their ministries, no photographs or video recordings of such encounters were made available by the Presidency, which was contrary to the usual practice. Although the government officials spoke with reporters after their separate meetings with the president, the absence of such photographs and video recordings raised doubts as to whether, indeed, the government officials met with the President. When confronted with such suspicion on Thursday, the Minister of Niger Delta Affairs, Mr. Usani Usani, who was one of the government officials that met Buhari during the week, said those who held the opinion that he did not meet the president were entitled to their opinion. He, however, insisted that he met Buhari and briefed him on developments in his ministry. Others who met the president during the week were the Head of Service of the Federation, Mrs. Winnifred Oyo-Ita; Minister of Solid Mineral Development, Kayode Fayemi; and the Minister of Sports and Youth Development, Solomon Dalung. Speaking on the development, a former Joint House Leader of the defunct Peoples Redemption Party and Chairman of the Foreign Relations Committee, as well as a member of the Defence Committee in the Second Republic, Dr. Junaid Mohammed, told SUNDAY PUNCH that there was every reason for Nigerians to be worried about the president’s health, especially because he has hardly been seen in public. Mohammed said, “The Presidency needs to tell the truth. It is disingenuous and not good for the country for the people to be told lies about their president. “We need to know the truth and not be told lies. People have genuine cause to be worried because they don’t see their president as they should. Knowing about the health of the President is not a personal issue; it is of public interest. Nigerians are genuinely concerned.” Also speaking on the rare appearance of Buhari in public, a member of the National Executive Committee of the Arewa Consultative Forum, Mohammed Abdulrahman, said Nigerians should be worried that the cabal in the administration of the president might have hijacked the care of Buhari from his wife, Aisha Buhari. “That was what happened to Gen. Sani Abacha. The same happened to (ex-) President Umaru Yar’Adua when he took ill and eventually died. Aisha has to learn the ropes and should not allow the cabal in her husband’s government to mismanage the President’s health. While I think the President’s illness is due to old age, there are concerns in the public that he has continued to stay away from the public and the Presidency keeps saying the President is fine. People are worried because Buhari is a president they love,” the ACF chieftain told SUNDAY PUNCH on Saturday night. Similarly, the leader of the Arewa Youth Consultative Forum, Yerima Shettima, stated that Nigerians were worried about the continued absence of the President in the public. He noted that Buhari was not elected to stay indoors. “Nigerians want to see the President they voted for. Nigerians want to know the status of his health. We are praying for him to get better but nobody should hide him from us. We are worried. It is disturbing and worrisome that we have not seen him in public and that we do not know his exact health status. Nobody should hide him away from us because we feel he has been kidnapped from Nigerians. He is being treated with taxpayers’ money so they deserve to know the status of his health. “It is sad that against all odds, a cabal in the government has turned Buhari to a private property. But Buhari is a public property as an elected president of the country. Tradition and constitution demand that we should know about his health. No one has the right to hide him from us. We are concerned; we are worried. We feel that our mandate is being hijacked by some people. The electorate must know what has happened to their mandate,” Shettima said. He is recovering, says Presidency When contacted on Saturday to react to the fresh anxiety over the President’s health, the Special Adviser to the President on Media and Publicity, Mr. Femi Adesina, said Buhari was recuperating, adding that the prayer of all was that he recovered fully soon. When further asked when the President would likely return to see his doctors in the United Kingdom, the presidential spokesman said Nigerians would be adequately informed about Buhari’s movement when the time comes. Adesina said, “The President is recovering, and our prayer is that he returns to full heath soon. “On arrival in the country on March 10, he (Buhari) said he would still travel at a later time. No date was given, but be assured that when it’s time to travel, the country would be told. “The President is a plain and straightforward person.” It will be recalled that the Ekiti State Governor, Ayodele Fayose, had questioned Buhari’s absence from state functions, especially the weekly Federal Executive Council meetings. The Convener of Every Nigerian Do Something, Perry Brimah, had also claimed in a statement on Friday that the President was critically ill and was being locked up inside the Presidential Villa by a selfish cabal. A son of the late Chief Bola Ige, Muyiwa, and a daughter of former Governor Bisi Akande, Dr. Temitope Ilori, were among those dropped as the Osun State Governor, Mr. Rauf Aregbesola, moves to constitute his cabinet 29 months after he was re-elected for second term in office. Aregbesola was inaugurated for his second term in office on November 27, 2014 and he has run the government without a cabinet since then. The names of the children of the two influential politicians, who were part of the governor’s cabinet during his first term, were missing on the list of nominees he recently sent to the House of Assembly for confirmation. The Speaker of the Osun State House of Assembly, Mr. Najeem Salam, at a plenary on Tuesday, read the list of the nominees forwarded to the lawmakers by the governor. The governor nominated a former senator representing Osun West in the Senate, Husein Mudasiru, and 38 others as commissioner and special adviser-designates. The Speaker, while reading the list, did not distinguish those whose names were sent to the House for confirmation as commissioners from those nominated for appointment as special advisers. The chamber of the House of Assembly was filled to capacity on Tuesday as families, friends and well-wishers of the nominees stormed the place to get first-hand information on the confirmation process. On the list of the nominees were a former Chief Press Secretary to Akande, Mr. Adelani Baderinwa; a former Special Adviser of Environment, Mr. Bola Ilori; a former Senior Special Adviser to Aregbesola on Electronic Broadcast, Mr. Remi Omowaiye; and a former Commissioner for Special Duties, Dr. Ajibola Basiru. The APC spokesman urged President Buhari to take bolder steps to sack all the incompetent hands in his government. The deputy national publicity secretary of the All Progressives Congress, Timi Frank has urged President Muhammadu Buhari to immediately sack all the serving cabinet members who have brought disrepute to the APC administration. Frank who stated this while reacting to the suspension of Ayo Oke, the director general of the National Intelligence Agency (NIA) and the secretary to the government of the federation, Babachir Lawal, said the action was long overdue. Speaking in Abuja on Wednesday, April 19, 2017, Frank commended President Buhari for setting up a committee to investigate the circumstances surrounding the recovered large amount of money from a Lagos house. "Mr President should take bolder steps like this to sack all the incompetent hands in his government,” Frank said. “Some of these actions are long overdue; it is high time President Buhari sacked all the incompetent hands in this government. "Nigerians want to see the type of actions President Zuma took in South Africa. VICE Chancellor of the National Open University of Nigeria, NOUN, Prof. Abdallah Uba Adamu, has identified as the biggest challenge, people’s acceptability of the institution as a fully accredited university, like other conventional ones. The VC stated at a two-day retreat for Directors of Administration and Finance in the State Civil Service held in Sokoto, Tuesday, that NOUN had been accredited by the National Universities Commission, NUC, contrary to the misconception that it is not. Adamu noted that unlike now, universities tend to look down on students of NOUN, stressing,“The biggest operational challenge is the misconception by the public of what NOUN is. Our challenge is to make people understand that NOUN is a real university. Before now, some universities looked down on our students and did not allow them to do Masters but it is not the case at the moment. “Our students are now admitted for post graduate programmes in conventional universities. I thank God that with the help of the media, people have come to see NOUN as a real university with quality programmes.” He reaffirmed that NOUN is committed to ensuring that tertiary education is accessible to many Nigerians, noting that most of the students in the institution conduct their studies at their own convenience while doing their work. On his part, Governor Aminu Tambuwal, represented by the Secretary to the State Government, Prof. Bashir Garba, stressed the need for attitudinal change by civil servants in order to meet the desired objectives. He said the state government had invested hugely in various capacity building programmes for civil servants with a view to enhancing their performance. The State Head of Service, Dr. Buhari Bello Kware, said the state government had collaborated with several professional bodies in the country to facilitate training of workers in the state. Kaduna State Governor, Nasir el-Rufai, on Monday, accepted the challenge of the Speaker of the House of Representatives, Mr. Yabubu Dogara, by releasing details of his security vote, salary and allowances. The governor also released the disbursements to the 23 Local Government Areas in the state. El-Rufai, while releasing the details, again challenged the National Assembly members to do likewise. The governor said the federal legislature had the most opaque budget in the country, adding that Nigerians had spent N1tn on the lawmakers without knowing the details. The governor had, at the National Assembly retreat in Kaduna on Friday, dared members of the federal lawmakers to disclose details of their N115bn budgetary allocation, salaries and allowances. Dogara was reported, on Saturday, to have challenged el-Rufai and other governors to publish their security votes. In a statement on Monday by his Special Assistant on Media and Publicity, Samuel Aruwan, el-Rufai said he had nothing to hide. The February pay slip of the governor indicates that his monthly pay was N470, 521.71 after deductions. According to the pay slip, details of the monthly pay include basic salary, N185,308.75; hardship allowance, N370,617.50; gross pay, N555,926.25, PAYE N85,404.51; total deduction amounts to N85,401.51 while the net pay stands at N470,521.74. The governor noted that the amount might appear puny, but it reflected what the Revenue Mobilisation Allocation and Fiscal Commission approved as the salary and allowances of governor “adjusted to reflect provision in-kind of accommodation and transportation.” He said he accepted Dogara’s challenge as a necessary step to improve and strengthen the nation’s democracy. El-Rufai stated that he had consistently made the budget of the state public unlike the National Assembly budget “which is a single line item of over N100bn that divulges zero information or details.” On the local government funds, the governor referred the lawmakers to the online portal, www.openkaduna.com.ng, for relevant information. “The proposed 2017 local government budgets, currently before the State Assembly, are also already online on the same website, and on www.kdsg.gov.ng. Approved State Budgets 2016-2017 can be found on http://openkaduna.com.ng/ Budget/approved-budget. “We invite the Right Honourable Speaker to download and peruse at his pleasure,” the governor added. As regards the Kaduna State security vote, El-Rufai stated, “As our Kaduna Comprehensive Security Architecture outlines, the state is directing security spending on four pillars: justice, technology, community engagement and support to security agencies. The 2017 budget details specific amounts: “N1.5bn for the procurement and installation of CCTV cameras for monitoring and surveillance towards reducing criminal activities within the metropolis. “N193m for procurement of geo-position interceptor and location of GSM UMTS System to check the trends and intercept/locate kidnappers’ GSM calls. “N265m for the procurement of drones/unmanned aerial vehicles to identify locations of armed bandits in our forest reserves across the state and the establishment of a forensic laboratory to assist in determining substantial evidence in cases that otherwise proved difficult in the past. “N2.6bn is allocated in 2017 to support the network of federal security agencies in Kaduna with communications, logistics and materiel.” The governor insisted that the call to #OpenNASS was not a personal one, adding that “it is one which the leadership of the National Assembly owes to all Nigerians.” He noted that it was disingenuous for the Speaker to use state government budgets as the excuse for the opacity of the National Assembly budget. El-Rufai said in 2016, the National Assembly budget for its 469 members was bigger than the capital budget of Kaduna State, with close to 10 million inhabitants. The Kaduna State governor added, “It is also larger than the entire budget of several Nigerian states. Indeed, over the past 10 years from 2008, the National Assembly, as an institution, has cost the country over N1tn without any detail on how this amount was allocated and spent. “There is no state government in Nigeria with a budget nearly as opaque as that of NASS. In March 2016, this National Assembly, led by its Chairman, promised to provide a detailed breakdown of the National Assembly budget. Nigerians are waiting,” he said The governor said he would like to reiterate his call for the NASS leadership to do the same and disclose the details of the National Assembly budget, and the salaries and allowances of its leadership to Nigerians. Dogara has directed NASS bureaucracy to publish details –House spokesman In its reaction, however, the House said el-Rufai was trying to be clever in publishing some items on his security vote the way he did. The Chairman, House Committee on Media and Public Affairs, Mr. Abdulrazak Namdas, told The PUNCH on Monday that Dogara’s charge to el-Rufai was that he should champion the cause of transparency in all arms of government, beginning with the judiciary, the executive and also to extend it to the governors. Besides, Namdas added that in the presence of el-Rufai, the Speaker directed the bureaucracy of the National Assembly to publish the budget of the legislature, beginning with the 2017 budget, when passed. Namdas added, “He also talked about the security votes of local government councils; how are the governors spending funds? That has not been addressed. “But, what is important is that the National Assembly bureaucracy has already been directed to publish the details of the budget. “Dogara gave this directive right in the presence of el-Rufai. The budget will soon be passed.” Senate budget details will be made public after appropriation bill passage –Saraki The Chairman, Senate Committee on Media and Public Affairs, Senator Sabi Abdullahi, could not be reached to speak for the upper chamber. But President of the Senate, Senator Bukola Saraki, reiterated his position on January 30, 2017, that the budget of the National Assembly for 2017 would be opened to the public. Saraki had said a mechanism that would make subsequent budgets transparent had been put in place. When contacted, the Special Adviser to the President of the Senate on Media and Publicity, Mr. Yusuph Olaniyonu, had referred The PUNCH to the spokesman for the Senate. But when reminded that Saraki had said the National Assembly would publish its budget this year, Olaniyonu told one of our correspondents that the Senate President still stood by his earlier position. He stated that the budget of the legislature would be made public after the passage of the 2017 Appropriation Bill. Olaniyonu stated, “Yes, they are working on it and it will be made known (to the public). At least, the national budget for 2017 has not been passed. When it will be passed, the details of the National Assembly budget will be passed along with it. That is the plan by the Senate President.” Earlier in January, Olaniyonu had said the 8th National Assembly would introduce what would be called e-parliament. He had added that contrary to the public opinion that lawmakers at the National Assembly solely spent the N115bn annual budget of the legislature, the amount was meant for other arms of the Assembly. The Corps Marshal of the Federal Road Safety Commission, Mr. Boboye Olayemi Oyeyemi, has condemned some photographs trending on the social media concerning the cutting-off of the hair of some female FRSC officials. The photos, which started trending late Monday evening, show a man identified as the sector commander of the Rivers State Command of the FRSC, Andrew A. Kumapayi, using a pair of scissors to cut up the hair of some female officials. The incident reportedly happened during the morning earlier in the day parade when Kumapayi went round to inspect his officers and men. He reportedly inspected their fingernails and hair, among other things. The victims were lined up for the unusual treatment. Another female official being punished for allegedly breaching the dress code. FRSC spokesman, Mr. Bisi Kazeem, said the agency was already aware of the incident and that the corps marshal had already ordered an investigation into the issue. Kazeem said since it was still a developing story, he would not comment further until the investigation ordered by the corps marshal is completed. STRONG indications emerged yesterday that the face- off between the Senate and the Presidency may not be over soon, in spite of the meeting President Muhammadu Buhari had with Senate President, Bukola Saraki, and House of Representatives Speaker, Yakubu Dogara, on Monday. Also yesterday, Chairman of the Presidential Advisory Committee Against Corruption (PACAC), Prof Itse Sagay, asked the Senate to withdraw the resolution summoning him. Vanguard gathered that many senators are peeved that none of the issues responsible for the face-off was discussed at the meeting. The Senate entered a closed session at 11.35 am where salient issues were discussed and the lawmakers came out at 12. 32pm. Soon after the meeting, Senate President Saraki, who noted that issues affecting the country in general and the Senate in particular were discussed, asked if that was the true reflection of what transpired and his colleagues agreed with him. However, a source told Vanguard that Saraki, while giving a report of the meeting he had with President Buhari, told them that the meeting centred around the quick passage of the 2017 Appropriation Bill and the immediate screening of two ministerial nominees forwarded last week. Saraki was said to have told the senators that the President at the meeting, pleaded that the legislative arm should put behind it any perceived frosty relationship and pass the budget in the overall interest of the country. It would be recalled that President Muhammadu Buhari had on December 14, 2016, presented the budget of N7.289 trillion to a joint session of the National Assembly. It would also be recalled that as part of moves for early passage of the 2017 budget, the Senate had, after three days of robust debate on the general principles of the 2017 Appropriation Bill submitted by President Buhari on Thursday, January 26, suspended plenary for three weeks to enable the committees carry out a holistic work on the budget. At the executive session yesterday, Saraki told his colleagues that President Buhari also pleaded with them to urgently screen and confirm the two ministerial nominees, Prof. Stephen Ocheni from Kogi State and Suleiman Hassan from Gombe State. According to the source at the meeting, soon after the Senate President rounded off his briefing, some of the senators got angry. Their anger was said to have been propelled by the fact that the Senate President did not discuss with the President issues relating to the resolutions reached on Acting Chairman of the Economic and Financial Crimes Commission, EFCC, Ibrahim Magu, who they rejected twice and asked for a fresh nominee, which the President is yet to do and Magu is still acting. The source added that the senators were not happy that at the parley with Buhari, Saraki failed to raise the resolution of the Senate which asked the President to urgently sack the Comptroller- General of Nigeria Customs Service, NCS, Col. Hameed Ali (retd), who they declared unfit to hold public office. The senators also expressed annoyance over refusal of the Senate President to raise the issue of the Attorney-General of the Federation and Minister of Justice, Abubakar Malami, who the Senate had urged the President to caution against interfering with the functions of the National Assembly. The senators were also said to have been peeved over comments made by the chairman, Presidential Advisory Committee against Corruption, Professor Itse Sagay, SAN, and wondered why the Senate President did not raise the issue with the President. Consequently, some of the senators, especially those of Peoples Democratic Party, PDP, stormed out of the chambers with anger boldly written on their faces. It would be recalled that the Senate had, penultimate Tuesday, suspended for two weeks confirmation hearing on 27 Resident Electoral Commissioners, REC of the Independent National Electoral Commission, INEC, nominated by President Buhari. According to the senators, the two-week suspension was to enable the Senate President meet President Buhari to discuss issues relating to Ibrahim Magu’s continued stay in office as acting chairman of EFCC, which senators considered an affront to the Senate. Pro-Ndume protests rock NASS Meanwhile, constituents and supporters of Senator Ali Ndume, yesterday, stormed the National Assembly to register their grievances over last week’s suspension of the senator and gave Senate President Saraki a three-day ultimatum to reverse the decision or face more protests. The protesters, who started their action around 7:30am when workers were resuming for work, barricaded the main entrance gate to the legislative house, thereby causing human and vehicular traffic snarl on the road leading to the complex. To prevent some of them from entering the complex, security men took strategic positions while workers were redirected to pass through the entrance gate of the Office of the Secretary to Government of the Federation, SGF. The protesters, whose action caused inconveniences to workers and early morning visitors, accused Senate President Saraki of masterminding the action against the Borno South senator and asked that the Senate President be removed. The protesters, who came under different groups, including Internally Displaced Persons, were singing pro-Ndume songs, wielding placards with different inscriptions such as “Ndume again Insha Allah”, who is afraid of Ibrahim Magu?” and ‘’Stop undermining PMB” among others. A leader of one of the groups, Mr Joseph Okwuama, told newsmen that if the lawmaker was not recalled, they would stage several protests across the Federal Capital Territory for seven days. Okwuama, National Coordinator, All Progressives Congress Movement, said the suspension of Ndume was uncalled for. He said: “We are talking about corruption in the country. As Nigerian youths, we have to work together in support of the anti-corruption war. Corruption is not all about money. What the National Assembly did is corruption. The suspension of Ndume is corruption. Ndume’s suspension did not follow due process. The man did not do anything. We are giving the National Assembly three days and if they refuse, Nigerians will go to the streets of Abuja and protest for one week.” Muhammad Tanko, leader of indigenes from Borno South, Ndume’s constituency, said the constituency could not afford lack of representation for six months, adding: “The suspension of our senator for six months by the Senate is illegal when the constitution allows for suspension of only 14 days. Saraki must go. He knows what Ndume did for him before he became President.” Naima Sale, wife of the Chairman, IDPs in Karama Jiji camp in the Federal Capital Territory, said the lawmaker had been of help to internally displaced persons and should not be made to suffer for nothing. Senator Ndume was suspended, last Wednesday for asking the Senate to investigate allegations of fake Customs papers and certificate forgery against senators Bukola Saraki and Dino Melaye, APC, Kogi West. However, the Senate,in line with recommendations of its Committee on Ethics, Privileges and Public Petitions, who was mandated to probe the allegations, cleared the duo and slammed Ndume with a six-month suspension. Sagay asks Senate to withdraw bid to summon him Meanwhile, Prof Itse Sagay, asked the Senate to withdraw the resolution summoning him. The Senate had, penultimate week, summoned Sagay over some comments he made castigating some lawmakers. We are focused on the major issues and we are not going to be distracted with that. And we are still going to do our work. “It’s unfortunate but the most important thing is that a lot of stakeholders must respect these institutions. These institutions are there now and they are going to be there after and we should not allow our selfish interest to make us to ridicule the institutions. The Ekiti State Governor, Ayodele Fayose, has accused former governor Kayode Fayemi of plotting to manipulate Supreme Court Justices to remove him from office. The governor said the new plot was in furtherance to his earlier allegation raised that Fayemi, in cahoots with leaders and stalwarts of the All Progressives Congress in Ekiti and Abuja, were seeking to return to power through the backdoor, by enlisting a section of the Judiciary to revisit the 2014 governorship election in the state. He referred to an interview published in a national newspaper not The PUNCH, where Fayemi reportedly said that rather than joining a ‘so-called governorship race’, his preoccupation was to get to the root of what actually transpired in Ekiti on June 21, 2014. He also quoted Fayemi as saying, “it is too early to start talking about 2018 governorship race when there is still unfinished business.” Addressing journalists in Ado Ekiti on Monday, Fayose said Fayemi in the last few days had been boasting that the Supreme Court would be made to review its judgment of April 14, 2015, which validated his election. “This was an election that was adjudged free, fair, and credible by both local and international observers, including the United States government. These renewed efforts are consequent upon the brick-walls he (Fayemi) has met on his plan to contest the 2018 governorship election as APC candidate. “Having realised how difficult it will be for him to clinch APC ticket not to even talk of winning the election proper, Fayemi has opted to seek power through the backdoor, claiming that he already has the backing of three newly appointed justices of the Supreme Court, the DSS and other top organs of the Federal Government to force the Supreme Court to review its judgment on the Ekiti State 2014 governorship election. “Fayemi and his cohorts are even boasting that they are only putting pressure on the new Chief Justice of Nigeria, Justice Walter Onnoghen to join them in the devilish plot.” But in a terse reaction, the Special Assistant on Media to Fayemi, Olayinka Oyebode, said he would not dignify the ranting of Fayose with a response. Fayose asked what unfinished business Fayemi was talking about in an election that he lost clearly. “What unfinished business does Fayemi have with an election that I won fair and square, defeating him in all the 16 local governments of the state, including his home town of Isan-Ekiti? “Mind you, that June 2014 election was the second time I would be trouncing an incumbent governor, the first being in 2003 when I defeated the sitting Alliance for Democracy governor, Otunba Niyi Adebayo.” Fayose said credible information at his disposal confirmed that Fayemi had provided fund for the filing of the matter at the Supreme Court and he had assured his loyalists in the APC in Ekiti State that the Presidency and a section of the judiciary, especially the newly appointed Supreme Court justices were in total support of the plot to remove him at all cost. He advised the Supreme Court and the entire judiciary to be mindful of “this banana peel coming from the same people who orchestrated the DSS invasion of judges residences in the night just because they refused to assist them to perpetrate injustice. “This is more so that Fayemi and his collaborators are not unaware that Order 8, Rule 16 of the Supreme Court expressly stated that the court shall not review its judgment once giving, except there was a clerical mistake or slip. “They are also aware of the position of the Supreme Court judgment on Andy Uba that there must be an end to litigation, a position also affirmed in the case of Prof. Steve Torkuma Ugba vs. Gebriel Torwua Suswam. “Most importantly, in Segun Oni vs Fayemi, he (Fayemi) was a beneficiary of the suis generis (time bound) nature of election matter and the matter becoming functus officio once judgment is delivered by the final court as provided by the Electoral Act, and sane minds should wonder what magic he intends to perform by going to the Supreme Court on an election matter already determined at the final court, if not that he may have indeed gotten the assurance of the powers that be. “One is therefore concerned that people who go about parading credentials as democrats will be so vicious that they won’t accept defeat, close to three years after they lost an election even in their own family house.” The governor said he was concerned that an allegation made by a Supreme Court Judge, Justice Sylvester Ngwuta, that the Minister of Transportation and former governor of Rivers State, Rotimi Amaechi, begged him to ensure that his election was set aside and ‘another election ordered for his friend, Fayemi to contest’ was ignored. “If Fayemi tried, using Amaechi to approach Supreme Court justices to procure black market judgment then, nothing stops him from trying to do same now and we urge Nigerians to take note. “We are therefore alerting Nigerians once again of this plot coming from Fayemi and his APC people who have proven over time that they are bad losers and will never respect the will of the people. “The fact that I have more or less become the opposition last-man standing should not be made to become the reason an avoidable banana peel will be placed on the path of the Supreme Court and I urge our Supreme Court justices to be mindful of being rubbished by desperate politicians. “If they are worried about my stance on national issues, they should do things differently in the interest of Nigerians that are hungry and suffering under the yoke of bad governance of the APC.” Fayose, however, boasted that Fayemi and his backers would fail in their plot because he had the people behind him and that the Supreme Court will not debase itself. “They failed before, they will fail again. The harder they come against me, the harder they will fall. Another governorship election in Ekiti is around the corner and if Fayemi is a democrat, he should prepare to contest in that election rather than continue to shop for “Oluwole” and “Jankara” judgment that will return him to office through the back door. “The power of the people is mightier than “Federal might” If they dare Ekiti, they will meet their nemesis. If they do not retreat and put an end to their diabolical plots, Ekiti will be their Waterloo. “I have an unflinching confidence that the Supreme Court will not debase itself. On the 2014 Ekiti governorship election, the apex court has spoken and it has spoken so clearly. Day-dreamers like Fayemi can continue to hallucinate. As for me and the Ekiti people, our focus is on the 2018 governorship election. With effect from 2017, candidates sitting for the Unified Tertiary Matriculation Examination would spend two hours instead of three hours, the Joint Admissions and Matriculation Board said on Wednesday. The test on Use of English which used to be 100 questions has been reduced to 60 questions, while the other three subjects would be 40 questions each, making a total of 180 questions. The organisation said the reduction in hours was in line with international best standards and practices where no candidate sits for an examination such as UTME for more than two hours. The Registrar/Chief Executive of JAMB, Prof. Is-haq Oloyede, announced the changes in Kaduna during the commencement of a strategic planning retreat on monitoring, supervision and evaluation of 2017 UTME with the theme, ‘Inclusiveness and sensitisation of key external actors.’ Oloyede said, “We are going to reduce the duration of the examination for this year’s UTME. You cannot keep children of this age for three hours. For their age, the maximum time you can keep them is two hours. So, we are considering the reduction in the time they spend because once it is more than two hours, you can’t expect that they will retain their presence of mind.” JAMB also announced innovation in the use of computer for the test, saying, “From the general feedback on the adoption of the Computer Based Test mode, we have noted the challenge of computer low level literacy of some candidates, especially with the phobia for the mouse. This has been responsible partly for the call by some people for reversal to the Paper and Pencil Test mode. In order to ensure equity and level playing field for all candidates taking the UTME, JAMB has designed a system that will allow candidates to use only eight keys without the use of the mouse. “All the candidates need to do is to press the letters A,B,C,D for responses(answer) to questions and keys: P = Previous question, N = Next question, S = Submit responses when candidate has finished examination R = Reverse (do not intend to go further to submit again).” JAMB also said special privileges would be accorded to blind candidates in the UTME, including “the transportation and accommodation of every blind candidate and one guide.” Oloyede said, “In order to amplify the past efforts and also expand the frontiers of equity and inclusiveness, we have met with the executive committee of the Association of Blind Persons in Nigeria at the board’s headquarters in Abuja in February 2017 and we also met with prospective blind candidates from a school for the blind in Lagos about two weeks ago at the University of Lagos. “The outcome of these meetings revealed that while the challenged group fully appreciates the board’s recent efforts at improving and upgrading the facilities for the administration of the board’s examination for the blind candidates. He added that out of the 13 commercial banks and the Nigeria Postal Service that signified interest in the sales of the admission forms, only nine had paid for the number of application documents required in the first instance. He said, “As part of our approach to the ideal of inclusiveness, we invited all Central Bank of Nigeria approved commercial banks to participate in the sale of the 2017 Board’s application documents. Sixteen commercial banks and NIPOST honoured and attended the interactive session where we explained the reason and need for all of them to partake in the exercise.
