It is not stated on IRCC website that you must submit an SOP for visit visa but you can still be approved without it but wont hurt to include one. It helps to throw light on your application since you wont be there to defend yourself when the officer is reviewing your application. For instance, two of the requiremenrts on IRCC website states:

* convince an immigration officer that you have ties—such as a job, home, financial assets or family—that will take you back to your home country
*convince an immigration officer that you will leave Canada at the end of your visit

How do you convince if there is no document that can speak for you in your absence. Hope this helps you take a decision.
