PoliticsBreaking News: Egypt Electoral Law Declared Unconstitutional by illuminatic(op): 4:48pm On Mar 01, 2015
The Supreme Constitutional Court (SCC) ruled the Electoral Districts Law unconstitutional, resulting in the postponement of parliamentary elections until the questioned law is amended.

While the court announced that Article 3 of the law is unconstitutional, it refused other appeals on the law defining political rights issued ahead of the presidential elections last May. It also refused the law organising the establishment of the parliament. Both laws were passed by former interim president Adly Mansour.

The Supreme Electoral Commission (SEC) announced following the court ruling that the elections will be postponed pending amendments to the districts law.

“The court’s ruling will be sent to administrative court to follow on it and the law will be referred to the authority entitled with diction to amend the law in light of the two courts’ rulings then it will be sent to the President to ratify after revision,” says SEC spokesman Omar Marwan, according to state media.

The commission also said a new time frame for the elections will be set after the law is amended.

President Abdel Fattah Al-Sisi instructed the government to proceed with legislative amendments to the electoral law to abide with the SCC’s ruling within a month, according to presidential statement.

Al-Sisi asserted that “all legal procedures to be taken to avoid delaying the third merit”, referring to elections as the last step in the roadmap announced after the Muslim Brotherhood government’s ouster in July 2013.

According to the roadmap put in place following the ouster of former president Mohamed Morsi, parliamentary elections were supposed to take place before presidential elections. But in January 2014, interim president Adly Mansour announced an amendment in the order of elections, which saw Al-Sisi’s inauguration in June.

The Electoral Districts Law was issued by President Abdel Fattah Al-Sisi last December, and includes two sections. Each divides the country into electoral constituencies, according to the two voting systems available: the closed list and the individual list.

The SCC received appeals against the districts law and two other laws: he law defining political rights issued ahead of the presidential elections last May and the law organising the establishment of the parliament.

The laws were mainly contested on claims that they violated constitutional guarantees for equal and fair representation. These include the allocation of parliamentary seats to each electoral constituency, and the expenses allowed for electoral campaigns, which are set to a maximum of EGP 500,000.

“Administrative court will decide that all the procedures the SEC took before the ruling will be annulled,” says Yasser Kasseb head of the Regional Centre for Research and Consultancies (RCRC) explaining the procedure that will follow the SCC’s ruling.

The Article 3 that the court ruled unconstitutional defines electoral districts for the individual system seats.

Amending the law to avoid unconstitutionality means the districts for the individual seats, says Kasseb.

Before issuing the verdict Sunday, Egyptian Social Democratic Party’s (ESDP) Secretary General Ahmed Fawzy told Daily News Egypt that his party, in case of the elections’ postponement to amend laws, will propose amendments ensuring more fair laws regarding representation.

Kasseb said that according to the Supreme Court’s ruling, district lists will not change but there is a possibility that the number of seats night change according to changes to the districts. -

The 4.5gb now work 24/7 no more 1.5gb in the day and 3gb in the night and you can no longer subscribe to the plan until you exhaust the complete 4.5gb. if you still have existing night plan Pretend as if you want to subscribe again by dialing *102# or 102 to 131 and see what they will tell you.

I have an active subscription but has exhausted my 1.5GB extra data for day then I tried subscribing again to have the extra 1.5gb as usual but MTN declined that I cannot subscribed since I have an active data bundle so I removed the sim and inserted it back to my modem and it started working. So now I have 33GB accumulated data on my sim to flex 24/7.
With this may GLO 4.5GB for N2500 R.I.P because MTN is far better.

FIVE out of every 100 people in Lagos is living with HIV and AIDS, the Lagos State AIDS Control Agency (LSACA) stated yesterday.

Its Chief Executive Officer, Dr. Tokunbo Dabiri, explained that the high ratio is not unconnected to the large population of the state.

She spoke at the World AIDS Day programme in Lagos organised by LSACA.

It has as theme ‘Focus, partner, achieve: an AIDS free generation.’

Describing Lagos State as cosmopolitan, Dabiri added that it its also the melting pot accounting for about 21 million inhabitants. “This is why the disease is common in the state,” she noted.

She urged residents, who have not been tested to do so to confirm their status, adding: “The statistics the state is presently working with is 5.1 per cent. It can be more if we all know our status. The national figure, however, is 3.4 per cent.”

Besides, she said the high prevalence rate has made the state government to collaborate with neighbouring Ogun and Oyo states on counselling and testing for HIV and AIDS at the borders in order to reduce the disease burden.

U're deceiving alexa by using paid ads..

From what I've seen on your site if you ever stop advertising for some weeks. Your rankings will drop. Just hope the script error is truly solved.
It may interest you to know paid ad brings less than 10% visit to so even if we stop advertising which is unlikely because despite facebook huge traffic they still advertise their site till date we may not drop in ranking.

www. can never run out of advertising credit because the current campaign that we are running are not from owners pocket but from direct ads and Google Adsense.
The forum was well planned right from onset. And we introduced what we want to achieve right from when the forum has just 1 page view per day (no pretense) I.e running direct ads for people hoping that they will come and our site will give them profit for their ad. As for the stats the stats are almost correctly estimated by OP. if you can deceive the public about your stats you can not deceive alexa.com.
As for comment not coming to the site it was do to script error which we has resolved today.

Thirdly if you look again, there are about 120000 online guests. That times 4 of Nairaland's average online guests which is not possible. Why deceive people?

For the records I registered on the forum and the activation url I received was incorrect I had to change something before it worked. I also discovered you have quite a good number of spam members registered.

My Advice: Quit telling lies to yourself and ignorant people, sit down and come up with something honest, then try again. People like you never end well. There's no fast lane in Internet Business... If you fail to take my advice, you'll end up wasting all the money you are currently spending on ads.

Finally, don't be in a haste to make money. Take down all your ads for now (they are too too much) and focus on growing your forum. I hope you do listen to me. BTW whoever designed that website for you does not want you to succeed. I have more suggestions if you appreciate the ones above anyway...

Here is my quick take after analyzing the website:

1. It should be optimized for mobile viewing.
2. Let the website have a logo placed somewhere that's obvious for others to see.
3. There should navigation menus on the homepage.
4. The chat platform should looked into. For instance, the scroll bar does not come up all the time to see all the persons available to chat.
5. The old topics or previous topics are way to many at a time, they should be paged.
6. The website's background colour should be changed.
7. "The Welcome to " Forum and "Where will you rather be at this time?" should be properly formatted.
8. On the homepage, the Forum, Update and Bulk SMS, containers should either have a background colour or the titles should have a different colour(s) different from their descriptions. The images there should also come in colours.
9. "The Sign In/ Register" should be placed in a more obvious part of the website. And I think there should be a bait or incentive to sign up since the website is new.
10. "Website by Cyprex", should be fixed. It shows "http://.com/cyprexng.com"

To The Webmaster:
Just one month after completing a project of this nature, I think you can still review the website. Add more features if need be. From experience, you should ask for help or get other fellow webmasters involved. After all, at the end of the day, the project will land in your portfolio. The glory will be yours.

To The Project Owner:
Give the guy some time, try and reason with him constructively. Some people do not take criticisms. To your offline community, I think you should limit your interactions with them regarding the financial involvement in this project. Here is why, you came here to further ask for help on how to improve the website, if they have been of help to improve the website as much as they criticized the financial commitment of the project, you may not have likely come here. My brother, People will always talk!

The first time i posted here that i need a developer my e-mail was filled up with people like you and at the end of the day none of them can do what i have in mind, i lost those funds.Drop your previous jobs here and tell me how you can redesign the site to stand out and i can still pay you. Its not good to waste money but if anyone can drop a better suggestion here and build something better and show me I can still pay provided the site stands out in design and functions. I no longer need i can do it without prove.

1. Do you understand the Nigerian Currency?
2. How long has his design been in your website?
3. Did you approve the design in the first instance?
4. Are there functions that you agreed with him and have not been implemented yet?
5. Is the website delivering results as you agreed with him?
6. Were your offline advisers part of the original financial implication for the design and functionality of the website?


I think I'll be able to advice on the refund aspect based on the answers to the above. I'll also criticize the design afterwards.

I told him I needed chat feature he said no problem but after adding the chat if someone is typing in the other end the second person will not know he is typing and I called him that the chat is not working like modern chat platform and he asked me if he is a facebook developer that will developed a chat that stands out like that of facebook and that is when the quarrel started till date.

5. No but they told me paying sch amount in Nigeria will give you a site better than that.

You guys signed a contract of service right?
When he did a mockup and showed you, did you accept the design?
When he finished the job 9 months ago, did you ask him to redo it?

These are questions to be asked. You don't just go haywire on a signed contract of service because a third party gave you an opinion. The ball has always been in your court. You get to decide whether you make progress or not.

Btw, i charge more than that. It's no biggie.
Stop getting opinion from those who pay 10k for a site. Access your project from your own perspective and business requirements
He saw the site and said the site does not make sense that he can do better so he gave a price and I paid half and later he requested i should pay all to enable him complete the job but after completion i am still in doubt if that is what i paid for because i wanted a site everyone will open and shout Wa Oh.
