It means ur processor is overheating due to low fan speed or cpu fan not operational but if u are sure that ur system's fans are ok, try checking ur charger and battery because the cpu consumes more power when the system is being reformatted thats why it is always advised to plug ur AC adapter b4 performing OS setup.
