Democrats have introduced an article of impeachment against US President Donald Trump for his role in last week's deadly invasion of the Capitol.
The article filed in the House on Monday accuses Mr Trump of "incitement of insurrection".
Democrats say a vote on the article will go ahead in the House on Wednesday unless Vice-President Mike Pence invokes constitutional powers to remove Mr Trump from office.
Mr Pence is said to oppose the idea.
"The president represents an imminent threat to our constitution, our country and the American people, and he must be removed from office immediately," Democratic House Speaker Nancy Pelosi said.
Calls for Mr Trump's resignation, removal from office or impeachment have grown among Democrats and some Republicans in the days following the riots in Congress in which five people died.
The impeachment resolution accuses the president of encouraging his supporters to storm the Capitol building at a rally in which Mr Trump alleged, without evidence, that November's presidential election was "stolen" from him.
The White House has dismissed the impeachment threat as "politically motivated", but Mr Trump has made no public statements since he was banned from several social media platforms - including Twitter - on Friday.
He is due to leave office on 20 January, when Democrat Joe Biden will be sworn in as president. Mr Trump has said he will not attend Mr Biden's swearing-in ceremony.
No US president has ever been impeached twice.
However, the prospect of an impeachment conviction is unlikely because of Mr Trump's broad Republican support in the Senate.

In the resolution, the lawmakers accuse the president of making statements that encouraged and resulted in "imminent lawless action at the Capitol".

"He thereby betrayed his trust as President, to the manifest injury of the people of the United States," the resolution says.
The House has now gone into recess until Tuesday morning, when the chamber is expected to vote on the resolution.
After the vote, the Democrats said they will give Mr Pence 24 hours to remove Mr Trump from office before they move toward impeachment.
"The president's threat to America is urgent, and so too will be our action," Speaker Pelosi said.
Although Mr Pence has appeared to distance himself from the president, there is no sign that the vice-president is prepared to invoke the amendment.

US President-elect Joe Biden has accused the US defence department of "irresponsibility" for failing to give his team the information it needs for the transition of power.
He said his team had encountered "obstruction from the political leadership".
Mr Biden also claimed that agencies critical to US security had suffered "enormous damage" under Donald Trump.
A Pentagon spokesman said it had been "completely transparent".
Mr Biden takes office on 20 January but President Trump has refused to concede.
For weeks after the 3 November election, Mr Biden was blocked from receiving key intelligence briefings, an essential and normally routine part of a presidential transition.
After Mr Trump finally agreed to allow the formal transition process last month, Mr Biden praised the White House for its help in the process.
But his tone had changed on Monday. Mr Biden spoke after a briefing by national security and foreign policy aides.
In a speech which he posted on Twitter, Mr Biden said his team was facing "roadblocks" in the defence department and the Office of Management and Budget.
"Right now, we just aren't getting all the information that we need from the outgoing administration in key national security areas," he said.
"It's nothing short, in my view, of irresponsibility."
The president-elect added that his team needed a "clear picture of our force posture around the world" and that US adversaries could exploit any confusion that resulted.Following Mr Biden's remarks, Acting Defence Secretary Christopher Miller said officials had been "working with the utmost professionalism to support transition activities".
"The Department of Defense has conducted 164 interviews with over 400 officials and provided over 5,000 pages of documents - far more than initially requested by Biden's transition team," he said.
The presidential transition process is the handover of important information and duties from the outgoing administration to the president-elect and his or her team, ensuring that they are fully up to speed when they reach the White House on 20 January.The president-elect described key security agencies as having been "hollowed out" in personnel, capacity and morale.
"The policy processes have atrophied or have been sidelined," he added, saying that this was "to the despair of our alliances".
Mr Trump sacked his Defence Secretary Mark Esper shortly after the election, apparently over Mr Esper's disagreement with his call to deploy the military against anti-racism protesters.
Mr Trump's subsequent installation of loyalists in the department was viewed with concern by political opponents, who saw it as an attempt to sow chaos in the final weeks of his administration.
The president has not commented on Mr Biden's latest remarks.
Mr Esper himself became defence secretary only in 2019. President Trump's first defence secretary was Gen Jim Mattis, who left the post after his views and the president's increasingly diverged.
Other senior security officials who have left their positions in the Trump administration include Navy Secretary Richard Spencer, fired in November 2019, and John Bolton, who left his job as national security adviser in September 2019. He was the third person to hold that role under Mr Trump.

The Federal High Court Abuja, has adjourned the alleged certificate forgery case of the All Progressives Congress (APC) against Governor Godwin Obaseki of Edo until December 30.At the resumed hearing on Tuesday, the APC through its counsel, Mr Akin Olujimi, SAN, attempted to tender some documents in evidence through a subpoenaed witness.
The PDP and Obaseki, however, objected to the tendering of the documents on the grounds that the process did conform with the laws guiding admissibility of documents.Obseki’s counsel, Mr Ken Mozia, SAN, added that there was no evidence of payment for the documents.The judge, Justice Ahmed Mohammed, however, admitted the document, an INEC form EC9 in evidence, as exhibit PL2.
Justice Mohammed admitted the document on the grounds that it was relevant to the case.
Earlier, the judge held that the fact that the process of tendering the document was not properly complied with, was not enough reason for it to be rejected.
He stated that the way out of the situation was for the witness to be cross examined by the defendants.
According to him, without the form EC9, “the whole case would collapse like a pack of cards.”
On the issue of payment, the judge also noted that the Certified True Copy (CTC) sought to be tendered was brought at the instance of the court as an official body and as such, the court could not be required to pay for the document.
“Objection is overruled” he said, “counsel are free to cross examine the witness”.The APC then called its third witness, Mr Emmanuel Balogun, an Associate Professor, in the Department of Economics, University of Lagos to give his evidence.
The defence team also objected to the witness giving his evidence on the grounds that the procedure for calling a subpoenaed witness, including service was not followed.
In a short ruling, the the judge allowed the witness to give his evidence, noting that the lapses complained by Obaseki and PDP lawyers were on the part of the court and not the plaintiff.Justice Mohammed subsequently adjourned the matter untill Dec. 30 for the plaintiff s to close their case and for the defence to open theirs.
The APC and one of its chieftains, Mr Williams Edobor dragged Obaseki to court over allegations that he forged a University of Ibadan degree certificate which he used in securing his candidacy for the September governorship election in Edo.
