Eventhough I think the person whose phone rings should be asked to leave instead of the whole congregation paying for one person's carelessness, he said he finds it difficult to ascend in the spirit when there are phone distractions. So even if the person at fault leaves, he won't still be able to impart much on the congregation( though God can be merciful).

My conclusion is that disciplinary measures like this may appear cold and unloving but at the end they would prove effective.
