The National President, Association Of Water Well Drilling Rig Owners Practitioners (AWDROP) who doubles as the founder and CEO of Global Initiative for Nigeria Development (GIND) Development Nigeria, Engr. Michael Ale has called on Nigerians to shun the call for the withdrawal of the Water Resources bill.

Ale also said the various political and socio-cultural groups who are calling for its stoppage lack critical understanding of the content of the proposed Water bill currently at the National Assembly.

Engr. Ale made this known while featuring on an Ibadan based radio station programme on Thursday.

Ale during the radio program explained that Nigerians should not use politics as reason for not passing the water bill. He said each state can come up with their bill just like the recently launched Operation Amotekun in the South West.

The Sustainable Development Expert noted that, if the bill is to be amended, some portion of the bill that has been greeted with controversies should be expunged, then a replica of the bill should be enacted at the state level by the state assembly with the establishment of a regulatory commission at their level.

He said: "if anyone want to abstract the water should get a permit as non sacrosanct.

"Why should just some part of a bill which has been greeted with controversies because of the political marauders now makes the whole document invaluable and it’s like throwing away the baby with bath water.

"In line with the International best practices, water law is important for protection of our water resources, just like we have laws governing airspace and land activities in the International best practices.

"The current practice along the water sector is the Integrated Water Resources Management Commission which requires that the water resources must be governed and managed well for the sake of sustainable and equitable use of this common resources by all, irrespective of political affiliations, race, gender and sociology cultural belief and interpretations.

"But the current political atmosphere and the bad naming of the bill is creating unnecessary apprehension in the political terrains leading to misconception and distortion of the process that has gone through a legislative proceedings.

"If the portion of the bill can be amended not all the content of the bill, it isn't perfect as far as I am concerned because it has been trailed with controversies. But if it has not been trailed with controversies and not misinterpreted then, it is a perfect deal.

"But federal government can come from everywhere across Nigeria and take over the land but when many are asking for the drop of the proposed bill, then they can also ask for federal government to stay away from their developmental project like water, roads, markets and other projects being executed by government.

"Those interpreting the bill don’t even have the authority to do so.
It is a pity this bill is coming at a later time because of the denigrate effect of the water and the consequences of our political mistrust.

"Imagine if petroleum regulatory bill is coming at this time, I am so sure it will not pass. What is not regulated cannot be termed to be economically important. Water is both social and economic goods, it’s a human right and must be protected.

"Water Resources is causing war in some countries now, imagine the flooding we experience yearly and nothing has been done on curbing it, this bill gives direction on who takes responsibility and how things are done properly. Let’s take the critical look at the petroleum industry.

"For example, federal government control who establishes petrol stations and state government is still part of that activities that has to do with establishment of petrol station, do we have any controversy over that? There could be synergy between federal and state government on this.

"Recently, just about two weeks ago, on the main road, somebody was drilling on the main street of Sabo in Oyo State causing vehicular gridlock and preventing Nigerians from their means of livelihood. When there is no law, what do you expect? Imaging that most of these bottling industries have been abstracting the common resources which belongs to you and I freely without any guideline on replenishment or guiding principle to give back to the operating community thus making billions of dollars yearly without any recourse to the source for its protection", Ale explained.

Engr. Ale however said the state government and federal government should can come with permit, licensing fees, water use charges and the rest, and no need for people to attribute to Ruga, adding that Ruga is not coming through back door as many Nigerians believed.

He further disclosed that the benefit of the bill is that most practitioners would be supported by financial institutions, and it should not be all comers affair especially by foreigners who takes no interest on what happened in the environment as their only interest is to make dollars and send back to their countries.

"The merit is that business would grow, water quality would be protected and it prevents any earth tremor because people can control any activities they are doing and by the time they get license, government are getting taxes to take care of you and I."

"This could be an additional means where government can get money, not from the poor but for the rich that has taken advantage of the activities. Let us open our eyes and read the bill very well. A lot of people that are commenting on the bill has not read the bill, they want to put political attributes to it, let's expunged that part and let us see the activities."

He said that the demerit is all about how the bill has been presented adding that Nigeria as a nation must allow regulations in its developmental efforts in order for it to move forward.

The Commissioner of Police in Oyo State, Mr. Joel Nwachukwu Enwonwu has revealed the lesson he learnt from the escape of alleged serial killer, Sunday Shodipe from lawful police custody.

The police officer while revealing the greatest nightmare he had in his career after the killer’s escape also submitted that when he learned about the escape of Shodipe, the alleged serial killer in Akinyele Local Government Area of the state from police custody at Mokola in Ibadan, the experience gave him sleepless nights until the suspect was re-arrested by men under his command.



The police boss stated this while featuring on a live program, Parrot Xtra Hour on Radio anchored by Olayinka Agboola on Space 90.1fm in Ibadan, Oyo State capital on Tuesday.

Remember that the notorious suspect, who claimed to be 19 years old, supposedly escaped after a police officer, who was said to be off duty opened the cell for him in order to take a bath.

According to CP Enwonwu, the incident not only made the Inspector-General (IG) of police to call him, but that it raised an uproar internationally with people contacting him from the United States Of America (USA), Italy and others.


He said “It was the greatest nightmare of my life. I had sleepless nights because people were saying all sorts of things and they kept calling me, that I should be removed from my post, even though they knew that I was not the one responsible for his escape. The society was not fair to us.


“Some said he disappeared. There is nothing like disappearing. The police officer who opened the cell for him was unprofessional in his conduct, saying the suspect wanted to take a bath.

“He was not even on duty. He collected the key from another officer who was on duty and opened the cell. They are both in police custody now and they’re going to pay for it, their matters has left Command level” Enwonwu added.

The Oyo CP continued by saying that “different people were calling me. You see, the news of Sunday Sodipe’s escape was both an embarrassment and a nightmare to me. My greatest happiness is that he escaped under my watch and he was rearrested under my watch too.”

On the whereabouts of the others who were also paraded with Sunday Sodipe earlier, Enwonwu said that they are all still in custody.

“I have learnt a bitter lesson with this case. The society is ruthless and unfair to us policemen. I felt sad with the reaction of our people. One policeman caused the embarrassment. You definitely cannot use one person to judge the whole system. People know the truth. Was I the one holding the key? They should know that in any twelve, there is always a Judas. You can’t use only one person to judge others. I can never behave like that to others.

“For example, I cannot say that all journalists are bad. It will be unfair. I know there are so many fine and professional journalists. If one does something bad, all I need to do is just single him out. The Shodipe saga taught me a very big lesson,” he stated.

Enwonwu took time to commend the government of Oyo State led by Engineer Seyi Makinde for doing so much to support the state command under him.

“Before I came into office in Oyo State, Governor Seyi Makinde had bought vehicles and upgraded so many of our facilities. Like Oliver Twist, I will still want to implore him that there are still many things we will want him to do for us. Security maintenance is a serious assignment, we need all the support we can get.”

While speaking about the famers, herdsmen relationship in Oke Ogun Area of the state, the CP said “We are doing our best to ensure that they continue to live in peace. We have been meeting the monarchs and others in that zone. We are not interested in persecuting or prosecuting anybody. We just want them to live in harmony.”



When asked of his major focus as the Commissioner of Police in the state, his words “Immediately I resumed duties, I told my men what I wanted and what I expected of them. The first is that they must respect human rights. They should not harass, engage in brutality or intimidate anybody. They should offer quality service to the people. This is the template I operate with. And I will continue along this line.

“In addition, I added a caveat – that my Divisional Police Officers must cooperate with me along these lines. They must be friendly at all times. This is because if a policeman is friendly with the people, he will enjoy their support and this will help him to gather quality intelligence to do his work. I have tried this and it has worked for me. If any of my DPOs goes against these principles, I will do the needful.”

Enwonwu then used the opportunity to promise the people of Oyo State that “Our Command will give you a conducive environment to do your business, we appeal for your cooperation. Our men are there at your service not only in Ibadan but all over the state.”

The Commissioner of Police was accompanied to the Space 90.1 Studios by the Deputy Police Public Relations Officer, Mr Ade Ogunyemi and others.

An Indian drilling company, Reddis drilling rig was impounded on Monday with three of the staffs who were arrested for indiscriminately drilling at Sabo area of Ibadan, Oyo State Capital.



According to reports, the Environmental Task force is presently handling the matter and the company may be charged to court on Tuesday for non payment of permit and indiscriminate drilling by road side.



According to the reaction by Isaac Brown, a radio presenter with Fresh FM on the accusation on his morning program, the traffic through Sabo was disrupted by the drilling rig on Monday morning, therefore making the public to call Fresh FM to lodge complain.



Isaac Brown reportedly placed a call to the Honourable Commissioner for environment and water resources reporting the development while they queried if there's no more law guiding drilling and why someone could block the road on Monday morning.

Quipped by the radio broadcast, the new Commissioner for Environment, Idowu Oyeleke went to the site where drilling took place.



Fortunately, the commissioner met the operators and requested for their license to drill and while the client was asked to produce the permit to sink the borehole and couldn't provide it, the police was immediately invited to take care of the trio for not able to provide answers to the Commissioner's request while their drilling machine was asked to be impounded in the State Secretariat.



The commissioner however revealed in telephone conversation that a court case is ongoing in respect of the regulations and revenue collection when Isaac Brown placed last question to him on air.





In his reaction to the development, the national president of the Association of Water Well Drilling Rig Owners & Practitioners (AWDROP) Mr. Michael Ale expressed his disappointment at the rate unprofessional drillers are engaging in indiscriminate drilling causing environmental degradation.





Ale maintained that the commissioner's response shows the government have shown concern to outcry in performing their constitutional functions which is not the order in developing countries.



"Local Businesses in Nigeria cannot grow or thrive without proper regulations. Banks cannot support in an unregulated businesses.



"The Environment is affected and the operators who clamour for not being regulated risk not growing.



"Regulation is to protect the poor and the customer for standard operative procedure and sustainability of their borehole and provide value for money.



"Nigerians should realize that what is not regulated cannot be termed standard hence they cannot complain about shoddy jobs.



"Sub national Government’s should please pass their respective laws to regulate Waterwell drilling and execute such laws to help local operators and enforce standard. It should not be on collection of money’s alone but technical regulation.



"How can one drill on the public road?

One day, a drilling machine will block the entrance of the Oyo State government secretariat office and prevent government official in performing their constituted assignment. The company should and must face the wrath of the law if there is any law guiding against this unwholesome practice.



"NESRA and Ministry of Water Resources and Ministry of Environment including AWDROP should be charged in the suit.



"It should serve as deterrent to others with flagrant behavior. A sacred cow shows that a new sheriff is in town, A trying assignment for the new Commissioner of Environment in Oyo State and being a Barrister, I am sure he knows how to tight his knot. We are watching", Ale submitted.
