When a system for decades rewards sharing oil money, connections, and shortcuts, citizens will adapt their values to survive in that system. When a system rewards productivity, skills and value creation, citizens will adapt their values to that. So in which order? Leadership must act first.

The first step is for leadership to be bold enough to change the system even when the current values of citizens resist it. Governance and fiscal restructuring, security, rule of law, energy and a civil service that rewards productivity. That is top down. Once the system begins to reward hard work over connections, citizens will adjust their values, because humans respond to incentives. And from those citizens with new values, better leaders will emerge. That is bottom up.

It is a cycle, someone must break the old cycle. That is the duty of leadership. That is what the CDA intends to do. We will do the hard work of fixing the system to make productivity profitable, so that Nigerians can profit from productivity.

This very thoughtful question. You are very right, the intuitive answer is both, but the "how" is where the real work is.

In our governance blueprint, the top down is what only government can do. Restructuring governance and fiscal federalism, fixing security, serious investment in energy, housing, health and education, and building a productive civil service that rewards value. Without this top down foundation, bottom up energy dies.

The bottom up is what citizens must do when that foundation exists. Citizens who can create companies, manufacture, code, farm commercially and provide specialised services because the system finally allows them to thrive at home.

For decades Nigeria had neither. An unproductive order at the top that shared oil money, and citizens at the bottom with limited or no opportunity. As a party, the CDA approach is to fix the top to unleash the bottom. That is, top down reforms to enable bottom up productivity. That is how we move from a nation of desperate migrants to a nation of builders.
