This external Referendum is only activated via the UNSC congress block votes of 5 permanent and 10 temporary members.

1. Submission of all proposed legal documents that will form the legal structures and Government of the emerging Nation.

Also that When over 1000 different petitions have been officially addressed to the UN, with motion and still picture evidences that reveals recurring violations of human rights and international laws.

2. Video and photographic evidences of varying PEACEFUL actions of civil disobedience, to express legal dissatisfaction with the illegalities of the "oppressing" Nation.

3. More than 5 different notarized submissions of at least 1 million persons each, of Names and Signatories and phone numbers who have identified to vote for a referendum.

4. Clear evidence that the majority populace of the affected member nations are asking for the referendum...

5. Evidence that the demand for the referendum is sponsored by the masses and her ideologies; NOT an influential Citizen of that nation for selfish political gains.

6. That their IDEOLOGIES for the Referendum MUST be 70% different from the ideologies of the present "oppressing" Nation they dwell in.

7. Other conditions that may be freely nominated by the 5 permanent members.

CITIZENS FIT FOR VOTING:

1. Those with legal valid means of Identification.
Eg: International Passport, Driver's License, Voters' Card or National ID.

2. Those who are legal immigrants in the Diaspora and indicate willingness to vote via the nearest UN building where they are resident in.

3. Only Citizens who are from the troubled area are eligible to do a YES/NO vote at the Referendum.

STAGES OF REFERENDUM:
1. Demographic Capturing.
2. Population Analysis.
3. First Voting Patterns.
4.Boundary Analysis.
