Shots Fired As EFCC Attempts To Arrest Yahaya Bello At Kogi Governor’s Lodge In Abuja Gunshots have rented the air as officials of the Economic and Financial Crimes Commission (EFCC) are making an attempt to arrest former governor of Kogi State, Yahaya Bello, at the Kogi State Governor’s lodge at the Asokoro District in the Federal Capital Territory. The attempt is however being rebuffed by security details at the lodge leading to some gunshots being fired. The Matrix gathered that the entire area has been cordoned off and movements around that area have also been restricted to only operatives of the EFCC and other security agencies stationed there. This is the latest installment in the chain of events that has trailed the former governor today. Earlier, the governor had disclosed that he Honoured the invitation of the anti graft agency which is probing him over alleged N8.2bn money laundering saga. He, however disclosed that he left the agency's office without being interrogated. Reacting, the EFCC had countered Bello saying he remain wanted with an existing arrest warrant on him. The revised routing instructions for Point of Sale (PoS) transactions have been issued by the Central Bank of Nigeria (CBN) to Payment Service Providers (PSPs). The goal of this measure is to improve Nigeria’s oversight of electronic transactions. The directive—which was released on September 11, 2024—comes after the CBN took the effort to diversify the Payment Terminal Service Aggregator (PTSA) structure, which was run by a single aggregator up until that point. The CBN’s Payments System Management Department, represented by Oladimeji Yisa Taiwo, has issued a circular requiring all point-of-sale (PoS) transactions, whether electronic or physical, from merchant and agent locations to be routed via any PTSA licensed by the CBN. The CBN has outlined several steps PSPs must adhere to under the new directive: Mandatory Routing of PoS Transactions: Acquirers are now required to route all transactions from PoS terminals through any of the CBN-licensed PTSAs. This applies to both physical and electronic PoS terminals, ensuring that all transaction data is captured and monitored by the appropriate authorities. Certification of Processors: PTSAs must only send PoS transactions to processors certified by relevant payment schemes, which must also be nominated by the acquirer and licensed by the CBN. This measure is designed to maintain the integrity and security of payment processes. Processor Flexibility for Acquirers: Acquirers are given the flexibility to choose which processors and PTSA they want to work with, providing greater autonomy in transaction processing and management. Monthly Reporting Requirements: Both PTSPs and PTSAs are required to submit detailed monthly reports to the CBN. PTSPs must report on the number of merchants and agents they manage, as well as the services used to route transactions, while PTSAs must submit reports detailing all transactions processed through their platforms. These are expected “to be submitted to the Director, Payments System Management Department, not later than seven (7) days after the end of each month.” The CBN has given PSPs a 30-day window to regularize their operations in line with the new requirements. Both PTSPs and PTSAs must notify the CBN in writing of their compliance within this period.
