Nigerian police force officers are not at all fit to manage and interact with Nigerians because it won't take long before you witness a break down of law and order.

The solution is to completely overhaul the police force and recruit empathetic, highly qualified and intelligent officers into the force.

In the Interim, you still need to overhaul the entire force(save for the 7% I mentioned earlier and officers below age 40) any officer over 45-50 must be retired and paid his complete entitlement.

After overhauling the unqualified officers, replace them with the Civil Defense Corps. We can even decide to change the name from NPF to NSCDC.
