Essentially, it's you borrowing the government money.

You visit a bank, fill and submit a treasury bill form. You can decide your own rate if you have 50m+ or you go with the banks rate. You can either do for 91, 182 or 364 days.

364 day Tbills sold for a stop rate of 22% PA in the last auction with a yield of 28%. I don't want to bore you with how the yield is calculated but just note that, if you invest 5m, your interest will be 1.1m at 22%. This interest will be paid upfront once your bid succeeds(sometimes it fails) and your capital of 5m paid after one year.

However, you have an option of also reinventing your interest. Essentially, you are now investing 6.1m instead of 5m. At the end of the tenor, you get your principal, interest on principal plus the interest on the interest you reinvested. That's the yield.

It's liquid and can always be sold at the secondary market if you need the money before maturity. Whether you lose or gain money depends on certain factors.

Auctions mostly take place every two weeks(not always the case) on Wednesdays so it's advisable you submit your bid latest Monday of the auction week. Some banks don't even accept bids after Monday.
