I have a limited number of new portable tire pump units for sale.
Comes with an inbuilt gauge and adapters for other uses. 
Plugs into the 12v cigarette lighter socket.

The benefits of a well gauged tire cannot be overemphasized. 
Just as an over-inflated tire is dangerous, an under-inflated one too will impart negatively on handling and fuel economy. Not to talk of those unexpected times you'll wish you had one.

It is the same brand as the one I have been using for close to a year now.

As earlier mentioned, best time to gauge is when the tires are cool, mornings especially. Then perhaps periodic checks (say weekly) and after a vulcanizing job or before a major journey.

First, you will need to find out why your prospective neighbor built his land so high.I'm suspecting the area is low lying or water prone. I can't deduce this from your picture. If this is the case, you will need to make up your land I.e. fill it to at least the level of your neighbor's before building. That might not be cheap. It is all a relative thing, water will flow from a higher point to a lower point. As per the drain, you will have to make a gutter parallel to the fence to allow the water drain out.
On the bright side, you will be sharing a well constructed fence - 1 down out of 4!
