If you Will be using a pwm cc, the 250w is okay just make sure the cc is the type that's compatible for lithium battery.

Buying a mppt for 12v Wil limit you to just 800w of PV.

Will the 4 unit of 250w run the 200w load and charge yes.

So it's your decision

what of if the 250w solar panels are 24v,will it work well with pwm charge controller
