Why then are they demanding something that they know they are not going to get? Because the demagogues themselves will benefit, even if nobody else does. Stirring up historic grievances pays off in publicity and votes.

Some are saying that Congress should at least issue an official apology for slavery. But slavery is not something you apologize for, any more than you apologize for murder. You apologize for accidentally stepping on someone's toes or for playing your TV too loud at night. But, if you have ever enslaved anybody, an apology is not going to cut it. And if you never enslaved anybody, then what are you apologizing for?

The very idea of apologizing for what somebody else did is meaningless.

Special Counsel Robert Mueller has submitted to Attorney General Bill Barr his long-awaited report on the investigation into Russian meddling in the 2016 presidential race and possible collusion with Trump associates -- marking the end of the politically explosive probe and the beginning of a new battle over its contents and implications.

The report was delivered earlier Friday afternoon to the Deputy Attorney General Rod Rosenstein’s office and it was delivered to Barr’s office within minutes, a senior DOJ official told Fox News. The White House was notified that the DOJ had received the report around 4:45 p.m., before lawmakers on Capitol Hill were informed.

Both Barr and Rosenstein have seen the report, according to a senior DOJ official.

Nonetheless, the damage to Mr. Trump and those in his circle has been extensive. A half-dozen former Trump aides have been indicted or convicted of crimes, mostly for lying to federal investigators or Congress. Others remain under investigation in cases that Mr. Mueller’s office handed off to federal prosecutors in New York and elsewhere. Dozens of Russian intelligence officers or citizens, along with three Russian companies, were charged in cases that are likely to languish in court because the defendants cannot be extradited to the United States.
