The referee and the VAR are responsible for what happened tonight. The Senegalese goal was legal, but disallowed by both officials. Now, a penalty can be awarded, but it must not be.

A little situational intelligence would have told the referee that he should not award a penalty in a situation where he had clearly denied the opposing team a clear goal in the final of a tournament, and then award a penalty that is purely discretionary, when one considers that the player clearly dived inside the box with only two minutes before the final whistle.
