The Nigerian Maritime Administration and Safety Agency(NIMASA) is receiving an annual bribe of $35million USD from foreign vessel owners,represented by JOMALIC,to retain over 95% OF shipment labour as foreigners.This is against the spirit and letter of Cabot-age Act of 2003 which confers 80% labour to Nigerians,while the foreigners make do with rest 20%.
About 5000 foreign ships in Nigerian waters which supposed to have 33 Nigerians on board a ship(on 80%)lets see the simple math:33x5000=165000.165000x2 articles(trips in a year)=330000 jobs.
we must not forget that the traditional economy of the Niger -Delta is seaborne.If this jobs ,were not withheld ,how many of the militants would have been available for the incessant killing and the insurrection against the Nigerian state?
Only the merchant navy bill ,if it becomes an act will enforce the Cabot-age act of 2003,that is why NIMASA IS NOW RESTLESS WITH DESPERATE MOVE.

RE:- “SUBMISSION OF DETAILS OF THE HISTORY, OBJECTIVES, DEVELOPMENTAL PRIORITIES OF THE NIGERIAN MERCHANT NAVY (SEAFARERS) AND THE WAY FORWARD”- THE MERCHANT NAVY PANORAMA

1.0 INTRODUCTION
Further to my early submission to your good office on the above-named subject and recent directive from your good office, I hereby submit as follows:-
The historical perspective of the Establishment of the Nigerian Merchant Navy (NMN) (Seafarers), then known as Nigerian Marine which dated back to 21st July, 1796. This followed the advent of Mungo Park who discovered Slave trade activities in Badagry, Lagos and Calabar wharf where the Britishs and Portugueses were exporting Nigerians as slaves. These activities were made easier based on the inactive control and the then widespread lack of civilization on the parts of Africans nationalities, who later became amalgamated as Nigerian state.

In 1820, those active slaves men transmuted to Nigerian Seamen and some were constituted as the Security of the Coastal Water Ways, while others remained as Sailors as they were deployed to manned all the Local Wharf and jetties; it therefore follows that in 1823 the Nigerian Seamen Act was enacted into law under the Merchant Shipping Acts of 1823, 1835 and 1876 respectively of the Nigerian Federation under the leadership of the British Marine Officers. They were in control and coordination of all Nigerian Seamen Affairs of Shore Base and onboard Ships, while some numbers of coastal passengers patrol Boats and deep-Sea-Cargo Ships were delivered for Security Operations and commercial purposes.

These were facilitated by proficiency and professionalism of the Nigerian Merchant Navy Seamen, which attracted the British shipping and trading companies such as Elderdempstar Shipping Agency, Palm Line Shipping Agency and Umaco Shipping Company to establish in Nigeria.

In 1914, Colonies and the Protectorates of Nigeria’s Order-in-Council, acting under the Theatres and Public Performances Regulations Ordinance 1912 of Southern Nigerian, at a meeting of the Executive Council, held at Government House in Lagos, on Monday the 16th day of February 1914, with the following eminent personalities in attendance viz;

Made the following resolutions:
“Under and by virtue of the provisions of sections one of the theatres and public performances regulation ordinance 1912 Southern Nigerian it is hereby ordered by the Governor General of the Colony and the protectorate of Nigeria, with the advice of the executive council thereof that all provision of the said ordinance shall apply and be in force. The Clerk of the Executive Council Mr. CT Lawrence Ordered in Council the 16th day of February 1914”.
“The Nigerian Marine and the Nigeria Customs were charged with the responsibilities for revenue mobilization Department of Nigeria Government. The Nigerian Marine has been highly performing its statutory function and duties engaging in sailing, Securing the Nigeria Coastline Waterways, Seaports and Jetties, participating in all Military Peace Keeping Operation or Conflict Resolution and Transporting Relief materials to a disaster or conflict zones”.
It must be noted that these colonial acts have not been repealed till date.
In 1922, during the British/Argentina war over Falkland Island, the Nigeria Marine Shore Base Department was conveyed by the Seamen to participate in the British and Falkland War. That same year King George the V of England changed the name of the Nigeria Marines to the Nigerian Merchant Navy (NMN) in recognition of her critical role at war times.

From 1938 to the threshold of 1940s, the Nigerian Merchant Navy (NMN) participated in the First World War in Germany; the Seafarers on board stood by to convey the Nigeria Army (AN) and their equipment to the War Zone. The unfinished business of the First World War led to the Second World War that ended in 1945. Based on her (NMN) contingency responsiveness, the Nigeria Government and the West African Frontier Force renamed the Nigeria Merchant Navy (NMN) as Quasi Military Force (QMF), that later became Nigeria Naval Force after some years.

In 1956, the Nigeria Port Authority (N.P.A) became fully operational. It inherited a staff asset of about 2,762 comprising 155 Officers and 2,607 ratings from the Nigerian Merchant Navy (NMN) (Seafarers), to enable the Nigeria Port Authority carry our their functions and operations.

In 1956, the Director of the Nigeria Port Authority (N.P.A) and the Nigerian Merchant Navy invited Captain Williams J. Skulil, a Director of Marine, from England. He came with the proposal for the establishment of the Nigeria Navy (NN). The first intakes of the Nigeria Navy (NN) were sourced on the basis of quotas from the following organization:
1. The Nigerian Merchant Naval Force;
2. The Nigeria Port Authority N.P.A; and
3. The Nigeria Inland Waterways Department
At the Nigeria Port Authority (N.P.A), the quotas were four (4) prospective cadet Engineers and four (4) Prospective Deck Cadets-all destined for services with the Nigerian Merchant Navy (NMN) (Seafarers) under the auspices of the joint scheme sponsored by the Nigeria Port Authority (N.P.A) and the leading Shipping Company, Elderdemstar Shipping Company. While the Nigerian Merchant Navy Establishment Ship Base was Quorra, Apapa- Olenu Marine Beach and Apapa- Old –Port, Lagos.

In the same period of 1957/58, the Department of the Establishment of the Nigeria Navy (NN) made a good progress despite the limited inherited funds from the Nigerian Merchant Navy (NMN) and the Nigeria Port Authority (N.P.A) at its disposal, she was able to clear her allocated site and kick started formal administrative functions. This was made possible because talks were held by the Defence Branch of the Governor – General’s Office with the Ministry of Transport and the Nigeria Port Authority towards reaching a settlement on the terms for the transfer of the site of the Nigeria Navy (NN) base from the Nigeria Port Authority N.P.A and the withdrawal from the Nigerian Merchant Navy (NMN) back to Government. A sum of fifteen thousand pounds $15,000.00 was agreed as compensation and the site was formally transferred back to Government with effect from the 1st April, 1957.

In 1958, Commodore A. R. Kennedy visited Nigeria from England accompanied by Joseph Edet Akinwale Way among others to submit to the parliament the proposal for the establishment of the Nigeria Navy (NN). This move led to the enactment of the Nigeria Navy (NN) Act of 1964 establishing the Nigerian Navy Force. Later, commodore Joseph Edet Akinwale Way naturally became the first indigenous Chief of Naval Staff and later rose to become the first Vice Admiral of the Nigeria Navy (NN).

In 1959, Dr. Philip Odimegwu Ojukwu established the Nigeria National Shipping Line (NNSL) with not less than ten Merchant Navy (MN) vessels. The Nigeria Government wrote to Queen Elizabeth II of England for the withdrawal of all Nigerian Merchant Navy Seamen (NMN) abroad serving on board British and German Ships – through secondment of services – to come and joined the newly established Nigeria National Shipping Line. As soon as Her Majesty granted the request, the Nigerian Merchant Navy (NMN) thereafter vacated their Establishment Ship Base at Quorra 1, Apapa Marine Beach for N.P.A Commercial Building, Apapa wharf. This action enabled the Nigeria Navy (NN) to take full charge of the establishment Base at Quorra 1 at Apapa. The fact that the “Nigerian Merchant Navy (NMN) Establishment” is permanently engraved on the structure of NNS Quorra attests to this undisputable fact/history.

As at Nigeria’s Independence on 1st October 1960, while the nascent Nigerian Navy (NN) was strictly performing her military duties, the Nigerian Merchant Navy was concurrently performing her Merchant Navy (MN) Security duties such as policing the Nigeria territorial Waterways, Seaports, jetties and terminals. These also included their Merchant Shipping business roles and were also generating revenues for the government from maritime activities just like their counterpart in the Nigeria Custom Service (NCS).

It must be recalled that before the Nigerian Civil War, the Nigeria Merchant Navy (NMN) had also participated in Wars in such places like Burma, Congo - Brazzaville. In early 1980s, the Nigerian Merchant Navy (NMN) Seamen were responsible for the transportation of relief materials to South Africans in South Africa up to 1987- at the peak of racial segregation policy (apartheid).

In 1984, the Nigerian Merchant Navy (NMN) conveyed both men and material for the Nigeria Army (NA) Navy to Iran to join their War Ships during the Iraq and Iran Golf War Peacekeeping operations.

In 1991, the Nigerian Merchant Navy (NMN) also participated in the then Liberian civil War and the Sierra Leone civil war between 1998 and 2000; conveying men and materials for the Nigerian Army and descending refuse back to Nigeria.

The Federal Government In 1993 tasked the Merchant Navy (MN) to go and convey home deported Nigerians stranded in Libreville, Gabon. This is in spite of her bigger responsibilities of sailing Nigerian vessels around the world; conveying Cargos from one Port to another. The Nigerian Merchant Navy has indeed contributed enormously to the development of this great NATION through its activities.

2.0 Conceptual Definition Of The Word “Navy”
The word Navy is defined as officers and ratings on board a Country War Ships or any Ship for that matter. Any activity of a ship sailing on water is described as naval. In times of War, it can be viewed from two angles, war against foes and war against nature. The wars are of two sides of a coin producing different and the same results, which is for the wellbeing of the Society in general. The level of development and welfare rights of the people in a coastal Country determines the advancement and development of the Country in terms of maritime activities. The two arms responsible for the maximization of the maritime economy and security are the Merchant Navy Commerce Seamen and the Military Navy.

The Military Navy are the war fighting Navy or frontal navy; who fight foes that are intent on destabilizing the peace and Maritime territorial integrity of a nation. They exist primarily to counter external aggressions. The Nigerian Navy high command manifests intellectual deficiency known as reductionism; they deliberately or naively reduced the concept of “Navy” to mean only the military navy-they are reductionists.

Every Maritime Nation world over recognizes the vital role being played by the Merchant Navy (MN) in her maritime economy -both in peace and in war times. The merchant ships in general are regarded as “the fourth arm of a Nation’s Defence”, after the Army, the Navy and the Air Force. Merchant Navy (MN) is the force multiplier auxiliary and logistics arms of a Nation Military Defence. They are trained for any war at sea thus merchant ships stand the same risk of being hit by enemies’ missiles, mines or torpedoes as military Naval war ships. Our experiences in the war furnaces of Liberia (1991) and Sierra Leone (1994) are pointers to the importance of the Merchant Navy (MN) in the life of every coastal and maritime economy as demonstrated by NMN (their logistic participation through conveying Nigeria Military and their War equipment to the war-torn zones through sea).

3.0 The Nigeria Merchant Navy (NMN) and the Nigeria Navy (NN) Relationship
3.1 – The Perspective of National Interest
Whereas the primary responsibility for the Merchant Navy and their trainings rest on the Ministry of Transport, a strong relationship has become imperative between the Nigerian Merchant Navy (NMN), Maritime Academy Nautical College (Oron – Akwa Ibom) and the Nigeria Navy (NN).

Whereas the Nigeria Navy‘s interest in the Nautical College Oron, Akwa Ibom State derives from the agreement reached between the Ministry of Transport and the Ministry of Defence (Navy) in March 1984. This also stems from the National Defence Head Quarters’ requirement for an adequate Nigerian Merchant Navy (NMN), manned by well-trained officers that possess an understanding of naval procedures. This is to enable the Nigerian Merchant Navy (NMN) and their ships to operate efficiently with the Nigeria Navy (NN) in times of Wars or Conflicts. The Defence Headquarter envisaged this task as requiring arms and ammunitions; regular training of ratings to sharpen their skills and keeping them in the highest state of readiness which is the greatest asset of a modern Defence Force or the Nigerian Merchant Navy (NMN) Coastal Defence Force.

Whereas this was the consensus among the top Naval Officers who participated in “Operation Danke”, the joint Naval exercise between the Nigeria Navy (NN) and their visiting German counterparts, on Sunday February 22nd 1987, alongside a unit of the Nigeria Air Force. The exercise -Operation Danke- was designed as exercise to enable the Naval Ships performs certain maneuvers, which culminated in the creation of an air-tight-shield for Merchant Navy (MN) Ships at the sea.

Suffice to say that in times of War, the Nigerian Merchant Navy (NMN) Ships which carry large quantities of war essentials and life-support materials for troops of their country represent prime target as they are the supply chain.

However, a convoy of Military War equipment and goods-landing-Merchant-Navy (MN) vessels properly screened or protected by a contingent of Naval Ships has a good chance of getting to its destination with little or no mishap. The celebrated “Operation Danke” recalled was under the tactical Command of Commodore Murtala Nyako; while Captain Allison Madueke was the fleet Commander for the exercise, and Captain Jerome was the Command Technical Officer. Other top Military officers who participated in the exercise were Captain Okhai Mike Akhigbe, Former Military Governor of Lagos State; Commodore Frank Nesiama, Chief Staff Officer Western Naval Command; and Colonel David A.B Mark, Commander of Corps of Signals, Nigeria Army now, His Excellency, President of the Senate. The exercise witnessed the assemblage of four Nigeria Navy Ships, NNS ARADU, NNS AMBE, NNS LANA and NNS EKPE; two German Navy Ships-Rommel D-187 and KOLN F-211 and one Nigerian Merchant Navy (NMN) Ship M/V River Mada all participated in the exercise.

3.2 The Nigeria Merchant Navy (NMN) and the Nigeria Navy (NN) Relationship – The Complimentary Perspective

The Nigeria Navy (NN) often collaborates with Nigerian Merchant Navy (NMN) fleets Officers and Ratings on auxiliary, logistics, vessels services and at times fishing crafts. In the same the Nigerian Merchant Navy (NMN) has looked up to the Nigeria Navy (NN) in time of dangers or protection from enemies in times of War at the sea.

The synergy and interdependence between the Nigerian Navy and the Nigerian Merchant Navy is currently receiving boost through modern ship designs and the reciprocal understanding of each other’s indispensability. For example, before now, the Nigeria Navy regarded the Nigerian Merchant Navy shipping as a vital nursery of Seamen which could furnish large number of trained sailors in times of crisis in our Nation, Nigeria.

3.0 The Fundamentals of NMN’s Vision, Mission and Ideologies
Both in the short-term and long-term, the goals of the organization embodied in Nigerian Merchant Navy (seafarers),Maritime, Petroleum Security and Safety Corps Bill (2011) require urgent legislative enactment to avert further economic losses (locally and internationally) to our great nation. The objects of our corps are mainly inspired by our early operational mandates, and the introduction of the International Ship and Port Facility Security Code (S.I.P.S), by the international Maritime organization (IMO) in the year 2001. This code was a response measure to 11th September, 2001 terrorist attack correspondingly on Pentagon in Washington and the World Trade Centre, New York- both of the United States of America.

Hence it became mandatory for the resolutions of the International Maritime Organization (IMO), International Transport Workers Federation (ITF), and the United Nations Transport Organization (UNITO) which states that every country in the world with access to both ocean and sea must have their Merchant Navy Security and Safety Corps to be affiliated to all the aforementioned international multilateral organizations. The affiliation of the NMN also known as the Nigerian Merchant Navy (NMN) (Seafarers) Maritime Security and Safety Corps will in the long run attract international -job -creating organizations to Nigerian maritime and petroleum economy. Specifically, the benefits that will accrue to Nigerians if the Nigeria Merchant Navy bill is enacted are stated viz;
1. The International Transport Workers Federation (ITF) will use this as an opportunity for the protection of foreign merchant ships, officers and crews on board. Further this will also be an avenue for Nigerians to pay their union dues as at when due; create international sea jobs for Nigerian Merchant Navy (NMN) Seamen/Seafarers’ just like their counterparts in Philippines, Korea, Malaysia, Ghana, Coted-ivoire, Congo, Tanzanian, Sierra Leone to mention but a few that are currently tapping into this vista of massive job opportunities. This will in addition give the Nigerian Merchant Navy as well as the sailors- in -training the opportunity to celebrate the World Seafarers’ Day by keying into the I.T.F programmes with government support.
2. The International Merchant Organization (IMO) will oversee the welfare and conditions of sea service with a view ensuring working environment conducive for all Seafarers. The IMO will make Nigeria an African regional hub for the celebration of World Maritime Day as African largest market and top economy.
3. The United Nations International Transport Organization (UNITO) is also contemplating provisions for the Merchant Navy Seamen direct participation in Peace Keeping Mission, or in times of conflict resolution under the United Nation Peace Keeping Operations. This prospective direct participation will be in terms of rendering logistic and humanitarian services.

4.0 Brief Reviews Of The Merchant Navy Corps In Other Climes
4.1. The United States Merchant Navy (USMN) Corps is called the United States Marine Corps. It was established as a separate service within the United States, which provides specially trained amphibious force, readily available to each of the major fleet commands. This concept was reaffirmed in the National Security Act of 1947 of the United States of America, which charged the US Marine Corps with the Primary Mission of providing troops essentials; the prosecutions of a responsibility for continue development of tactics for territorial water Security and Safety.

The United States Coast Guard was also created out of the United States Merchant Navy (MN) (Seafarers) under review. The US Coast Guard- as an auxiliary arm of the US Military- has about 34,000-guard workforce spread across their Nation; it is wholly composed of Civilian Volunteers Organizations. It was established in 1912 under a multinational agreement upon which the government enacted International Ice Patrol Act of the US. The Coast Guard comprises Crewmen; who can jump into the water to rescue others; embodying the long standing tradition of Coastlines world over.

Currently, the United States citizenry do not revere much the invaluable role of the Coast Guard in almost all their National Maritime issues. He did not relent in ensuring a cumulative build-up of a formidable Navy, commensurable with then large Soviet Unions. He complimented his work with the development of a world – class Merchant Navy (MN) (as a reinforcement reserve) with a view to fulfilling and sustaining USSR’s global super mission.

4.4. The Malaysians Merchant Navy (MN) Security and Safety Corps of their maritime was called Maritime Security Agency and has nothing to do with Malaysia Military Force – no conflict of role with the Malaysian Navy. This is because the Malaysia Government did not want anything that will jeopardize her international trade and commerce.

4.5. Others like the Australians, Canadians, Panamanians, the Ghanaians, Spanish, Pakistani, Ivorians, Norwegians, Indians, Singaporeans, Greeks, Senegalese, Sierra Leones, Liberians, Egyptian among other countries have their Merchant Navy (MN) Corps established in line with international laws and conventions. The enforcement agencies are the International Merchant Organization (IMO); International Transport Workers Federation (ITF); United Nation International Transport Organization (UNITO) and African Union Organization (AU) General Assembly resolutions on the “International Ship and Port facilities Security (ISPS) Code” convention in Geneva, Switzerland 2001. These resolutions mandated all countries that have access to both Ocean and sea to establish their Merchant Navy Corps and affiliate them to all the foretasted internationally related Organizations.

4.6 The benefits accruable to Nigerian government on the basis of NMN -proposed -legislative establishment and affiliation to the aforementioned international agencies are:
1. The Merchant Navy (MN) regional and international countries will prevent any illegal exportation of dangerous weapons from their countries to members state countries;
2. The ITF will create international and regional sea jobs for Nigerian Merchant Navy (NMN) (Seafarers) by means of prompt and adequate payment of ITF (seafarers) engagement –on-board-union dues and adequate payment of salaries of ITF wages based on the carbotage Act 2003, and the implementation of (SOLIAS) STCWC Mandatory Conventions.
3. The IMO will oversee the welfare and working conditions in the maritime industry-focusing mainly on seafarers, sea service, the safety and environment conducive for seafaring.
4. The UNITO will give a world-class logistic and technical support service to the Nigerian Merchant Navy (NMN) Security and Safety Corps in terms of strategic intervention or when call upon to undertake logistic service for African Union (AU), ECOWAS and United Nations Peace-Keeping missions or in time of conflict resolution – supply of relief materials in distress situation.

The major objectives of seeking legislative enactment for the Nigerian Merchant Navy (NMN) (seafarers) Maritime & Petroleum Security and Safety Corps Bill (2011) are:
i. to ensure proper coordination of all Nigeria Seamen nation wide with a view to bringing development into marine areas; and
ii. to ensure that Nigeria maximize her economic potentialities in the maritime sub-sector which are currently in favour of foreigners, thanks to the dredging of the Lower Niger and future dredging of more inland water ways.

The Nigerian Merchant Navy (NMN) Corps will through its operations amongst other things generate revenue for the federal government of Nigeria and create hundred of thousands of taxable for the teeming unemployed youths. This will make Nigeria itch closer to the achievement of the Millennium Development Goals (MDGs’).

5.0 Booby Traps and Gestapo Attacks on NMN Coordinated By the Nigerian Navy (NN)

5.1 Background
The challenges faced by the Nigerian Merchant Navy (NMN) (seafarers) while trying to perform its duties started in 1967 after the establishment of the Nigerian Navy (NN) in 1964. The Nigerian Navy (NN) gained access and took over part of the maritime seaport security from the Nigerian merchant navy in 1967 due to Nigerian civil war purposely to curtail and clampdown on illegal importation of arms and ammunition into the country by the Biafra authorities. This led to the permanent establishment of seaport commands in all Nigerian seaports by the Nigerian Navy. However in 1999, this policy was reversed by the federal government and the Nigeria Navy was ordered to remove their naval bases from the various seaports spread across the country in order to give way to the Nigerian Merchant Navy. It was abolished in 1999 for all Nigerian Navy (NN) formations to go back to their naval bases in order to give way to the Nigerian Merchant Navy (NMN) (seafarers) as a commercial Navy to perform their duties.

Whereas in 1995 during the military regime of General Sanni Abacha, the former minister of transport, Major General Ibrahim Gumel of a blessed memory liquidated the Nigerian National Shipping Line, NNSL. The liquidation of NNSL paved way for a lot of criminally minded individuals to use foreign vessels for import illegal arms, ammunitions and sophisticated weaponry into Nigeria. Prior to this liquidation, the NNSL was the only vessel used by the federal government to transport military equipment into the country. This one –liquidation-too-many brought set back to the Nigerian Merchant Navy (NMN), seamen, officers and rating cadets of Maritime Academy Oron and School of Oceanography Lagos. These rating cadets and seamen have no vessel provided for their Sea-Going-Practical Trainings.

Since the liquidation of NNSL, the Nigerian Merchant Navy (NMN) seamen’s entitlements for their participations in ECOWAS and United Nations Peace- Keeping missions in West Africa sub-region since 1988 – 1992; Iraq and Iran gulf war 1988-1992; Liberian war in 1990 – 1993 and Sierra Leonean war in 1994 has not been paid till date. The fund is trapped within the relevant parastatal of the Federal Ministry of Transport since NNSL has been shut down. The ebullient heads of the responsible parastatal are very competent to tell the whole world where this fund is domiciled is domiciled.

After the liquidation (NNSL) in 1995, seamen that are working under the government became street roamers; professionals who underwent a lot of trainings in technical skills and counter sea crimes and piracy in the high blue sea were abandoned; they had no option than to join private coastal vessels. This scenario logically heightened illegal oil bunkering activities, as well as illegal arms shipment into the country by some criminally minded ship owners and importers. We have made a lot of arrests in respect of illegal oil bunkering activities and importation of fire arms and handed over the suspects to the Nigerian Navy (NN) in at the followings: NNS Beecroft, Lagos state; NNS Urapale, Ogorode-Sapele, Delta State; NNS Umaloku, Warri-Delta State; and NNS pathfinders, Port Harcourt. We later discovered that the Nigerian Navy (NN) was behind them in a criminal collaboration with a Lebanese man in Nigeria; a chief importer of fire arms; who exchanges the arms for crude oil.

5.2 Dateline 2/08/2005
Our seamen on board ships- on the high sea professional surveillance -represent credible sources of the incriminating information which the Navy has not done much to the debunk –these include some technical exhibits and photo evidence, with which we backed our petitions to the then Honorable Minister of Defense and the then National security Adviser (NSA), Alhaji Rabiu Musa Kwakwanso and Rtd Lt. Gen.Aliyu Gusau respectively. I was scheduled to see the Honorable Minister on the 2nd of August 2005 but the Principal Staff Officer (PSO) to the Honorable Minister, a Navy Captain, ordered my arrest for my refusal of his verbal proposition – settlement to vacate in the struggle – to me in his office at the Defense Ship House, 5th floor.



5.3 Dateline 2/08/2005
On the 9th of the same month, the PSO ordered some Naval men and police men to ransacked my house at No 2 Rycroft Road G.R.A Apapa, Lagos ;they confiscated all my household property including my car (BMW) before I was released from the guardroom at Mogadishu Army Barracks, Abuja. Later again, I was detained at Kubwa police station, until the former commissioner of Police (FCT), Mr. Emmanuel Alobi, came by himself at about 1:30 am to effect my release from the cell. My release was on the order of the Senate arm of the National Assembly.

5.4 Episode 2006
In October 2006 after the establishment of the Maritime Security Corps by the Executive Council of the Federation (EXCOF) at the State House Abuja, the Joint Maritime Industrial Labour Council, JOMALIC, in connivance with some Nigerian Navy personnel from NNS Beecroft and a team of police men, invaded, ransacked and vandalized our National Directorate Headquarters at NPA Commercial Building, Apapa wharf and made away with all our documents.

In view of the above, we requested for alternative office allocation through the Head of Civil Service of the federation Apapa. This was facilitated by a letter from the Senate Committee Vice Chairman on Housing and Urban Development, to the Head of Civil Service in charge of all federal Government landed properties in Lagos state. Subsequently, No 6, Force Road, TBS Onikan, Lagos state was allocated to us.

The office (6 Force Road) had been abandoned since the Abolishment of the General Buhari’s Military Miscellaneous Tribunal – established in 1985 –by Gen.Sani Abacha. The Nigerian Navy had been embittered since we formally alerted the office of the N.S.A and Defense Headquarters, Abuja on the rate of importation of illegal fire arms and other weapons; the crippling siphoning of crude oil through the sea bed and pipeline vandalism in the creeks; division of refined products and selling of adulterated crude as heavy black oil; and dumping of toxic wastes in Nigerian waters that lead to the death of fisheries in Nigeria.

Whereas oil spillage hitherto was held conservatively as responsible for the destruction of aquatic lives (including fishery) and terrestrial ecosystem, the villain guard, instead of accepting responsibility for dereliction of duties and institutional malfeasance, is throwing mud and flexing muscles through the big stick and sledge hammer methods. We sent memo – exposing all the atrocities – to the Federal Government on the 22nd November, 2007 to enable the authorities address the situation permanently.

5.5 Dateline 24/11/2007
On the 24th of the same November, 2007 some Nigerian Navy (NN) personnel trailed me to a petrol station at Mile 2 where two Russians seamen vehicles where impounded by LASTMA. I was buoyed by espirit- de – corps to plead to the naval personnel attached to the LASTMA, only to be arrested and locked up in the Navy cell (alongside my boys) until the court ordered for our release. My arrest was instigated by the naval men who were on my trail.

5.6 Dateline 24/12/2007
Despite the subsisting court order, on the 24th of December, 2007, the Nigerian Navy(NN) went ahead to invade our Directorate Head Quarters Ship Base, arrested all our officers and ratings ;made away with all property. The mega raid was led by Navy Captain Femi and Navy Captain Ayanpele – each of them has over twenty petroleum filling stations (see copy attached.)


5.7 Episode 2007
In the same year 2007, the then D.G NIMASA induced the policemen from Alakara Police Station, Mushin, Lagos to eliminate me. I was on the verge of suffering a hired extermination when the patriotic Nigerian Army miraculously came to my rescue. What kind of public interest motivated the NIMASA D.G, who had previously used the police from Ilupeju Police Station for the same attempt to embark on this kind of misadventure? The first plot was frustrated by the N.S.A, through telephone calls to the D.P.O, who cowardly aborted the plot to kill me and fled his duty post.

5.8 Dateline 27/11/2009
On the basis of the Order of the High Court of Lagos State, the Nigerian Navy which has been restrained from harassing us, has resorted to using the Police .On the 27th November, 2009, the Navy disguised themselves in a compound beside the Police Station at Owode –Egba, and launched attack at the Merchant Navy (MN) corps trainees; killing eight corps members before the Army from the D.M.I. came to the rescue of the Merchant Navy In Ogun State. The National Assembly had to invite the former Chief of Naval (CNS) Staff Vice Admiral Abdulganiyu Adekeye on the 31st of January, 2008 to explain the rational for the brazen audacity, illegalities and impunity. The National Assembly was dumbfounded when the CNS could neither explain nor defend the weighty allegations he used as excuses to murder and maim officers and rating of the Nigerian Merchant Navy (NMN) corps.

5.9 Dateline 6/05/2008
On the 6th of May, 2008 the Nigerian Navy subtly continued their hostilities using the police and a deputy director, office of the Secretary to the Federal Government (S.G.F)’s Liaison office in Lagos. They raided and re- arrested our officers and ratings; seized the organization properties.

5.10 Dateline 8/05/2008
On the 8th of May, 2008 when I went to see the then Secretary to the Federal Government, Ambassador Babagana Kingibe, while in his office waiting room on the 7th floor of the Federal Secretariat Abuja, I beheld Mrs. Yemisi Kefas calling on the Nigerian Navy – led by one Commodore A.O Daniels and three other Naval ratings and the Police –to assist her to arrest me and five others to the State C.I.D, Abuja. They later went to my residence and packed all my properties; including a car and relevant documents.

After fifteen days in the police cell, The Nigerian Navy and Mrs. Kefas where no were to be found. The Police I.P.O, S.P Ben Igwe and Inspector Azuka Obole demanded a bribe of six hundred thousand naira from me before my properties and five of my officers would be released. All these were captured in a press conference (immediately) called by the Nigerian Merchant Navy (NMN) (Seafarers) Corps which restated our unequivocal stance on the criminal collusion between the Nigerian illegal importers of the sophisticated weapons, the Nigerian Navy (NN) and their civilian collaborators for stealing Nigerian oil.

Instead of debunking the damaging allegations by the NMN, which include bunkering activities, missing of vessels, cargos on board ships and illegal importation of sophisticated weapons, the Nigerian Navy (NN) merely accused the NMN of impersonating the Nigerian Navy (NN). What kind of Perfidy, logical tragedy and naiveté of a state institution? We went to court and secured a court order declaring the assault, arrest, and detention of our officer and men as illegal, unconstitutional, null and void. This also includes restraining the Nigerian Navy (NN) and its Police collaborators from further violating our fundamental human rights.

Others include a declaration that Nigerian Navy Merchant Navy (NMN) was established in 1914 as the Nigerian Marines .The name was changed to the Nigerian Merchant Navy (NMN) in 1922 by King George v of England before the Nigerian Navy (NN) was proposed and established in 1957. The Nigerian Navy started with two hundred Nigerian Merchant Navy (NMN) (seafarers) officers and ratings that were seconded to form an independent Nigerian Navy (NN) headed by Joseph Edet Akinwale Way from Nigerian Inland Waterways, while some Nigerian Merchant Navy (NMN) patrol-operational boats and their security equipment were also transferred to the Nigerian Navy (NN) in 1964.All these were captured by the court declaration.

6.0 How NIMASA Muddles Vision 2o:2020 and Contributed to Niger-Delta Restiveness
6.1 Besides, about 5000 vessels are operating and trading in Nigerian territorial Waters without crewing Nigerian seamen. We have discovered that the Philippines, Greeks, Indians and Koreans seamen unions had been paying the sum of $35000, 000 US Dollars yearly to Nigerian Maritime Administration and Safety Agency (NIMASA) to allow JOMALIC retain foreign seamen on board ships, oil Platforms, Oil Rigs, Supply and service boats. This is against the spirit and letters of the Carbotage Act 2003 of Nigeria, which confer 80% of every shipment labor to Nigerian seamen, while the rest 20% is for the foreigners. But alas, less than 5% of Nigerian seamen are engaged per ship while the foreigners enjoy the rest 95%.The Merchant Navy bill, if becomes an Act, confers the enforcement of the Carbotage Act 2003 on the Nigerian Merchant Navy. Mr President Sir, what will happen to crime rate, Gross Domestic Product, and the standard of living in Nigeria if 330000 new jobs are created under your tenure?

Hundreds of thousand of Nigerian Merchant Navy are jobless. Let us see what we are missing: 33 seamen on board each vessel multiplied by 5000 vessels, equal to 165 thousand seamen on six months article onboard multiplied by two-2 articles per year- in a year equal to 330000(three hundred and thirty thousand seamen) in one year. These are the job opportunities for Nigerian seamen that NIMASA has unpatriotically shutdown. This would have significantly eased the tension in the Niger delta before the amnesty. Hence, NIMASA technically precipitated the Niger-Delta militancy and insurrection since the region is traditionally seaborne in commerce and economy. The unpatriotic action of NIMASA is at crossroads with Nigeria’s vision 20:2020 which aims to make Nigeria one of the world-top 20 economies on a sustained GDP minimum of 6%.

6.2 Dateline 21/12/2006
The exposure of this top secret ignited NIMASA to sponsor 15 of the Nigerian Police men from Ilupeju Police Station headed by one sergeant Fadikpe, who invaded my family house on 21st December, 2006, arrested me and made away with all my documents.

6.3 Dateline 09/10/2007
On the 9th of October, 2007 before the road to Alakara Police Station, Mushin Lagos State, some Policemen from Alakara made an attempt on my life. My car was vandalized and the sum of 2.7 million Naira was taken away alongside other items by the five policemen from Alakara Police Station. We later discovered a letter with the DPO (CSP) Mr. Emmanuel Ezeji, jointly written by one Mr. Thomas Kemewarigha and Idowu Matthew addressed to the commissioner of Police Lagos State detailing plans to eliminate me on the grand order of Dr. Ade Dosumu, former NIMASA DG.

6.4 Dateline 21/09/2011
In the month of September, 2006 Dr. Abiye Sekibo the former Honorable Minister of Transport and His Excellency, Dr. Muazu Babangida Aliyu, as a then Permanent Secretary in the Federal Ministry of Transport took the issue of the Nigerian Merchant Navy (NMN) (seafarers) Maritime & Petroleum Security and Safety Corps to His Excellency Former President Olusegun Obasanjo (GCFR). The approval and establishment of NMN were made by the Federal Executive Council of the Federal Republic of Nigeria 21st September, 2006. This made the former President Olusegun Obasanjo (GCFR)to send a delegation and the State Security Service(SSS) to inspect the facility(6 Force Road ,Obalende) before we received an approval letter from the State House, Abuja. This made the Nigerian Navy and oil bunkers to go gaga with unclothedness and desperation.

Over the years, the Nigerian Merchant Navy (NMN) has been participating in combating maritime crimes, arresting those involved in it and handing them over to the Nigerian Navy (NN).This is the only basis for the unrelenting attack on me, officers and ratings of the Nigerian Merchant Navy corps by the Nigerian Navy (NN) and the Police. The Nigerian Navy (NN) invaded our offices, arrested and unlawfully detained me and some officers and Ratings sealed our offices – ship base at no 6, Force Road TBS Onikan, Lagos since 2007.

They have found an ally in Mrs. Yemisi Kefas, Deputy Director Lagos Liaison Officer, and Office of the secretary to the Government of the Federation, who is in solidarity with them to legitimize their illegal actions. They continue to keep our officially allocated offices under lock and key by the influence of ‘the secretary to the Government of the Federation’ as purported by Mrs. Yemisi Kefas despite proofs to the contrary. This is despite a subsisting court order directing the Police security to vacate the premises and allow us access to our offices. The Police have refused to vacate the offices and release our properties illegally confiscated and are in their possession at Panti Police command Yaba, Lagos State. The name of the I.P.O is Inspector Ekwueme.

6.5 Dateline 24/12/2007
In December, 2007, the Nigerian Merchant Navy (NMN) (Seafarers) Maritime & Petroleum security and safety Corps and the Nigerian and Civil Defense Corps (NSCDC) were on joint- patrol operation in Akure -Ondo State. On the day 24th December, 2007, men of the NMN and NSCDC arrested oil bunkerers with full trucks of petroleum products scooped from the NNPC pipelines. The local Government Chairman and other chiefs ordered their Police orderlies to intervene and brutalize the men of the Nigerian Merchant Navy (NMN) corps and the Civil Defense Corps (NSCDC), because both organizations were not armed. The policemen attempted to hijack the products and the patrol squad to God -know’s destination until the Army rapidly intervened. The matter was brought before Mr. President at the State House Presidential Villa Abuja.

6.6 Dateline 24/11/2009
On May 24th 2009, I was trailed by some armed gunmen from Port Harcourt to my country home in Sapele, Delta with intent to assassinate me. They laid siege to my family compound and I called the Sapele Police Station, but got no response. This prompted me to call the Army squad of the Joint Task Force (JTF) from Amokpe, Sapele who promptly came to my rescue, arresting two of the assailants that night. The (JTF) handed over the two arrested men to the police at Sapele Police Station; one of the arrested assailants was identified as Owhen. The Police Officer who received the suspect is Sergeant Evans Ogugo who unfortunately released the two arrested assailants the next day. In a sober confession, one of the assailants confessed that the then chairman, Okpe Local Government Council, Sapele, conspired with the Police to affect the release of the two suspects.

6.7 Dateline 2/06/2009
And on June 2nd 2009, they made a second attempt on my life. This time five of them (including Owhen, who was initially arrested by the (JTF) and handed over to the Police, but was later released by the Police) were involved. The names of the four others are Jonathan Eyikimi, Mr. Bangharo, Mr. Atigbi, and Mr. Kiki.

Two of the suspects, Jonathan Eyikimi and Owhen, who were arrested by the men of the Nigerian Merchant Navy and the JTF Army, confessed that their sponsors are one Chief Urowino, Mr. Sylvester, Mr. Promise Akpeto and six others at Sapele. These men are petroleum bunkerers who owned a local refinery at the Benin River, Delta State. They further confessed that one naval intelligence officer; a Lieutenant commander from the Naval Base in Ogharafa was involved in the bunkering deal. So far in their bid to eliminate me and personnel of the NMN for exposing their criminal activities, they have been desperate and vicious. They also confessed that they killed some soldiers patrolling Benin River Waterways on February 22, 2009.

Despite these confessions, the Police released them owing to the involvement of a Naval Officer from Ogharafa and curiously arrested and detained five personnel of the NMN who arrested them in the first place. The police confiscated all the evidence that the NMN had including video cameras, a photo camera and the written statement by the assailants. The Police paradoxically framed up and detained the patriotic NMN personnel; charged them to court, but the court later granted them bail and struck out the case.

The Police Officers involved are Sergeant Evans Ogugo, Sergeant Patrick Uluozye Sergeant John and the D.C.O, Sapele Police Station and Mr. John Olise. Mr Olise is now presently at Police Headquarters in Asaba, Delta State. His transfer was so sudden and designed to cover the fiasco in the fashion of the “unknown soldiers”, which is a defensive phrase when it comes to the question of “who dun it”?

6.8 Dateline 27/11/2009
On 27th of November, 2009 at Owode – Egbe Ogun State, an Eid-el-Fitri day, I went to visit the Nigerian Merchant Navy Training Base located there with a high sense of respite. This was based on Form number 48 of The High Court of Lagos State, Igbosere Suit No M/511/2007 & Suite No. M/108/2010, issued to the Chief of Naval Staff, Defense Headquarters, Abuja for disobedient to 14th December, 2007 Order of Court.

I was stupefied and dumbfounded when Navy Commander B.B Kole led some armed men and a number of Policemen from Owode-Egba Police Station; they invaded the Nigerian Merchant Navy Corps training base at the full glare of the Police Force Area Commander, an Assistant Commissioner Police in rank, who was with the DPO at about 6:30am – 7:00am on that fateful day. They (DPO and Area Commander) had given them coverage with the supervision of the area commander in person; observing the crude and barbaric ‘wiping out’ of the Merchant Navy; some were shot to death; some sustained bullet injuries. Yet, the Area Commander arrested them (the wounded) and detained them with bullet injuries for over three week in the Police cell at Abeokuta, Ogun State.

A new twist in the criminal resistance emerged in Delta State. There is a triangular conspiracy between some elements of the Nigerian Navy (NN), the Police and armed hoodlums, who are their agents and foot soldiers in oil bunkering, with a view to targeting and eliminating me and my officers. Mr. President Sir, can you see the prices of patriotic duties without a police cover and state-bold- legislative mandates?

6.9 Episode 1, January 2010
Again, in early January, 2010, Assistant Superintendent of Police (ASP) Mr. Idakwo, a Police officer from SCID, State Police Headquarters, Asaba held a meeting with three naval intelligence officers from Ogharafa, and chief Urowino, Mr. Promise Atokpe at PTI Restaurant in Effurun-Warri, Delta State. At the end of their meeting, A.S.P Mr. Idakwo – from SCID Asaba – was paid the sum of four million naira to use the DPO (CSP) Mr. Emmanuel Ijeh of Isiokolo Police Station, to destabilize the activities and operation of the NMN in Delta State. The target activities of NMN are aimed at curbing oil bunkering and other criminal activities in which the assailants and their sponsors are involved.

6.10 Dateline 23/01/2010
On 23rd January, 2010 the same ASP Mr. Idakwo and the DPO CSP Mr. Emmanuel Ijeh of Isiokolo Police Station, arrested two officers of the NMN at the base allocated by the NDDC Housing Estate at Isiokolo without informing them of their offences or any reason for arresting them. The third day they came back to invade and vandalize the base. They were detained for over 30 days without charges brought against them in the court of law. It took the intervention of the council to the NMN who took up the matter with the Commissioner of Police, Delta State Command before the Police could charge the two NMN personnel to court on a frivolous and illogical charge of “wearing naval uniform”. They were granted bail and the case was later struck out.


6.11 Dateline 15/04/2010
On April 15th, 2010 the same ASP Mr. Idakwo from SCID and the same DPO Isiokolo Police Station arrested six officers and Ratings of the NMN; one officer and five Ratings clamped into detention at Sapele and Asaba Police Station before a magistrate court ordered their speedy release.

6.12 Dateline 1/04/2011
On the 1st of April 2011, the Nigerian Merchant Navy (NMN) corps Intelligence Unit discovered some quantities of illegal fire arms on Sapele New road and Ghana, and in Efurun-Warri belonging to some politically exposed petroleum bunkerers, arms dealers and influential sociopaths.

6.13 Dateline 17/04/2011
On the 17th of the same month after the Nigerian Merchant Navy (NMN) corps made video and Photo snap shots of the ammunitions in make-shift amouries. Unknown to my men, a Nigerian-Navy rating from the Ogorode Naval Base was clandestinely trailing them from Sapele to Warri and to their house in Agbarho. They beheld and heard him calling the D.P.O Mr. Gabriel Akukwonem at Agbarho Police Station to order the seizure of the photo and video cameras –including their accessories. The NMN officials were locked in the Police cell for over six days before the DPO was ordered to release them, while their properties are yet to be released by the DPO of Agbarho Police Station.


7.0 Summary of Requests and Prayers
7.1. Your Excellency, Mr President, below are statements of our specific request:
7.1.1. The Nigerian Merchant Navy (NMN) (seafarers) Corps has addressed several petitions to the Inspector General Police (IGP) and the Police Service Commission on these incessant harassments and disobediences to court orders by the Police and Navy, but got no response, while the harassments continue. We gracefully appeal to your Excellency to order investigation into all the harassments with full weight of the laws and save my life through state protection as an endangered citizen. The Rtd Vice Admiral Ganiyu Adekeye, who had the most infamous tenure as the Chief of Naval Staff, is living in regal splendours at his country home, in Offa, Kwara state, while I have become a vagabond; hiding in my own country from Nigerian enemies of Nigeria. I NEED A STATE PROTECTION; THE NIGERIAN STATE CAN NOT DUMP ME AND NMN NOW!

7.1.2. Do cause the National Security Adviser(NSA) to the President, Commander -in- Chief of the Federal Republic of Nigeria, to intervene and call the Nigeria Police and the Nigerian Navy Authorities to respect the rule -of -law of our great country, Nigeria, and to release all our properties that they forcefully seized and confiscated out of bias and partisanship.

7.1.3. It should be recalled that Several of such petitions were written to the out gone S.G.F Alhaji Yayale Ahmed bordering on oil bunkering allegation against the Naval Authorities by the Navy officers and men, equally against the CNSship of Vice Admiral Abdulganiyu Adekeye .The celebrated case of the disappearances of MV African Pride and MV Lina,both merchant ships held for offshore theft and bunkering of petroleum products, cast a dark shadow of rot on the state institution called the Nigerian Navy.
This does not however called for the disguised disenfranchisement of the Nigerian Navy as being promoted by the proponents of Nigerian Maritime Security Agency(NMSA) Bill 2011, but actualization of the prospective Merchant Navy ACT to save Nigeria the NEGATIVE SANCTION of International Maritime Organization(IMO) and unnecessary duplicity. Do give executive support to the Merchant Navy Bill as an impetus to Vision 20:2020 and the Millennium Development Goals (MDGs)

7.1.4. We are also appealing for the approval and empowerment of the Nigerian Merchant Navy corps, through logistic and financial supports until our bill- before the Senate at the National Assembly- is passed into law. We are basking in the spirits of the record supports the Nigerian state gave to Red Cross, Road Safety Corps and Civil Defence Corps- who were public spirited NGOs –before some of them were legislated into laws.

7.1.5. Attached hereto are the registration certificate from Ministry of Commerce and Industries; copy of the proposed bill; letters from the former President Olusegun Obasanjo, Ministry of Transport, Head of Service, Former Senate Committee chairman on Marine Transport; brief history of NMN and other relevant literature to broaden your esteem horizon.

One wonders why poverty could make a PhD candidate, a respected intellectual and a professor attached to a national academy stooped so low to destroy his fellow Africa just for a dollar paid through a secret agent.

Thus, the intendment of their offensiveness is what is known in law as augmentum adhominem, the logicality of flawing the personality and not the issue to destroy oyibo and his apologies through the use of non-core issues like politics, challenges and social relations of GAGUT to obscure the core issues represented by GAGUT. If not, how will one answer the following question base on the voyage so far in my own scientific literacy: can Prof Oyibo not be referred to as an authority in the world of sciences? Does award gives functional validity to discovery? Has oyibo discovery been dismissed through peer review? Has American Mathematical Society endorsed GAGUT? What is European Mathematical Society take on GAGUT? What of Prof Jaume Carot, prof. Amos Eaton? Is the validity of scientific award achieved on pages of newspapers? Is oyibo a professor in any of the over 500 university in the world? Has oyibo ever had a global lecture tour that extends to Africa? If yes, where were the literal mercenaries and their foreign sponsors? These should have formed the basis of their out- of- context junks written by African Esaus and sponsored by the foreign Abrahams. INTRODUCTION: - The renowned Nigerian merchant Navy Corps was statutorily constituted through the shipping and navigational ordinances No 47 of 1917, No 12 of 1919 and No 53 of 1922 (Cap 104) as colonial Marine department or Directorate headed by a Director of Marine (D.O.M). The marine department was created in 1914 after the merger of Northern and Southern marine detachment (Merchant Navy). This had been the status quo until the frontal Navy (The Nigerian Navy) was Created with the secondment of 200 officer and men with eleven small boat and harbor craft for conversion into Royal independent navy Force from the Merchant Navy. Even when the establishing Acts of the Nigerian Merchant Navy was not repealed, the public service outfit got stampeded within the Nigerian Bureaucracy without funding and organizational appraisal. Now ship of Nigerian Merchant Navy Corps is setting sail again, thanks to the ongoing reconstitution by the federal government based on the subsisting legislations and the Inspiration from the Nigerian Merchant Navy, seafarers, Maritime and Petroleum Security bill (2009) at the National Assembly.

Universities as citadels of learning are meant to equip individuals with positive-formal knowledge (both theory and practicals) with a view to exploring their physical and social environments. The society in the long-run perpetuates itself from the recreations of university-exposed individuals; the sophistication of the society is synonymous to the ability of the twin qualities of the acquired skills and the resultant patronage of the skills.

Thus, no nation makes progress without making university research play a cardinal role. This is the path undertaken by Asian tigers and developed economies. It should be noted that research here solely means research by home universities in response to social trends, domestic needs and global challenges; supported with appropriate policy and readily available public/corporate funding. The Asian Tigers-Malaysia, South Korea and Singapore have leap -frogged us today because we continued to look else where for solution that is not coming, we are inconsistent with our policy designs and implementations. Did we not start our economic recovery the same time with South Korea, Malaysia, Singapore, India and Brazil?

Hence, the missing link is the cardinal role which the university system is expected to play in the area of scientific research and technological Innovation, while social sciences and Humanities remain as in the back ground. In essence, the level of sophistication of every economy is predicated on her level of scientific and technological advancement. It is along this direction that the Federal Military Government in late 1970s, awaken by the thought of “a dawn” of Nigerian industrial revolution through Ajaokuta Steel Company converted all Colleges of Technologies to Federal Polytechnics through Decree No 33 of 1978. The main objectives of this decree was to give a legal teeth to technical education and encourage the steady supply of low level, middle level man power required for Nigerian Industrialization that never was.

My curiosity was heighten when I saw a telecast of the news that the Federal Government is about creating a six new Universities to be spread equally among the six geo-political zones with a view to creating more space in university admission for Nigerians. Some people reacted by proposing outright takeover of some state government-owned universities; others proposed establishing them based on political equity; while some are manufacturing many incomprehensible formular based on partisanship, ethnicity and primordial sentiment etc. All these to me are off track in-terms of national imperative, consistency and policy discipline.

It should be recalled that our past investment in universities education since 1960 to date has not correspond to synonymous development of jobs outlets. The planned and programmed phase out of National Diploma and Higher national Diploma is ongoing while the National Board for Technical Education (NBTE) has designed entrepreneurial schemes for job creation and polytechnic undergraduates. Along this line, the Obasanjo’s government between 2005 and 2006 had initiated a process of converting all the polytechnics to campuses of the existing contiguous universities. All these were to meet a common objective-increasing the admission space using the existing infrastructure for cost effectiveness. The Committee of Head of Technological Institution (COHEAD) responded with their insiders’ view: that it should be gradual; that each polytechnic in a geopolitical zone be selected as a model to award degree in a fashion that the elements of Technical Education will not be lost – Technical Universities; others will follow in due course. All these plans, recommendations and white papers are still within the reach of Federal Ministry of Education, House and Senate Committees on Education, and the office of the Secretary General of the Federation
In view of the foretasted backgrounds, I enjoined the Federal Government and the National Assembly to consider the following points and questions before establishing the proposed Universities:
Get the view of education stakeholders including the opposition parties;
What kind of university does a particular state in a geo-political region need – conventional, technological Agricultural or technical?
Have we come of age to have technical universities – for technical Education – as in Renssealleur Polytechnic University New York, Regent University U.K etc
Is a particular university to be created critical to Vision 20:2020?
What is the cost – effectiveness of these new universities in view of the unresolved challenges of the existing ones?
Is it wise to consolidate existing schools -relevant federal institutions- than to open new ones in the spirit of current national priority?
How feasible is it to get the bills of the proposed universities enacted compared to amending the extant laws of the existing ones in view of legislative rigorosity, bottlenecks and President Goodluck Jonathan’s urgent need to expand the admission space in our national universities?

Bye and large, in view of the noble objective of the federal Government, the spirit of Decree No 33 of 1978 – which establish the polytechnics -and the needs for scientific and technological advancement that constitute the boulevard to Vision 20:2020, I would recommend the following in the spirit of patriotism from the highway of logic, experience and national priority.

North – Central University of Technology with specialization in Metallurgy and Material sciences Home to iron ore deposit; Ajaokuta steel company; to develop indigenous steel expertise The Federal Polytechnic, Idah Kogi State
North – East University of Technology To innovate and access the technological potentiality of the savanna Federal College of Education (Technical) Potiskum, Yobe
North – West Federal University of Science and Technology Only Zamfara and Kebbi states are without Federal Universities but with Federal Polytechnics. The federal Polytechnic Kaura Namoda has a better pedigree Federal Polytechinc Kaura Namoda Zamfara State
South – East Conventional University Ebonyi And Abia States are without federal University Akanu – Ibiam Federal Polytechnic, Unwana Ebonyi State.

ZONE REQUIRED UNIVERSITY LOGICAL IMPERATIVE RECOMMENDED SCHOOL
South – West Conventional University Ekiti is a fountain of knowledge; only state without a federal University in the South – West Federal Polytechnic Ado -Ekiti

Above all, the proposed recommendations if adopted, suffice to say will usher a novel-brand universities with technical mandates-technical universities to run both full time and part-time courses in technical, vocational and entrepreneurial disciplines. The polytechnic-turned -universities will be supervised by National Universities Commission (NUC) and National Board for Technical Education (NBTE) with inputs from Nation Directorate of Employment (NDE) and National Poverty Eradication Programme (NAPEP). These technical universities will accommodate polytechnic graduates wishing to pursue post-graduate education as well as those from conventional Universities. No nation can develop without a coherent, sound, focus and deliverable technical education. This is because, technical education create self-employment and decimate poverty at the family, micro and macro economic levels. This is the roadmap taken by United Kingdom, the Asian Tigers, Brazil, India, China, Taiwan etc to their developmental Eldorado which many of our uninsightfull gladiators, politicians and those pursuing ethnic agenda do not know. Every system has a life cycle; Nigeria can not wait for the evolution of the proposed universities to meet the millennium development goal, and realizing Vision 20:2020

On this note, I enjoined the National Assembly and the Executive Council of Federation to withdraw the purported N9billion Naira released for site clearing of the proposed universities. The money is enough to transform the six technical schools to universities with adequate infrastructure and manpower.

Thus, the younger Bush is an institutionally- tolerated- totalitarian anarchist within the US democracy. He went to an all-out war against Afghanistan even though the purported September 11, 2001 terrorist attack was an act of crime and not that of war. Still feelings insecure, he took on Iraq not minding disapproval outrage, umbrage and persuasion from A.U, NATO, UN, Pope John Paul II of a blessed memory, Mandela ,CIA among other. As regard the question of whether support was given to Prof. Oyibo. The research was intent on knowing the support both material and spiritual behind Prof. Oyibo.
