You are absolutely correct- Many years ago, I met a Saudi international student , who was my classmate here in the USA and he told me something I will never forget- He said the Saudi Arabian government respects foreigners based on the country they come from because they believe the individual citizen is a reflection of his country of origin- so if a Nigerian doctor and American doctor are hired to work in a Saudi hospital- they will pay that American doctor 10 times more than they will pay that Nigerian doctor even if the Nigerian doctor taught that American doctor as a student- Initially I didn’t understand why but now I can see the reason
