Why can't the government tap into other areas that can generate revenue but requires work.

Lets start with Obasanjo who won the presidential election in 1999, instead of amending the constitution to reflect true federalism, no, he made sure we continue with military constitution with added electoral fraud, where you can rig kill and use thugs, and fight dirty to win election, since then, Nigeria has never being the same.
