In the next 20-30 years combustion engine will likely phase out in developed world. In places like China recharge cars, scooter, truck and bike has already taking over.
In Nigeria for example we don't buy new cars, instead we buy used cars from develop world. What this means is whatever they use is what we buy
If they complete stop combustion engine and move to electric it only means on the next 5 to 10 years those cars will end up here. So there is no future in oil.

They need a partner for that project and that partner if foreign will likely choose their own contractors.
It is the same way FG borrows money from China for projects and award the contract to a Chinese company. This is a common politics all over the world.

ANOH gas project. Assa North – Ohaji South gas project is a Greenfield gas development project aimed at supporting the domestic gas market. This new gas plant located in block OML 21 is operated by Shell Petroleum Development Company. The field extends into block OML 53, where it is called Ohaji South and is operated by Seplat Energy Plc. In combination, the unitized field is called ANOH.
The first phase has a processing capacity of 300 million standard cubic feet per day, with the facility expected to deliver dry gas, condensate and LPG to customers. It is targeting the domestic market for the dry gas and LPG. the international market targeted for the condensates.
The Abuja light rail is the first metro line in west Africa. The Rail network is comprised of 6 phases. Phase one, which commenced operations in 2018, covers a stretch of 45.2 kilometers and connects the Nnamdi Azikiwe International Airport to the central business district and the northern outskirts of the city. Phase two, is expected to extend the network even further, bringing more areas of Abuja into the fold. The Abuja light rail once sat as an abandoned project as Passenger services on the line were suspended in early 2020 due to the COVID-19 pandemic. The phase one of the project features 8 stations and is designed to move more than 500,000 passengers daily through 37 daily trips. The project includes 10 vehicular overpasses and pedestrian bridges, separating train traffic from vehicles and pedestrians. The Red Line utilizes a diesel-powered system known as Diesel Multiple Unit which employs on-board diesel engines to propel the train. The Lagos state government is working to open the rail line to passengers before the end of 2024.
