I think some people need to be educated here.
IGR simply means Internally Generated Revenue. It means different ways through which the state government can generate it's revenue not necessarily through increased taxation. It could just mean adopting modern technology and competent people deployed to get the revenue instead of allowing touts that will get and siphon half the funds, or government engaging in some businesses to make more money for the state including taxation too. Let's not limit our knowledge to thinking of tax alone. Enugu has done well. Kudos.
