make sure you read the details on the phone listing thoroughly , it should indicate that the phone is unlocked otherwise try to message/contact the seller, you should get a reply within a day, if not look for another

Dat guy case na problem , the reason i could not follow up on the case when i reported him to tabbaz was dat i used a small nokia phone to chat with him on watsapp so there was no way i could screen shot the chats for evidence as requested by tabbaz & if ure gonna accuse anyone on nairaland u better back it up with proofs, since dere was none i knew my case wouldn't hold water so i had no choice watsoever but to be silent

As per the error in the pic. There is a way around it. Log out of your PayPal account on all devices and download the latest version of Internet explorer on your PC (don't use a mobile device). Or if your have internet explorer on the PC you are currently using, delete internet history, clear browsing data, clear cookies,plugins and passwords better still restore to default like you just downloaded the browser. Restart your PC then log in to your PayPal account and effect your transaction. If you have more than one PayPal account, log off and repeat the process but make sure the ip address is different. Lemme know if this works

In other words open internet explorer then, Ctrl+Shift+Del (everything)
close it
Restart System and go to safe mode (press F8 while starting up your system before it shows starting windows logo)
Press Start button,
type in "run", press enter
type in "%Temp%", press enter
Ctrl+A, Shift+Del, Press enter
Restart system
Download new internet explorer
