@Yemdogg Thank you for your response. Apart from using IRCC Web form to respond to cic which other platform or email address can I use to respond to there concern so as to enable the VO receive my letter of explanation before the 15days elapse. I have send using the web form and automated message was sent to me from IRCC at the time I sent the message, but still thinking if I have sent to the right place for the VO to quickly see the response. Please Yemdogg and other guys in the house what do you say about this.

Then I guess a case specific enquiry is apposite in the circumstance. You should address these concerns raised in the email via CSE .

Will the VO in charge of my file be able to receive this message.
Finally how long will it take for the VO to acknowledge that he or she have received the message, looking at the 15days time limit.

@Yemdogg the mail came to mycic account inbox, demanding I should respond to there concerns in less than 15 days.
The mail is from donotrepl@cic.gc.ca so how do I send cic mail addressing there concerns, that is to say, how do I reply cic mail, knowing that there is no where to click reply message in mycic account.
