Is it only the landlord that borrows loans from the bank or do tenants not also borrow loans and suffer the same though at different degrees?

In UK, apart from government houses that they lent to their citizens, they still gout to private landlords, rent their property and let to their citizens.
When government itself build, they sell to their cronies at exhaubirant prices. This are the area I said they should handle before forcing landlord to do likewise.
